La Salle City Council met January 29.

Here is the minutes as provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held Monday, January 29,


2018 at 7:00 p.m. with Mayor Jeff Grove presiding with proper notice being duly and continuously

posted.

The meeting was called to order at 7:10 p.m.

Pledge of Allegiance

Roll Call

Present- Alderman Demes, Bacidore, Reynolds, Lavieri, Duncan, Herndon

Absent: Alderman Ptak, Schneider

A quorum was present.

Approval of Minutes

Moved by Alderman Demes and seconded by Alderman Reynolds that the minutes of the

regular City Council meeting held on Tuesday, January 16, 2018 are accepted and placed on

file. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Presentation

A plaque was by Mayor Grove to La Salle resident Danny Rodriguez to recognize him as the

Master 1 Division (brown belt) winner of the Jiu Jitsu World Championship held December 17,

2017 in Anaheim, California. Mr. Rodriguez defeated the two time world champion is 22

seconds. He is hoping to be promoted to black belt in June.

 Petitions

Moved by Alderman Herndon and seconded by Alderman Reynolds to grant the request of the

La Salle the La Salle Peru Township High School Chamber Singers to hold a Tag Day collection

on April 13-15, 2018 at the intersection of 11th and Bucklin and at area businesses. Each and

every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Duncan and seconded by Alderman Reynolds to grant the requests of the

La Salle the La Salle Peru Township High School Musical group to hold a Tag Day collection on

March 25, 2018 at the intersection of 11th and Bucklin and at areas businesses. Each and every

alderman has a copy.

Voice vote, all ayes. Motion carried.

Reports of City Officers

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and place on file

the Building Inspector’s Report for December 2017 showing total fees collected of $1,082 and

total value of construction of $56,345. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Lavieri and seconded by Alderman Duncan to accept and place on file the

Treasurer’s Report for December 2017 showing total cash balances in the La Salle State Bank

of $4,058,512.90 and in Hometown National Bank of 45,198,325.57. Each and every alderman

has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Herndon and seconded by Alderman Reynolds to accept and place on file

the Monthly Police Income Report for December 2017 showing total fees collected of $9,203.17.

Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Communications

Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file a

thank you acknowledging a plant sent in memory of deceased Mayor of Marseilles James

Trager.

Voice vote, all ayes. Motion carried.

Moved by Alderman Lavieri and seconded by Alderman Demes to accept and place on file the

Illinois Department of Revenue Report showing sales tax collected for October 2017 of

$88,024.08 and referendum approved sales tax of $37,817.89 for a total of $125,841.97. Each

and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Appointments

Moved by Alderman and seconded by Alderman to appoint Mayor Jeff Grove, Chief Rob

Uranich, Alderman Tom Ptak and Finance Director John Duncan to the Shared Police Services

Committee.

Voice vote, all ayes. Motion carried

Special Committees

Moved by Alderman Duncan and seconded by Alderman Lavieri to accept and place on file the

recommendation of the Planning Commission regarding a request from Earl C. and Diana

Hocking and Earl R. and Kimberly A. Hocking owners of Blossom Mobile Home Park located at

2705 St. Vincent Avenue to obtain a Special Use Permit to continue the operation of the Mobile

home Park and to operate a Mobile Home Park Owner Dealership. Each and every alderman

has a copy.

Moved by Alderman Bacidore and seconded by Alderman Reynolds to provide signs for

residents of 7th Street between Bucklin and La Fayette to display on the dashboard of their cars

to prevent tickets from being issued in the current No Parking zone.

New Business

Alderman Herndon made the council aware that the LP Wrestling Team is fourth in the State

with an undefeated season of 20-0. The team will move to regional this weekend.

Ordinances and Resolutions

Moved by Alderman Reynolds and seconded by Alderman Demes to pass and place on file

Resolution 201802: A resolution authorizing Special Use Permit for premises commonly known

as Blossom Mobile Home Park. Each and every alderman has a copy.

Comments

La Salle resident Steve Malo expressed concern about political signs already being out. His

understanding is that signs cannot go out prior to 30 days before an election. It was indicated to

Mr. Malo that the City of La Salle does have that as part of our ordinance, but there may be

different rules from the State. Attorney McPhedran will look into this further.

Alderman Lavieri announced that the La Salle Public Library will hold a fundraiser at the La

Salle Kentucky Fried Chicken on Wednesday, January 31, 2018 from 5-8 p.m. A portion of

sales during that time will benefit the library.

Marge Smoron, resident of 302 7th Street, expressed concern about a vacant home in her

neighborhood and inquired as to what the city’s policy is on this matter. Building Inspector Andy

Bacidore will look into the matter.

Approval of Bills

Moved by Alderman Lavieri and seconded by Alderman Herndon that bills submitted totaling

$796,641.34 (Total Payroll $342,860.53, Bills to be Paid $287,289.50, Total Bills Paid

$166,491.31) be accepted, paid and placed on file. Each and every alderman has a copy.
