City of Peru Finance and Safety Services Committee met Feb. 28.

Here is the minutes provided by the Committee:

MEMBERS PRESENT: Aldermen Potthoff, Ferrari and Payton present; Alderman Radtke absent; Mayor Harl absent.

OTHER PERSONS PRESENT: City Clerk Dave Bartley, Alderman Sapienza, ASM/Police

Chief Doug Bernabei, PSM/Fire Chief Jeff King, Finance Officer Justin Miller and Economic Development Director Bob Vickrey

MATTERS DISCUSSED

Alderman Potthoff made a motion to approve the minutes of the February 14, 2018 Finance & Safety Services Meeting. Alderman Payton seconded the motion; motion carried.

The Committee reviewed and approved the disbursements for payment on March 7, 2018.

PRESENTATION

Economic Development Director Bob Vickrey presented the 2017 Economic Development Annual Report. The Committee recommended a formal presentation to receive and place on file at the next Regular Council meeting.

OLD BUSINESS

Finance Officer Justin Miller provided the following finance update:

Finance Report- 02/28/2018

1. Actuarial Update

ÿ Fiscal 2018 pension actuarial study in progress

2. New Grant Procedures and Controls

ÿ Ethics training for financial handlers

ÿ Procurement policy for grant awarded projects

o Draft 3/14

3. Fiscal Year 2019 Budget

ÿ January- meet with department heads on needs

ÿ February- first draft handed out

o revisions to finance (Draft Discussions)

o noted page 10, Revenue over Expenditures

o reviewed capital projects for FY 2019

ÿ March- final drafts and final revisions

ÿ April- budget hearing and council vote

4. Per Diem Expense Reimbursement

o Not in favor of a pure per diem

o Committee favored expense reports with a cap established per region

ASM/Police Chief Doug Bernabei initiated a discussion of the agreement with Economic Development Director Bob Vickrey/Oval Wacker agreement being amended with an amount that would include all expenses. The Committee referred to Corporate Council Doug Schweickert.

Human Resource Manager Kim Reese provided the following human resources update:

Health Insurance Transition Update

ÿ Claims Delayed-Processing through KBA

ÿ Prescriptions are still problematic, some employees report savings while others report significant increases.

Workers’ Compensation Claim

ÿ Police Department Loss Time case will require surgery and result in significant loss time.

Weight Loss Challenge Update

ÿ Follow-up Challenge with No Gain Maintain program.

ÿ 2nd Weight Loss Challenge in late spring along with Mileage Challenge, 5K and picnic

Human Resource Manager Kim Reese also reviewed options for voluntary vision and life insurance plans. The recommended approval by the full Council at the next Regular Council meeting.

Committee discussed and recommended approval of granting Promier Properties the remaining fund balance of the FY 17 Façade Program and instructed the Clerk to place on the next Regular meeting agenda.

Committee discussed and recommended amendments to the administrative adjudication ordinance and fee schedule. Clerk to place the ordinance on the next Regular Council meeting agenda.

NEW BUSINESS

Committee approved donation request to OmniArts in the amount of $250

Alderman Potthoff made a motion to adjourn. Alderman Ferrari seconded the motion. Meeting adjourned at 5:20 p.m.
