Ottawa City Council met Feb. 6.

Here is the agenda provided by the Council:

Present: Daniel F. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr., James J. Less and Robert M. Eschbach Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting. Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, January 16, 2018, be approved as recorded in the permanent files of the City Clerk. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Anna Koval, Seth Perry, Inga Carus, Arnie Bandstra, Kane Farabaugh, and Pamela Beckett, all addressed the Council in support of the re watering project for the I & M Canal.

Daryle Peters, of the VFW, presented the Police Chief and Fire Chief with renderings from a veteran, in honor of what both departments do for our community.

Commissioner Eichelkraut presented Biweekly Salary Payroll. Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of January 26, 2018, in the amount of $381,830.19, be approved and warrants issued. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report. Moved by Commissioner Eichelkraut that the Monthly Expense Report of February 6, 2018, showing expenses in the amount of $838,964.02, be approved and warrants issued. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance. Moved by Commissioner Eichelkraut that an Ordinance abating the tax heretofore levied for the year 2017 to pay principal of and interest on $4,770,000.00 of General Obligation Bonds, Series 2017, of the City of Ottawa, LaSalle County, Illinois, be passed and approved. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution. Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a transit service agreement between the City of Ottawa and the Society of St. Vincent DePaul St. Michael the Archangel, regarding NCAT, which has been on file for public inspection since January 16, 2018, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution. Moved by Commissioner Eichelkraut that a Resolution authorizing execution and amendment to the Section 5311 grant agreement regarding NCAT, be received and placed on file for public inspection. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution. Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for an appointed city official in Kevin Knoblauch as part time NCAT bus driver, be received and placed on file for public inspection. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution authorizing the execution of an engineering and land surveying services agreement between the City of Ottawa and Renwick & Associates Inc., regarding the 4H Road storm and sanitary sewer project, which has been on file for public inspection since January 16, 2018, be adopted. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution authorizing the execution of an engineering services agreement between the City of Ottawa and Renwick & Associates Inc., regarding the White Lane sanitary sewer extension project, be received and placed on file for public inspection. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Aussem presented Change Order. Moved by Commissioner Aussem that Change Order #2 from Grand Rapids Enterprises Inc.in the increased amount of $21,917.05, for the Oak lane sanitary sewer extension project, be approved and paid for from the Wastewater Fund. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Aussem presented Request. Moved by Commissioner Aussem that the Request that the City Clerk be authorized to advertise for Bids for the Long Term Control Plan manhole and pipe rehabilitation project. Bids will be received until Thursday, February 22, 2018, at 10:00 a.m. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Resolution. Moved by Commissioner Ganiere that a Resolution authorizing the execution of a standard clinical affiliation agreement between the City of Ottawa and Illinois Valley Community College, which has been on file for public inspection January 16, 2018, be adopted. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Resolution. Moved by Commissioner Ganiere that a Resolution authorizing the execution of an intergovernmental cooperation agreement between the City of Ottawa and Wallace Fire Protection District, regarding mutual aid for water tanker service, be received and placed on file for public inspection. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Resolution. Moved by Commissioner Ganiere that a Resolution adopting and approving a computer and electronic communications policy for the City of Ottawa, be adopted. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Report of Police Chief. Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of January 2018, be received and placed on file. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Report of Fire Chief. Moved by Commissioner Ganiere that the Report of Fire Chief, Steve Haywood, for month of January 2018, be received and placed on file. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Report of Registrar. Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of January 2018, be received and placed on file. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Report of Parking Administration. Moved by Mayor Eschbach that the Report of the Parking Administration Department showing fines collected of $4,110.00 and $52.00 collected by CPI, all for the month of January 2018, be received and placed on file. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Report of Building Official. Moved by Mayor Eschbach that a Report of Building Official, Michael J. Sutfin, for the month of January 2018, be received and placed on file. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Ordinance. Moved by Mayor Eschbach that an Ordinance approving and authorizing the execution of a tax increment financing redevelopment agreement between the City of Ottawa and BASH LLC, be received and placed on file for public inspection. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Ordinance. Moved by Mayor Eschbach that an Ordinance approving and authorizing the execution of a tax increment financing redevelopment agreement between the City of Ottawa and GC Housing Development LLC, be received and placed on file for public inspection. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the sale of real property owned by the City of Ottawa by public auction on Wednesday, February 28, 2018, at 12:00 p.m. in Council Chambers, for property located at 703 East Joliet Street, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Ordinance. Moved by Mayor Eschbach that an Ordinance amending Section 2-502 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, by modifying the term length of Flood Commission members to 2 years, be passed and approved. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing legal action against 534 Second Avenue, be adopted. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing legal action against 515 Illinois Avenue, be adopted. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the execution of agreements between the City of Ottawa and multiple 2018 Wine and Jazz festival vendors and authorizing the Mayor to execute these agreements, be adopted. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the execution of an annexation agreement between the City of Ottawa and Tana Baggett for property located at 700 Houston Street, be received and placed on file for public inspection. Be it further moved, a public hearing be set for Tuesday, February 20, 2018, at 7:00 p.m. in Council Chambers on this said annexation agreement. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution committing local funds towards the I & M Canal re watering project in the City of Ottawa, be adopted. Second by Ganiere. A discussion ensued. Commissioner Less questioned the scope of the plan, the potential of leakage, ground water flooding, mosquitoes, algae and the location of the new well. He wondered where money for repairs and maintenance would come from. His guess is around $65,000.00 a year and asked if the Water Fund would be absorbing that cost. He also reminded that in 2012. An 80% grant was available in 2012. Commissioner Aussem responded to the Chamber’s email on this topic. He did not receive any phone calls in support of the project. With the OVC moving into their new location, he questioned the proposed payment of $200,000.00 from Hotel Motel Tax Fund and $200,000.00 from the Canal TIF Fund. The City is on the hook for $600,000.00. He reminded that in 2010 & 2012 we did not receive grant monies to help with this project. Commissioner Eichelkraut talked about the location of the Canal boat. He sat on the Riverwalk Committee in 1999.

He would like to do an interfund loan with the Enterprise Zone Fund. Mayor Eschbach noted that the Canal TIF was created in 2006. The original Canal TIF plan showed $6,000,000.00 to rewater the Canal, but the ITEP grant didn’t succeed. He reminded that the City will be receiving $200,000.00 of in kind help from the Army and Marine Reserves. He would like to use Hotel Motel taxes and a new hotel will be erected this year. Aussem emphasized that the Enterprise Zone Fund was set up to keep the wind farm income segregated. We have done several projects and the goal is always to repay the fund. The Route 71 sewer and water project and waterfront development are possible projects for the Enterprise Zone Fund. The Mayor prefers we bond for these projects. Ayes: Ganiere, Eichelkraut, and Mayor Eschbach. Nays: Aussem and Less. Motion carried.

Mayor Eschbach presented Report of Plan Commission meeting. Moved by Mayor Eschbach that the Report of the Plan Commission meeting held on Monday, January 22, 2018, considering the conditional use permit request for a PUD from Heritage Harbor Ottawa and approving preliminary and final plats for Port Place East and Port Place West, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the conditional use permit be granted and the preliminary and final plats be approved and the follow up Ordinance be passed and approved. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Report of Zoning Board of Appeals. Moved by Mayor Eschbach that the Report of the Zoning Board of Appeals meeting held on Thursday, January 18, 2018, considering a variance from the Fence Ordinance from Mike and Toni Anderson for property located 918 Chamber Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance be denied. Second by Ganiere. A discussion ensued regarding the fence. The petitioner was present and addressed the Council. The motion was tabled by Commissioner Aussem. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Request. Moved by Mayor Eschbach that the Request for rezoning from James Brooke for property located at 1140 First Avenue, be received and referred to the Plan Commission for review and recommendation. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Request. Moved by Mayor Eschbach that the Request for a conditional use permit to operate a bed and breakfast from the Synod of Lincoln Trails of the Presbyterian Church for property located at 116 W. Prospect Avenue, be received and referred to the Plan Commission for review and recommendation. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Proclamation. Moved by Mayor Eschbach that a Proclamation welcoming the Motorsports Hall of Fame to Ottawa on Saturday, March 3, 2018, and congratulating inductees, be adopted. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn. Moved by Mayor Eschbach that this regular meeting be adjourned. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried. Council adjourned at 8:27 p.m.
