A regular meeting of the Peru City Council was called to order by Scott J. Harl in the Peru City Council Chambers on February 5, 2018 at 7:06 p.m.
City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.
All joined in the Pledge of Allegiance to the Flag of the United States of America.
Public Comment
Presentation:
Friends for Peru Pool Member Claudia Mikyska announced the upcoming Bergner’s Day’s coupon book fundraiser.
Mr. Ivan Baker of North Central Illinois Economic Development Corporation (NCIEDC) spoke about his organization’s regional emphasis on economic development. Mr. Baker stated it’s all about those 154,000 people. Mr. Baker stated what’s good for one community in the region is good for all the communities. Mr. Baker stated when attempting to attract businesses to the area, he always cites the Illinois Valley area’s workforce, and Peru’s phenomenal industrial sites that attract attention.
Minutes:
Mayor Harl presented the minutes of the Regular Meeting of January 22, 2018. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Potthoff seconded the motion; motion carried.
Reports:
Mayor Harl presented the City Clerk’s Report of Cash Received for December 2017 and Peru Police Department 2017 Annual Report. Alderman Waldorf made a motion the reports be received and placed on file. Alderman Potthoff seconded the motion; motion carried.
Finance And Safety Committee:
Alderman Radtke presented the following disbursements for payment on February 7, 2018:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. Public Services Committee:
Alderman Waldorf made a motion to authorize bidding of 2018 MFT Program. Alderman Waldorf stated the city is bidding much earlier than in the past. City Engineer Eric Carls stated he hopes prices will be favorable if projects are among the earliest construction jobs to be put out to bid. City Engineer Eric Carls stated the MFT project will focus on Plum Street from Shooting Park Road to the north and Rock Street from Sunset Drive to the north. City Engineer Eric Carls stated they intersect each other, it forms a horseshoe. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion the resolution be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Waldorf made a motion to authorize bidding of 2018 General Fund Street Program. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Waldorf made a motion to authorize bidding of North Peoria Street Water Main Improvements. Alderman Sapienza seconded the motion. City Engineer Eric Carls stated the city has been doing quite a bit of maintenance around the plant and it’s the main feeder line to the city. City Engineer Eric Carls stated the work would be bid early but water main work would not start until later in the construction season. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Waldorf made a motion to purchase 3-ton dump truck (plow) from Duffy’s Auto Sales in the amount of $28,450.00. Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Sapienza made a motion to approve quote from H & H Builders in the amount of $4,964.00 for painting at the mausoleum. Alderman Ballard seconded the motion. Reported the next project is to clean the flooring. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Sapienza made a motion to authorize t-ball alteration at Washington Park. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Lukosus made a motion to authorize seeking wire bids/quotes for the Electric Department. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Assistant Corporate Counsel Scott Schweickert presented the minutes of a Planning/Zoning Commission held on January 31, 2018 concerning the petition of Illinois Valley Autism Center for property located at 4401 Progress Boulevard, Peru, IL. Alderman Radtke made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Sapienza seconded the motion; motion carried.

Alderman Waldorf made a motion to authorize the appointment of Mayor Scott Harl, Alderman Dave Potthoff, Finance Officer Justin Miller and Chief Doug Bernabei to serve as Peru representatives on the LPOS Police Shared Services. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Potthoff made a motion to negotiate 10-year agreement with Republic Services for residential scavenger and recycling program. Alderman Radtke seconded the motion. City Clerk Dave Bartley presented a petition from Eugene M. Judge requesting a variance for property located at 4234 Mahoney Drive, Peru, IL. Public Comment:
Resident Claudia Mikyska asked if the t-ball field would be a permanent alteration. Alderman Sapienza stated the modification only involves removal of grass for the infield.
