City of Peru Illinois Valley Regional Dispatch Board met March 27.

Call to Order
The meeting was held Tuesday, March 27, 2018 at the Peru Municipal Building, 1901 4
th Street, Peru,
Illinois. Chairman Doug Bernabei called the meeting to order at 10:00 a.m.
Roll Call

John Duncan, Brian Fisher, Joe Hogan, Jeff King, Jim Knoblauch, Justin Miller, Ron Popurella, Tom Porter,
Dennis Rutishauser, Rob Uranich, Vice Chairman Andy Bacidore and Chairman Doug Bernabei. Absent:
David Boelk (Hunt), Don Finley, Jeff Grove, Scott Harl, and Tom Smith

Fire Protection District
Minutes
Chairman Bernabei presented the minutes of the IVRD meeting of February 27, 2018. Vice Chairman
Bacidore made a motion that the minutes be received and placed on file. Tom Porter seconded the
motion. All in favor; motion carried.
Communications
Chairman Bernabei reported the $442,000 consolidation grant check has been received by IVRD. The
grant was to de-fray non-re-occurring costs.

Fire/EMS Operations Committee
Vice Chairman Bacidore reported Brownlee is working on the next phase of Fire CAD.

IVRD PSAP Manager Report
JoEllen Fisher provided the following report:
• IVRD is now recognized as a Communications Center with its own identification
number issued by the Illinois State Police, Bureau of Investigations. This will allow
the PSAP manager to maintain all required training records for IVRD
telecommunicators.
• Individual meetings have been completed with all full-time telecommunicators
which were very productive. After speaking with the telecommunicators, they
provided very valuable insight to the operations of the 911 center, noise control and
with CAD suggestions.
• A training manual has been created and will be implemented for all new hire
telecommunicators. Remember, a telecommunicators job is always changing so this
is a constant work in progress.
• Bureau County aerial maps have been added to the WTH mapping.
• The new full-time hire started her position today.
Chairman’s Report
Chairman Bernabei reported JoEllen Fisher has been working hard and is
developing/implementing many good policies. He suggested a meeting between JoEllen and the
fire and police departments to provide and receive feedback.
Chairman Bernabei distributed a proposal from Brownlee recommending an internet-based
dedicated CAD system to support IVRD CADs, all departments tools/updates, vpshare, other
applications and visitors to the BDS home page. He stated the purchase price and maintenance
is a one-time charge for moving to a dedicated server of $1,500.00 and the annual maintenance
for CAD will change from $2,800.00 per year to $3,500.00 per year. Chairman Bernabei noted
there have been close to 1,000 tweaks since the system was initiated. Chairman Bernabei
reported Brownlee identified system enhancements including EMS initiated CAD records for
ambulance transfers; reset cancelled tows, dispatch multiple police officers, fire departments,
and ambulance services; redispatch police officers to closed CAD records; allow fire
administrators to view non-fire/EMS calls. The price for these system modifications is $1,800.00.
Jim Knoblauch made a motion to approve the Brownlee Data System CAD proposals; Rob
Uranich seconded the motion. Melissa Carruthers called the roll with Duncan, Fisher, Hogan,
King, Knoblauch, Miller, Popurella, Porter, Rutishauser, Uranich and Bernabei voting aye;
Bacidore briefly exited the meeting during voting; Boelk (Hunt), Finley, Grove, Harl and Smith
absent; motion carried.
Chairman Bernabei reported the current IVRD health care plan is no longer available. The
recommended replacement plan was provided to the telecommunicators’ labor attorney who in
turn shared it with the telecommunicators. IVRD telecommunicators reviewed and are ok with
the recommended plan. John Duncan made a motion to renew the Blue Cross/Blue Shield PPO
for IVRD employees; Dennis Rutishauser seconded the motion. Melissa Carruthers called the roll
with Duncan, Fisher, Hogan, King, Knoblauch, Miller, Popurella, Porter, Rutishauser, Uranich,
Bacidore and Bernabei voting aye; Boelk (Hunt), Finley, Grove, Harl and Smith absent; motion
carried.
Financial Report
Chairman Bernabei presented and reviewed the IVRD March Financial Report. John Duncan made a
motion to receive and place the March financial report on file and to approve and pay bills in the usual
manner. Joe Hogan seconded the motion. Melissa Carruthers called the roll with Duncan, Fisher, Hogan,
King, Knoblauch, Miller, Popurella, Porter, Rutishauser, Uranich, Bacidore and Bernabei voting aye; Boelk
(Hunt), Finley, Grove, Harl and Smith absent; motion carried.
Justin Miller initiated discussion of ideas for the grant money. He recommended dividing the money into
thirds and depositing it into 12-month, 24-month and 36-month CD’s to whichever bank offers the best
interest rate. The item will be on next month’s agenda.
Activity Report
Chairman Bernabei presented and reviewed the February 2018 Activity Report. Vice Chairman Bacidore
made a motion to receive and place the report on file; Jim Knoblauch seconded the motion. All in favor;
motion carried.

Update on Hiring of New Full and Part-Time TC’S
Jim Knoblauch reported he and JoEllen Fisher interviewed two additional candidates for the fulltime
telecommunicator position. Melissa Delgado Martinez started as a full-time
telecommunicator today to replace Josh Sarver who will be taking an officer position with the
Mendota Police. Jim Knoblauch reported they interviewed another candidate who would be a
good part-time telecommunicator.
New Business
Chairman Bernabei presented the IVRD FY19 Budget. Jeff King made a motion to approve the IVRD FY19
Budget; Joe Hogan seconded the motion. Melissa Carruthers called the roll with Duncan, Fisher, Hogan,
King, Knoblauch, Miller, Popurella, Porter, Rutishauser, Uranich, Bacidore and Bernabei voting aye; Boelk
(Hunt), Finley, Grove, Harl and Smith absent; motion carried.

Executive (Closed) Session
Andy Bacidore made a motion to go into closed session. Chairman Bernabei read the exceptions for
closed session to discuss meetings on collective negotiating matters between the public body and its
employees or their representatives, or deliberations concerning salary schedules for one or more classes
or employees. Brian Fisher seconded the motion. Melissa Carruthers called the roll with Duncan, Fisher,
Hogan, King, Knoblauch, Miller, Popurella, Porter, Rutishauser, Uranich, Bacidore and Bernabei voting
aye; Boelk (Hunt), Finley, Grove, Harl and Smith absent; motion carried.
Closed session began at 10:35 a.m.; ended 11:05 a.m.
