Ottawa City Council met March 6.

Here is the minutes provided by the Council:

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, February 20, 2018, be approved as recorded in the permanent files of the City Clerk.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Nancy Johnson, of the Illinois Department of Agriculture, gave an update on the gypsy moth and the treatment which will be taking place in the Northwest area of our City.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of February 23, 2018, in the amount of $372,093.64, be approved and warrants issued.

Second by Less.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of March 6, 2018, showing expenses in the amount of $578,806.94, be approved and warrants issued.

Second by Less.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for an appointed city official in Jennifer Kopp as full time NCAT Dispatcher, which has been on file for public inspection since February 20, 2018, be adopted.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of employment agreements for appointed city officials in Elizabeth Puetz as NCAT Reservationist and Alicia Fuchs as NCAT Medicaid Specialist, be received and placed on file for public inspection.

Second by Less.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution expressing official intent regarding certain capital expenditures to be reimbursed from proceeds of one or more obligations to be issued by the City of Ottawa, LaSalle County, Illinois, be adopted.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing a security agreement between the Ottawa Visitors Center and the City of Ottawa, regarding repayment of $175,000.00 to secure a new location, be received and placed on file for public inspection.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem awarded Bid.

Moved by Commissioner Aussem that the Low Bid received from Brandt Excavating in the amount of $68,615.00 for the 4H Road storm and sanitary sewer extensions, be approved and paid for from the CSO and wastewater Funds.

Second by Less.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem awarded Bid.

Moved by Commissioner Aussem that the Low Bid received from Performance Pipelining Inc. in the amount of $1,584,423.00, for the Long Term Control Plan manhole and sewer pipe rehabilitation, be approved and paid for from the CSO Fund.

Second by Less.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing acceptance and execution of a water main replacement construction services proposal by Etscheid, Duttlinger, & Associates Inc., for various locations, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the execution of a license agreement #5486 between the City of Ottawa and the Illinois Department of Natural Resources, for the water main to Heritage Harbor, be received and placed on file for public inspection.

Second by Less.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an engineering services agreement between the City of Ottawa and Renwick & Associates Inc., regarding 4H Road, which has been on file for public inspection since February 20, 2018, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution requesting permission from the Illinois Department of Transportation to temporarily close LaSalle Street/Route 23 on Saturday, May 12, 2018, for the Run Starved Rock Country Marathon, be adopted.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Police Chief.

Moved by Mayor Eschbach that the Report of Police Chief, Brent A. Roalson, for the month of February 2018, be received and placed on file.

Second by Less.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Fire Chief.

Moved by Mayor Eschbach that the Report of Fire Chief, Steve Haywood, for the month of February 2018, be received and placed on file.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Registrar.

Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of February 2018, be received and placed on file.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Parking Administration.

Moved by Mayor Eschbach that the Report of the parking Administration Department showing fines collected of $4,380.00, for the month of February 2018, be received and placed on file.

Second by Less.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Building Official.

Moved by Mayor Eschbach that the Report of Building Official, Michael Sutfin, for the month of February 2018, be received and placed on file.

Second by Eichelkraut.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an intergovernmental cooperation agreement between the City of Ottawa and Wallace Fire Protection District, regarding mutual aid for water tanker service, which has been on file for public inspection since February 6, 2018, be adopted.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of a maintenance agreement between the City of Ottawa and Braniff Communications Inc., regarding the City’s warning sirens, which has been on file for public inspection since February 20, 2018, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Plan Commission.

Moved by Mayor Eschbach that the Report of the Plan Commission meeting held on Monday, February 26, 2018, considering the rezoning request from Oakwood Memorial Park Inc., for property located at 1140 First Avenue, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the parcel be rezoned from Class “A-2 Single and Two Family Residence” to Class “C-2 General Business District” and the follow up Ordinance be passed and approved.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Plan Commission.

Moved by Mayor Eschbach that the Report of the Plan Commission meeting held on Monday, February 26, 2018, considering the conditional use permit request for a Bed and Breakfast from the Synod of Lincoln Trails of the Presbyterian Church for property located at 116 West Prospect Avenue, be received and placed on file. Be it further moved, the Council concur with the recommendation of het Plan Commission and the conditional use permit be granted and the follow up Ordinance be passed and approved.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for a conditional use permit for a PUD and preliminary plat approval for the UAW Center for property located at 1000 East Center Street, be received and referred to the Plan Commission for review and recommendation.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to recess.

Moved by Mayor Eschbach that this Council recess into Closed Session to discuss the purchase or lease of real estate.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried. Council recessed at 7:20 p.m.

Mayor Eschbach presented motion to reconvene.

Moved by Mayor Eschbach that this Council reconvene from Closed Session.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn.

Moved by Mayor Eschbach that this regular meeting be adjourned.
