Peru City Council met Feb. 19.

Here is the minutes provided by the Council:

A regular meeting of the Peru City Council was called to order by Scott J. Harl in the Peru City Council Chambers on February 19, 2018 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

Public Comment

Presentation

Minutes

Mayor Harl presented the minutes of the Regular Meeting of February 5, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

Financial Reports

Mayor Harl presented the Treasurer s Report for January 2018, City Clerk s Report of Cash Received for January 2018 and Peru Recreation Fund Cash Accounts Summary for January 31, 2018. Alderman Potthoff made a motion the reports be received and placed on file. Alderman Radtke seconded the motion; motion carried.

Activity Reports

Mayor Harl presented the Peru Volunteer Ambulance Service Inc. Activity Summary for January 2018 and Water & Wastewater Treatment Plants Report for December 2017. Alderman Waldorf made a motion the reports be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

Finance And Safety Committee

Alderman Radtke presented the following disbursements for payment on February 21, 2018:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner.

Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Payton made a motion to award 3-year engagement (with 2-year extension option) for City of Peru Audit Services with Mack & Associates, P.C. Alderman Ferrari seconded the motion. Finance Officer Justin Miller reported the following:

· Requested proposals; 5 proposals received

· References review

· Mack & Associates was lowest proposal

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Payton made a motion to reinvest liquidity of $800,000 into 12-month and 24-month CD s. Alderman Ferrari seconded the motion. Finance Officer Justin Miller noted the excess liquidity and stated the interest rate for 24 months would be 1.6% and 1.5% for 12 months. Finance Officer Justin Miller stated maximize the return. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Ferrari made a motion to approve expenses for Alderman Lukosus to attend the IMEA/APPA Conference in Washington, D.C. February 25th -March 1st, 2018. Alderman W seconded the motion. Alderman Lukosus noted the IMEA will be paying for airfare and lodging. Alderman Lukosus stated the vast majority of the expenses will be picked up. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Ferrari made a motion to approve expenses for Mayor Harl to attend the IML White House Conference and IMEA/APPA Conference in Washington, D.C. February 21st-March 1st, 2018. Alderman Waldorf seconded the motion. Mayor Harl noted the disparity in days is because he will attend an Illinois Municipal League meeting that includes a White House tour and confidential conference prior to the IMEA and APAA conference. Mayor Harl noted the envelope was marked confidential. Mayor Harl noted the IML will pay for the 21st through 23rd. Mayor Harl stated he looked into traveling back to the City in between events but it wasn t feasible, therefore the City will reimburse him for the extra days. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Ferrari made a motion to approve $500 donation to Cops 4 Cancer. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Public Services Committee

Alderman Ballard made a motion to engage Claire Manning of Brown Hay + Stephens to represent the City in negotiations with AGO and IEPA in an amount not to exceed $4,500.00. Chris Perra explained there is an issue with permit language. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried. Alderman Waldorf made a motion to award St. John s Storm Sewer Improvements Phase I to the lowest responsible bidder, J.W. Ossola, in the amount of $436,008.65. Alderman Waldorf seconded the motion. Alderman Waldorf stated the work came in $80,000 less than the engineer s estimate. Alderman Potthoff complimented the Public Services Committee and City Engineer Eric Carls for their significant efforts with early bidding. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Lukosus made a motion to approve purchase of wire from Springfield Electric in the amount of $5,836.35 for Washington Park. Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Sapienza made a motion to award Fire Department Re-Roofing bid to the lowest responsible bidder, J.L. Adler Roofing in the amount of $109,600.00 (project to begin in FY 19). Alderman Waldorf seconded the motion. Fire Chief Jeff King stated this will be a complete tear-off, and the new roof will need to be up to energy code which accounts for the high figure. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Report Of City Attorney/Ordinances And Resolutions

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

An Ordinance Authorizing Execution Of A Scavenger/Recyclable Contract With Allied Waste Services Of North America, Llc D/B/A Republic Services Of Ottawa

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Waldorf seconded the motion. Mr. Jim Pozzi of Republic Services thanked the Council and stated that part of the new deal is getting new carts to every residence. Mr. Pozzi also stated they are purchasing two brand new, state of the art garbage trucks. Mr. Pozzi stated that it s a big upgrade in service for the residents. Alderman Potthoff stated residents will receive new 95-gallon carts for garbage that will be collected weekly, and 95-gallon receptacles for recycling that will be collected every other week. Alderman Potthoff stated the new containers will be easy to handle, no blowing, litter, ripped bags, and since Republic Services will be providing the containers, there is no additional cost for containers. Alderman Potthoff also stated residents will also be allowed to put out one large item per week. Mr. Pozzi stated the new bins are expected to be distributed in May or June, and further information regarding the service will be mailed to residents. Mr. Pozzi stated residents also will be able to ask Republic Services for a smaller cart. City Clerk Dave Bartley stated that if a resident wants additional trash collected, the sticker program will still be in effect. An Ordinance Amending The City Of Peru Code Of Ordinances, Chapter 90-Solid Waste

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Radtke seconded the motion. Alderman Potthoff stated currently, residents pay $12.00 for garbage and landfill and noted residents pay the lowest rates in the Illinois Valley. Alderman Potthoff stated that monthly bills will now reflect one $14.00 change and include waste, recycling and landfill. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

An Ordinance Amending The City Of Peru Code Of Ordinances, Chapter 94-Streets And Sidewalks

Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. Alderman Radtke asked for further explanation of the fee structure or lack of a fee structure. Alderman Radtke stated the fee should be defined and approved by the Council. The Council agreed. Motion was withdrawn and tabled.
