A regular meeting of the La Salle City Council of La Salle, Illinois was held Monday, March 26, 2018 at 7:00 p.m. with Mayor Jeff Grove presiding with proper notice being duly and continuously posted.

The meeting was called to order at 7:01 p.m.

Pledge Of Allegiance

Approval Of Minutes:

Moved by Alderman Demes and seconded by Alderman Reynolds that the minutes of the regular City Council meeting held on Monday, March 12, 2018 are accepted and placed on file. Each and every alderman has a copy.

Proclamation:

Moved by Alderman Duncan and seconded by Alderman Reynolds to proclaim April 2018 as Child Abuse Prevention Month. Each and every alderman has a copy.

Moved by Alderman Lavieri and seconded by Alderman Duncan to grant the request of AT&T to break ground on the west side of Hwy 351 to directional bore 375’ from the existing handhole just south of the State Police drive way south toward Gunia Drive at 3’ depth place a ATT handhole, turning west along Gunia Drive and directional boring 326’ west setting a handhole in the right of way. ATT is to restore all areas to original condition or better and related matters. Each and every alderman has a copy.

Moved by Alderman Schneider and seconded by Alderman Herndon to grant the request of Jose Medina on behalf of LP Football to hold a Tag Day collection at the intersection of 11th and Bucklin and at area businesses on June 2, 2018. Each and every alderman has a copy.

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept the recommendation of the Finance Committee and deny the request of the Illinois Valley Food Pantry for a monetary donation in order to remain consistent with current giving practices. Each and every alderman has a copy.

Reports Of City Officers

Moved by Alderman Ptak and seconded by Alderman Herndon to accept and place on file the Treasurer’s Report for February 2018 showing total cash balances in the La Salle State Bank of $3,950,858.25 and in the Hometown National Bank of $5,246,883.30 Each and every alderman has a copy.

Moved by Alderman Herndon and seconded by Alderman Schneider to accept and place on file the Monthly Police Income Report showing total fees collected of $9,681.53. Each and every alderman has a copy.

Communications:

Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the Illinois Department of Revenue Report showing sales tax collected for December 2017 of $80,817.30 and referendum approved sales tax of $35,052.83 for a total of $115,870.13. Each and every alderman has a copy.

Old Business:

Alderman Bacidore brought forth concerns about the condition of our plows stating that the City is going to need to appropriate for the purchase of new trucks, as repairs are becoming costly and the trucks are in poor condition. Mayor Grove stated that Superintendent Jeff Bumgarner will take inventory and make the determination as to the what the needs are.

Alderman Demes stated that it was a successful day for the 50/50 during the recent St. Patrick’s Day parade. He indicated it was a great turn-out. The Mayor thanked organizer Dan Burke, LPAC, LBA and Alderman Demes for his work on the 50/50.

New Business:

City Engineer Brian Brown stated that in regard to the stairway job he sought a quote for a single stairway system. Two quotes were received, one from Tieman Builders for $13,800 and one from AMS for $15,366. The City Engineer made the recommendation to award the job to Tieman Builders, however Alderman Ptak noticed that the bid from AMS was actually for two stairway sytems. One system to be located on the property west of Lock 16 leading to the old parking garage, and the other to be located on the west side of Stage 212 leading to the parking garage. City Engineer Brown stated that when he reviewed the quotes, he did not interpret the quote from AMS to be for two separate stairway systems. Alderman Ptak stated that he spoke to AMS and they confirmed the quote is for two systems. Therefore, the City Engineer changed his recommendation suggesting the job be awarded to AMS as although the quote was higher, the savings was substantial when comparing one sytem versus two. Brief discussion followed as to the need for one stairway system versus two and which location would be best. The council decided against rebidding, as bids presented were reasonable, but understood it would take a super majority vote for a motion to pass.

Moved by Alderman Demes and seconded by Alderman Reynolds to award the bid to AMS totaling $15, 366 for the installation of two stairway systems from the City property west of Lock 16 to the old parking garage and the other the west side of the Stage 212 Building to the old parking garage. Alderman Schneider commented that he voted nay because Tieman has been a good friend to the City and he would have preferred a clean bid.

Prior to the vote for the RIP grant, Alderman Demes stated that although this grant award is for the Twisty Freeze, Mr. Sanchez was told some time ago that he needed to repair the alley near his other business, La Michoacana located at 836 2nd Street, where he dug up the alley to repair a sewer line. The City Engineer and Superintendent confirmed that Mr. Sanchez has been made aware numerous times that it is his responsibility to make the repair. Alderman Demes stated that the alley is in bad shape and he was not sure he could vote in favor of the grant award with this other repair not being made. Alderman Bacidore stated that he did not see how the grant for one business had to do with the other. Alderman Bacidore stated that he runs two businesses that bring sales tax to the City so that should be taken into consideration. Alderman Demes stated we may want to consider implementing some type of procedure which would ensure repairs are made in a timely basis in these types of situations. Alderman Duncan suggested possibly adding a repair charge to individual’s or business owner’s water bills when a repair is not made on a timely basis. Attorney McPhedran stated we would have to look more closely into that.

Moved by Alderman Demes and seconded by Alderman Reynolds to authorize a Redevelopment Incentive Program grant award to Arnie Sanchez for the Twisty Freeze totaling $1,890 for premises located at 1201 St. Vincent Avenue contingent upon him repairing the alley at 836 2nd Street to the satisfaction of the Superintendent of Public Works and the City Engineer. Each and every alderman has a copy.

Alderman Schneider brought forth a concern about a large political sign on a trailer located on a private driveway near St. Vincent and 11th Streets. Alderman Schneider inquired if the City has any ordinances limiting the location and size of political signs and the length of time the sign can be up after an election. Attorney McPhedran stated that there are constitutional prohibitions regarding limits on political signage, but he believes certain regulations on heighth and width can be established by ordinance. He will look into it further. City Engineer Brown stated that he believes our ordinance limits the size of political signs to a 16 sq. foot maximum. Attorney McPhedran will investigate and guide as to what can be done about the situation within the next few day.

Mayor Grove stated that the City’s Easter Egg hunt will be held on Saturday, March 31, 2018 at 11 a.m. at Hegeler Park. This was moved back a week due to inclement weather the previous Saturday.

Mayor thanked all involved with the renovation of the Second and Wright Street parking lot and for the patience of the residents as the project is completed. Brian Brown indicated Universal will begin grinding and overlaying next week.

Ordinance 2723 - authorizing Labor Collective Bargaining Agreement between the City of La Salle and AFSCME.

Alderman Ptak confirmed that the sales tax increase is not earmarked for any particular project, but will go to the General Fund to offset the current deficit. The increase will take effect on July 1, 2018 and brings us in-line with Peru and Oglesby who are currently at 7.5%. The increase, based on certain statutory restrictions, does not apply to all items.

Alderman Schneider thanked Finance Director Duncan, Mayor Grove and the various union representatives for the excellent job with recent negotiations. He added that they were done in a respectful manner and both sides came with realistic expectations which led to an easier process. Mayor Grove agreed and thanked all of our employees who contribute on a daily basis.

Ordinance 2725 - Authorizing the Transfer of Ownership of Police Dog (Palu to Brian Zebron)

Comments:

Leonard Keenan of Rockwell Road asked if anything was being done to clean up his road. The Mayor stated that Universal Asphalt and Excavating will come in with a machine to clean up with road with larger broom. City Engineer Brown stated that after Universal is done, the City will come out with our vac truck and clean up debris in the grass. He anticipates this being done in the next couple of weeks.

Chief Bacidore passed along congratulations to his cousin Brian Stuart who was born and raised in La Salle, but is retiring from Lombard as Battalion Chief. This is the fourth Fire Chief in the Bacidore family.

Clerk Brown reminded the public that City Offices will be closed on Friday, March 30 for the holiday

Alderman Reynolds thanked everyone for their kindness to Denise Sabotta during her recent illness.

Alderman Schneider stated that La Salle Little League is holding a chicken dinner fundraiser on Tuesday, April 3, 2018 at Al’s Bella Vista from 5-8 p.m. to offset expenses for bats that were recently purchased.

Executive Session:
