Peru City Council met January 8.

A regular meeting of the Peru City Council was called to order by Scott J. Harl in the Peru City Council Chambers on January 8, 2018 at 7:06 p.m.
City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Sapienza, Payton and Ballard present; Mayor Harl present.
All joined in the Pledge of Allegiance to the Flag of the United States of America.
Public Comment
Presentation:
Mr. Bob Szczepaniak of the Peru BB Gun Club reported there are 22 sponsors and 42 active shooters in this years BB Gun Club.
Minutes:
Mayor Harl presented the minutes of the Regular Meeting of December 20, 2017. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.
Financial Reports:
Mayor Harl presented the Treasurer’s Report for November 2017; City Clerk’s Report of Cash Received for November 2017; General Fund and Miscellaneous Funds Report for November 2017; Sales, Home Rule, Use and Telecommunication Tax Receipts September 2017; Utility Fund Financial Report for November 2017 and Peru Recreation Fund Cash Accounts Summary for November 2017. Alderman Potthoff reported the sales tax receipts are strong. Alderman Ferrari made a motion the reports be received and placed on file. Alderman Payton seconded the motion; motion carried.
Activity Reports:
Mayor Harl presented the Building Permit-Fourth Quarter Report 2017; Building Permit-2017 Annual Report; Peru Police Department Monthly Report for November and Peru Volunteer Ambulance Service Inc. Activity Summary for November 2017. Alderman Waldorf made a motion the reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

Corporate Counsel Doug Schweickert presented a proposed ordinance entitled:

An Ordinance Amending Ordinance No. 6227 Entitled: “An Ordinance Fixing Wages For Employees Of The City Of Peru, Illinois”
Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Waldorf seconded the motion. Police Chief Doug Bernabei noted it is not a new position but a replacement of a sworn officer. Police Chief Doug Bernabei outlined the duties. Alderman Ferrari made a motion to authorize hiring of selected candidate for position of Community Service Officer. Alderman Sapienza seconded the motion. Alderman Ferrari made a motion to table an ordinance authorizing execution of cable franchise agreement between the City of Peru and Comcast of Illinois/Indiana/Ohio, LLC. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion the resolution be adopted as written and read. Alderman Potthoff seconded the motion and reported on the following:
• The City would retain the underlying land
• Technology continues to advance require less and smaller equipment
• Maximum monetization of the asset
• Will not impact Washington Park

Alderman Radtke presented the following disbursements for payment on January 10, 2018:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Waldorf seconded the motion. Alderman Potthoff made a motion to approve expenses for City Officials (Mayor Harl and Economic Development Director Bob Vickery) to attend the annual ICSC Convention in Las Vegas May 20-23, 2018. Economic Development Director Bob Vickrey reported on the following:
• Largest conference of retailers in the U.S.; all major companies are represented
• 35,000 attendees, 2 million square feet
• Appointment with preferred developers
• Network with people who know people.
Alderman Potthoff noted meeting with the Peru Mall. Mayor Harl noted that face-to-face visits now result in memorable connections and has happened enough times that people know Peru. Alderman Radtke inquired if the past ICSC events had produced tangible results in the form of Speedway, Chipotle and the Hilton hotel that decided to locate in Peru. Economic Development Director Bob Vickery stated yes, you can tie it right back to the conference. Alderman Potthoff noted the committee discussed the options regarding Buxton engagements to develop analytics for retail. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Public Services Committee:
Alderman Waldorf made a motion to authorize Mayor Harl to execute IDOT Highway Permit for Area 3 Combined Sewer Separation Phase 3 project (Putnam Street and Route 6). Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Mayor Harl presented a proposed proclamation proclaiming January 21-27, 2018 as School Choice Week. Alderman Lukosus made a motion the proclamation be received and placed on file. Alderman Sapienza seconded the motion; motion carried.
Petitions And Communications:
City Clerk Dave Bartley presented a petition from Illinois Valley Autism requesting a variance for property located at 4401 Progress Boulevard, Peru, IL. Alderman Radtke made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Payton seconded the motion; motion carried.
