La Salle City Council met February 26.

Here is the minutes provided by the Council:

A regular meeting and Public Hearing of the La Salle City Council of La Salle, Illinois was held Monday, February 26, 2018 at 7:00 p.m. with Mayor Jeff Grove presiding with proper notice being duly and continuously posted.

The meeting was called to order at 7:03 p.m.

Public Hearing:

7:04 p.m. Moved by Alderman Herndon and seconded by Alderman Lavieri to open the public hearing to receive comments concerning applications for two federally funded Illinois Department of Natural Resources Recreational Trails Program Grant projects and related matters.

Economic Development Director Katherine Toraason stated that the grants that have been applied for are due on March 1, 2018. She and City Engineer Brown have been working on the grant applications in- house versus hiring NCICG to prepare the grant.

The grants being submitted are for funding to assist with building a loop around Prairie Park Lake referred to as Phase A. Phase B is the second grant which will connect Rotary Park to the Prairie Park Lake loop. The grant is an 80/20 split with a maximum of $200,000. For Phase A, costs are estimated at $250,000, therefore the grant application is for $200,000. For Phase B, costs are estimated at $450,000, therefore the grant application is for the maximum of $200,000. The Phase B project is the same project the City applied for with the ITEP Grant, however the maximum on that grant is $500,000. If we happen to receive both, it is the hope that the funding could be applied to Phase A.

One of the key factors in the grant application is showing how these projects provide connections to the Illinois Great Trail which is part of the I&M Canal. In these two phases, the grant application shows evidence that connections are made.

City Engineer Brian Brown explained that it was important to apply for both the ITEP Grant as well as the IDNR grants with the hope that we have a better chance to receive funding for these projects.

Mayor Grove asked if IDNR will look at other development that is taking place at Rotary Park. City Engineer Brown stated that they do, but the grant stresses connections. They will look at how these two projects provide connection to the Grand Illinois Trail, to commerce and how they provide our residents with access to trails which will lead to continued and sustained use. Both Economic Development Director Torasson and City Engineer Brown indicated that our application showed solid evidence of connectivity, and our Comprehensive Plan also provided evidence for the need for access to the lake and the I & M Canal. City Engineer Brown stated that Phases A and B are stand alone projects.

Alderman Lavieri commented that this great because residents complain often that they do not have a good way to access the lake.

Alderman Ptak asked when we will hear if we receive the grant. Katherine Torasson stated that the grant award takes 180 days. She indicated that site visits for potential grant recipients begin April 1.

There were no public comments or objections.

Moved by Alderman Demes and seconded by Alderman Reynolds to grant the request of Ameren Illinois to break ground at 638 Gooding Street to retire gas service. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the recommendation of the Finance Committee and donate $250 to Cops 4 Cancer Inc. Each and every alderman has a copy.

Moved by Alderman Herndon and seconded by Alderman Reynolds to grant the requests of the Illini Valley Association of Realtors, LP High School Boys Track and Field, La Salle Rotary Park Foundation La Salle Rotary and the Illinois Licensed Beverage Association for 2018 Raffle Licenses. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

Reports Of City Officers:

Moved by Alderman Herndon and seconded by Alderman Demes to accept and place on file the Monthly Police Income Report for January 2018 showing total fees collected of $$9,508.34. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

Communications:

Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file a thank you letter from the Putnam County Sheriff. Each and every alderman has a copy.

Standing Committees:

Moved by Alderman Ptak and seconded by Alderman Bacidore to accept and place on file the Financial Audit Report for the City of La Salle for fiscal year ending April 30, 2017. Each and every alderman has a copy.

Appointments:

Moved by Alderman Herndon and seconded by Alderman Duncan to accept the recommendation of the Police Chief and the Board of Fire and Police Commission for a promotion to the position of Sergeant based and the Sergeant’s Eligibility List. Each and every alderman has a copy.

Old Business:

No old business was discussed.

New Business:

Alderman Bacidore inquired if La Salle, too, will be required to utilize the new garbage cans that are lifted by the trucks. Mayor Grove stated that they are doing that in Peru for an additional $2.00 fee per household per month, but the council would have to approve that change to the contract in order for the change to be made in La Salle and we are not at that point at this time. Alderman Bacidore expressed concern about the service we are receiving from Republic Services at this time. Mayor Grove stated that discussions have taken place with the garbage company and we will stay on top of service issues.

Alderman Bacidore also expressed concern about the condition of First Street near the old train depot as well as Bucklin Street from First Street to Route 6. He inquired if there is anything we can do about this, as the trucks tear up the road.

Mayor stated that he is giving the Aldermen a list of roads to review for this year’s road project, so if this in an area they would like considered, they should let the Mayor know.

Alderman Reynolds added that he gets complaints about the amount of dust the trucks create in the area.

Brief discussion followed about how it could be repaired.

Alderman Bacidore stated that he received a request from the owner of Pieces of Fashion located at 141 Gooding for a one hour parking sign for her customers. She stated that the 3 hour parking is not being enforced in the area. Mayor Grove stated that we do have a person who is monitoring parking, but he suggested the store owner call the police if there is an on-going issue. The council did not feel the issue needed to go to the Streets, Alleys and Traffic Committee. Alderman Bacidore will contact the store owner and ask her to contact the police in instances where cars are parked over the 3 hour limit. If the behavior does not change, we can revisit the topic.

BID Awards:

Moved by Alderman Ptak and seconded by Alderman Reynolds to accept the low bid of Universal Asphalt and Excavating Inc. of $163,346.98 for the 2018 Non-MFT 2nd and Wright and 1st and Gooding Street Parking Lot Improvements and the Lindberg Road Bus Lane at Lincoln School project. Moved by Alderman Schneider and seconded by Alderman Herndon that in regard to Rotary Park Lighting bids received, we reject all bids as submitted and that we find that it is in the best interests of the City of La Salle, its citizens and the public that the bids submitted are rejected. Moved by Alderman Schneider and seconded by Alderman Lavieri that in regard to the Rotary Park Lighting job, that we award the portion of the work in regard to install eight (8) city purchased polls, cross arms and fixtures with concrete foundations and electrical power to J.B. Contracting provided they accept the job for the amount of $113,304 and that we waive any need for further bidding, with all action under this motion being in the best interests of the City of La Salle and the public in general. The Mayor stated that the portion of the above bid was a difference of over $30,000 between the two bids, so it is the right thing to do for our taxpayers by going with the JB Bid. Attorney McPhedran stated that it was nice to see two well respected local contractors bidding on the job. Attorney McPhedran stated that with all things being considered he thinks this motion is consistent with the City Engineer’s recommendation, of which he, too, concurs to be the right course of action. The actions require a 2/3 vote by the City Council.

Moved by Alderman Schneider and seconded by Alderman Ptak that we authorize the Mayor and the City Engineer jointly to retain a contractor in regard to doing the geotechnical soil borings (eight locations) and related work in reference to the Rotary Park job and to additionally retain an independent structural engineer regarding foundation design with structural seal, with the choice of said hiring to be in the joint discretion of the Mayor and City Engineer, and provided that the total cost in regard to the soil borings and related matters shall not be in excess of $11,500 and that the costs in regard to the structural engineer not be in excess of $4,000. Comments:

Alderman Herndon expressed thanks to those who have donated to the Fire Truck building. Mayor Grove stated that there were many donations of materials, labor as well as monetary donations. We will be working on landscaping and ordering a plaque recognizing all donors. Fire Chief Bacidore thanked Jeff Dankert for the articles he has written making the public aware of the new building. Brief discussion followed about signage on the outside of the building and the possible addition of other items inside the building.

Mayor Grove stated that we are still working with Casey’s concerning the acquisition of the former building, but have not heard from them regarding the requested no further remediation letter from the EPA to ensure it is a clean site.

Mayor Grove stated that the Rotary Park Foundation is holding a wine and bourbon tasting fundraiser at Senica’s Oak Ridge on March 9, 2018 with proceeds going to back to the park.

March 17th will be the St. Patrick’s Day Parade at 1 p.m. downtown La Salle.

Park Director Kasik announced that the Easter Egg Hunt will take place at 11 a.m. on March 24, 2018 at Hegeler Park.

Alderman Reynolds wanted to make the public aware that residents are being contacted through the mail by Smart Energy to switch over the electric services of Ameren customers by offering one free month of service. Alderman Reynolds wanted to make it clear by switching over, residents could lose the rate negotiated by the City with Homefield Energy.

Superintendent Jeff Bumgarner thanked Illinois Cement for their recent assistance with the unloading of the baseball field light poles at Rotary Park.

Economic Development Director Katherine Toraason stated that on March 21, 2018 at 7:00 p.m. representatives of the Illinois Historic Preservation Association will present information regarding the Historic tax credits.

Mayor added that IVRD will meet at 10 a.m. tomorrow and the Shared Police Services will meet at 11:00 a.m.

Moved by Alderman Ptak and seconded by Alderman Schneider that bills submitted totaling $502,242.64 (Total Payroll $168,011.01, Bills to be Paid $170,039.45, Total Bills Paid $164,192.18) be accepted, paid and placed on file. Each and every alderman has a copy.
