City of Peru Committee of the Whole met March 19.

Here is the minutes provided by the Committee:

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Sapienza, Payton and Ballard present; Mayor Harl present. Alderman Radtke arrived at 6:30 p.m.

Presentation:

Mr. Anthony Anniballi presented an idea for an outdoor ice rink that would allow for competitive hockey and skating. Mr. Anniballi stated the proposed rink would be near the new splash pad and require delaying construction of the smaller, planned- for ice rink and relocating a planned volleyball pit. Mr. Anniballi stated he’s not asking for anything that isn’t actively planned for but asking for something that’s a little more practical for competition — both ice skating and hockey. Mr. Anniballi stated the space could be used in summer for tennis, volleyball, basketball roller skating, flea markets, dances and concerts. Mr. Anniballi asked for permission to solicit interest in the project from donors and corporations for a month or two. Council stated they would like to see more information but did agree to let Mr. Anniballi gather more information about maintenance and start-up costs prior to the next council meeting. Mr. Anniballi stated he would report back to the Council in two weeks with some numbers. Alderman Ferrari asked if work on the ice rink that was in the City’s plans and the volleyball pit could be put on hold without harming the overall splash pad complex project. City engineer Eric Carls stated work on that portion of the project could be put off for about 60 days. Alderman Dave Potthoff asked about specific costs associated with the project. Mr. Anniballi stated excluding excavation and concrete costs, the sort of rink with coolers under the ice that he envisions would cost around $500,000. Alderman Potthoff also inquired about maintenance and operations costs, and mentioned the City decided to close its outdoor pool because of operation and upkeep costs. Mr. Anniballi stated he did not have exact figures. Council acknowledged they have heard some public interest in a local rink. Alderman Waldorf stated he knows some of his barbershop’s customers drive as far as Bloomington for ice time. Alderman Radtke stated he knows there is interest but doesn’t know the magnitude of the interest.

Minutes:

Mayor Harl presented the Committee Of A Whole Minutes of March 5 2018. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Radtke seconded the motion; motion carried.

Alderman Payton made a motion to release closed session recordings of November 13, 2017 and January 8, 2018. Alderman Sapienza seconded the motion. Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Adjournment:

Alderman Waldorf made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 7:06 p.m.
