City of Peru Public Services Committee met March 12.

COMMITTEE MEMBERS PRESENT: Alderman Dave Waldorf Chairman, Alderman Mike Sapienza and Alderman Ballard. Alderman Jim Lukosus and Mayor Harl absent.

MINUTES
Chairman Waldorf made a motion to approve Public Services Committee Meeting 2/12/18 Minutes. Alderman Sapienza seconded; motion carried.

PUBLIC COMMENT

WATER & SEWER
City Engineer Eric Carls reported on the Arby s Trunk Line sewer project. City Engineer Eric Carls stated that preliminary engineering has been completed; asked is bonding may be a mechanism for funding. Noted the project could be out for bid late fall. Finance Officer Justin Miller reported there is potential for taking the project in house but would need to be 80% of the capital improvement budget. Alderman Potthoff suggested grant research. Alderman Waldorf referred further discussion to the Finance Committee.
City Engineer Eric Carls announced the City was awarded a grant for the EWWTP Flood Wall in the amount of $365,428.00.

STREETS & ALLEY
City Engineer Eric Carls addressed issues with Plum Street (near Northview School) asphalt problems due to bus traffic. City Engineer Eric Carls reported a meeting has been scheduled with Peru Elementary School Superintendent Mark Cross to address the issues.
ELECTRIC
ASM Doug Bernabei initiated a discussion regarding the purchase of a new electric department line truck from Altec, Inc for $140,000. Alderman Waldorf asked for a motion to be placed on the March 19th Regular Meeting agenda.
LANDFILL
None
AIRPORT
ASM Bernabei reported on a plan to replace the old airport courtesy vehicle with police department SUV and replace the police department.
City Engineer Eric Carls reported the letting for the taxiway extension came through with Advanced Ashpalt being the one and only bidder.
City Engineer Eric Carls reported on the new Hertz Farm Management representative. City Engineer Eric Carls reported on the farm plat modification to remove the parking area by Veteran s Park.
CEMETERY
Alderman Waldorf made a motion to approve quote from Chapman s Mechanical Systems Inc. in the amount of $6,142.00 for Mausoleum Roof Drain Pipe Relocation. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Waldorf, Sapienza and Ballard voting aye; Aldermen Lukosus and Mayor Harl absent; motion carried.
PARKS & RECREATION
Alderman Sapienza reported on initiating the park tree replacement program with a budget of $10,000 with a focus on Washington Park and Centennial Park.
Alderman Sapienza asked for a change to the Public Services minutes noting the diamond improvement for t-ball will be paid for by Peru Little League.
ASM Bernabei noted the rutting as a result of the Washington Park senior league diamond light installation will be repaired.
Committee was in favor of allowing Illinois Valley Garden Club to place a bench at Baker Lake.
CODE ENFORCEMENT/BUILDING & ZONING
ASM Bernabei stated newly appointed Community Service Officer Blake Frund can be reached at CSO@perupolice.org.
ENGINEERING
City Engineer Eric Carls provided an update on the following projects:
· Bid opening for MFT program is March 15th at 10:00 a.m.
· Bid opening for General Fund Street Program is March 16th at 10:00 a.m.
· Splash pad work to resume as weather permits; planning for a Memorial Day weekend opening.
BUILDINGS & GROUNDS
OLD BUSINESS
Committee discussed rental property registration. City Engineer Eric Carls to develop a plan.
Committee discussed business registration. Clerk Bartley to research.
NEW BUSINESS
Committee discussed keeping of chickens in city limits. Committee decided to it was not something they wanted to pursue.
PUBLIC COMMENT
Resident Mike Hart voiced his concerns about people letting their dogs out and defecating in the parks.
Resident Mike Hart voiced his concerns about the downtown snow removal piles off of 13th Street noting the large amount of debris and concrete to be cleaned up and the man hours.
