Peru City Council met April 2.

Here is the minutes provided by the Council:

A regular meeting of the Peru City Council was called to order by Scott J. Harl in the Peru City Council Chambers on April 2, 2018 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

Public Comment

Presentation

Minutes

Mayor Harl presented the minutes of the Regular Meeting of March 19, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

Financial Reports

Mayor Harl presented the Treasurer s Report for February 2018; City Clerk s Report of Cash Received for February 2018; General Fund and Miscellaneous Funds Report for January 2018; Sales, Home Rule, Use and Telecommunication Tax Receipts for December 2017; Utility Fund Report for January 2018 and the Peru Recreation Funds Cash Accounts Summary for February 2018. Alderman Potthoff made a motion the reports be received and placed on file. Alderman Potthoff noted the city maintained a very strong tax base by collecting $1,063,357.31 in December compared to $1,069,306.15 in 2016. Alderman Potthoff noted this occurred despite the state taking 2 percent of sales tax from home-rule municipalities beginning in May 2017 and some store closures. Finance Office Justin Miller stated the City had some things come on that helped out. Alderman Ferrari seconded the motion; motion carried.

Finance And Safety Committee

Alderman Radtke presented the following disbursements for payment on April 4, 2018:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried. Alderman Ferrari made a motion to approve $1,000 donation to the annual Kid s Fishing Rodeo at Baker Lake on May 19, 2018.

Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Payton made a motion to approve City of Peru Purchasing Policy. Alderman Radtke seconded the motion.

Alderman Potthoff noted the following:

· Gift and Gratuities

· Approval of City Purchases

· Emergency Purchases

· Exemptions

· Expense Reimbursements

· Local Vendors

· Credit Card Purchases

· Non-Discrimination

· Procurement for State and Federal Projects

Alderman Potthoff stated it puts together all the policies the city has developed, and it will be online for people to look at. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Public Services Committee

Alderman Waldorf reported the General Fund Street Program is underway starting near LP.

Report Of City Attorney/Ordinances And Resolutions

Proclamations

Mayor Harl presented the following proclamations:

· Junior Achievement Day-April 5, 2018

· Fair Housing Month-April 2018

· Child Abuse Prevention Month-April 2018

Alderman Waldorf made a motion the proclamations be received and placed on file. Alderman Ballard seconded the motion; motion carried.

Unfinished Business

Finance Officer Justin Miller reported the FY 19 budget hearing will be April 30th and the proposed budget is available on the City s website.

New Business

Alderman Radtke made a motion to authorize the Mayor to execute Certification of Local Approval on behalf of Tri-County Opportunities Council for the Emergency Shelter Grant Program. Alderman Waldorf seconded the motion; motion carried.

Petitions And Communications

Clerk Bartley presented a communication from Kid s Fishing in the Illinois Valley requesting permission hold the annual Baker Lake Kid s Fishing Exposition on Saturday, May 19th from 9:00 a.m. to 2:00 p.m.; reported on the annual Kid s Fishing Tournament at the I & M Canal on Saturday, June 2nd. Reported the communication had already been presented and approved at a previous meeting.

Adjournment

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 7:16 p.m.
