City of Peru Finance and Safety Services Committee met March 28.

The Finance & Safety Services Committee Members Present:

Aldermen Potthoff, Radtke and Payton present; Mayor Harl present. Alderman Ferrari arrived at 5:10 p.m.

Other Persons Present: City Clerk Dave Bartley, Alderman Sapienza, Alderman

Jim Lukosus, ASM/Police Chief Doug Bernabei, PSM/Fire Chief Jeff King, Deputy Police Chief Bob Pyszka, Finance Officer Justin Miller, and Economic Development Director Bob Vickrey

Matters Discussed

Alderman Potthoff made a motion to approve the minutes of the March 14, 2018 Finance & Safety Services Meeting. Alderman Payton seconded the motion; motion carried.

The Committee reviewed and approved the disbursements for payment on April 4, 2018.

Alderman Potthoff asked for clarification of the Peru Public Library PPRT (personal property replacement tax). Clerk Bartley noted it is a statutory requirement.

Economic Development Director Bob Vickrey gave a brief economic development update.

Old Business

Mayor Harl reported there was a joint review board meeting for TIF s 1-3 with Herb Klein of Jacob and Klein

Finance Officer Justin Miller provided the following finance update:

Finance Report- 03/28/2018

1. Actuarial Update

Finance Officer Justin Miller reported on recent option for placing liquidity 36% 2.7% $250,00 Citi Bank CD.

New Business

Alderman Radtke made a motion to approve $1,000 donation to Kid s Fishing Expo at Baker Lake on May 19, 2018. Alderman Payton seconded the motion; motion carried.

Clerk Bartley initiated a discussion of a proposed mixed-use ice rink location as part of the splash pad complex. Bartley reported the additional cost to expand the poured pad including drainage would be $110,000. Bartley stated based on conversations with City Engineer Eric Carls the location would become a year round facility that could have great use for tennis, pickleball, or basketball. Bartley reported Carls was in favor and had negotiated a favorable proposal with the contractor. Bartley reported he spoke with Mr. Anniballi and based on the Niles, Illinois rink the monthly operational cost with chillers would be $6000; Niles operates at 52 degrees and below for 4 months. Used board could be sources for approximately $25,000 according to Mr. Anniballi. Bartley explained all other hockey related expensed would be from Anniballi fund raising efforts and the location would be used this winter without chillers.

The Committee discussed splash pad funding from hotel/motel tax. The Committee asked Finance Officer Miller to provide a financial analysis for the project to determine whether an additional $110,000 should be committed.

Clerk Bartley initiated a conversion regarding the July 3rd fireworks celebration. Bartley reported he received an email from Ray Zborowski regarding protocol for approving the payment to the mall and property owner of the launch site. The Committee discussed the costs associated with the mall location. The Committee asked for input from the Chiefs. All present were in favor or moving the fireworks back to Water Street. The Committee asked Clerk Bartley to communicate with the alderman and were not present to get their feedback. The Committee asked Clerk Bartley to communicate with Recreation Board President, Ray Zborowski, regarding the change. The Committee asked Clerk Bartley to communicate with the pyrotechnics company to investigate the change and confirm there would be no charges for cancellation due to flooding. All present agreed there would be a rain date in case of poor weather but no reschedule date due to flooding.

Alderman Potthoff made a motion to adjourn. Alderman Radtke seconded the motion. Meeting adjourned at 5:22 p.m.
