Regular meeting of the Council of the City of Ottawa, Illinois.
Present: Daniel F. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr., and Robert M. Eschbach
Absent: James J. Less.
Commissioner Eichelkraut presented minutes of previous meetings.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, December 19, 2017, be approved as recorded in the permanent files of the City Clerk.
Second by Aussem.
Ayes: Aussem, Ganiere, Eichelkraut, and Mayor Eschbach.
Nays: None. Motion carried.
Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of December 29, 2017, in the amount of $389,803.25, be approved and warrants issued.
Second by Ganiere.
Ayes: Aussem, Ganiere, Eichelkraut, and Mayor Eschbach.
Nays: None. Motion carried.
Commissioner Eichelkraut presented Monthly Expense Report.
Moved by Commissioner Eichelkraut that the Monthly Expense Report of January 3, 2018, showing expenses in the amount of $461,254.66, be approved and warrants issued.
Second by Aussem.

Commissioner Eichelkraut presented Resolution.
Moved by Commissioner Eichelkraut that a Resolution authorizing the execution and amendment of a Downstate Operating Assistance Program Grant agreement, regarding NCAT, be received and placed on file for public inspection.
Second by Ganiere.

Commissioner Aussem presented Resolution.
Moved by Commissioner Aussem that a Resolution authorizing acceptance and execution of a proposal for professional engineering construction services by Etscheid Duttlinger & Associates Inc., regarding the Route 71 sanitary sewer extension, be received and placed on file for public inspection.
Second by Eichelkraut.

Commissioner Aussem presented Change Order.
Moved by Commissioner Aussem that Change Order #1 from Superior Excavating Company, in the decreased amount of $27,569.50, for the 2017 water main replacement project, be accepted.
Second by Ganiere.

Commissioner Aussem presented Resolution.
Moved by Commissioner Aussem that a Resolution authorizing the execution of a design and engineering inspection services agreement between the City of Ottawa and Renwick & Associates Inc., for the 2018 Curb replacement project, which has been on file for public inspection since December 19, 2017, be adopted.
Second by Ganiere.

Moved by Commissioner Aussem that a Resolution authorizing the execution of a maintenance agreement between the City of Ottawa and Renwick & Associates Inc., for the 2018 Street program, which has been on file for public inspection since December 19, 2017, be adopted.
Second by Ganiere.

Commissioner Aussem presented Resolution.
Moved by Commissioner Aussem that a Resolution authorizing check signing by NCICG for the Community Development Block Grant project, regarding roadway repairs relating to the 2017 tornado, be adopted.
Second by Eichelkraut.

Commissioner Ganiere presented Report of Police Chief.
Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of December 2017, be received and placed on file.

Moved by Commissioner Ganiere that the Report of Fire Chief, Steve Haywood, for the month of December 2017, be received and placed on file.

Mayor Eschbach presented Report of Parking Administration.
Moved by Mayor Eschbach that the Report of the Parking Administration Department showing fines collected of $2,560.00, for the month of December 2017, be received and placed on file.

Mayor Eschbach presented Report of Building Official.
Moved by Mayor Eschbach that the Report of Building Official, Michael J. Sutfin., for the month of December 2017, be received and placed on file.

Mayor Eschbach presented Report of Sidewalk Program.
Moved by Mayor Eschbach that the Report of the Sidewalk Program showing 4 participants in the amount of $5,346.50, be approved and paid for from the General Corporate Fund.

Mayor Eschbach presented Request.
Moved by Mayor Eschbach that the Request for a conditional use permit from Heritage Harbor Ottawa for a PUD including preliminary plat and final plat approval for Port Place West, a Re subdivision of the West Peninsula Unit 1 lots 8-12 and Port Place East, a Re subdivision of the West Peninsula Unit 1 lots 47-50, be received and referred to the Plan Commission for review and recommendation.
Second by Ganiere.
