Peru City Council met April 16.

City Clerk Dave Bartley called the roll with Aldermen Ferrari, Lukosus, Sapienza, Payton and Ballard present; Aldermen Potthoff, Waldorf and Radtke absent; Mayor Harl absent.
All joined in the Pledge of Allegiance to the Flag of the United States of America.
City Clerk Dave Bartley asked for a motion to appoint a temporary chairperson. Alderman Payton made a motion to appoint Alderman Ferrari as temporary chairperson. Alderman Sapienza seconded the motion; motion carried.

Mayor Pro Tem Ferrari presented the minutes of the Regular Meeting of April 2, 2018. Alderman Lukosus made a motion that the minutes be received and placed on file. Alderman Sapienza seconded the motion; motion carried.
Financial Reports:
Mayor Pro Tem Ferrari presented the General Fund and Miscellaneous Funds Report for February 2018; Utility Fund Report for February 2018 and the Peru Recreation Funds Cash Accounts Summary for March 2018. Alderman Payton made a motion the reports be received and placed on file. Alderman Ballard seconded the motion; motion carried.
Activity Reports:
Mayor Pro Tem Ferrari presented the Building Permits Report-1st Quarter; Peru Police Department Monthly Report for March 2018; Peru Volunteer Ambulance Service Inc. Activity Summary for March 2018 and Water & Wastewater Treatment Plants Report for February 2018. Alderman Payton made a motion the reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

Mayor Pro Tem Ferrari made a motion to authorize the Mayor to execute Return for Credit Payments to Issuers of Qualified Bonds for return of interest on General Obligation Bonds, Series 2010 (Recovery Zone Economic Development). Alderman Payton seconded the motion. Mayor Pro Tem Ferrari made a motion to authorize ordering and purchase of new patrol vehicle under Illinois State Bid with either sale or trade in of vehicle being replaced. Alderman Payton seconded the motion. Mayor Pro Tem Ferrari made a motion authorize $1,000 donation to Illinois Valley Animal Rescue. Alderman Payton seconded the motion. Finance Officer Justin Miller reported the FY 19 budget hearing will be on April 30th at 6:30 p.m.
Public Services Committee:
Alderman Lukosus made a motion to receive/place on file the Water and Sewer Acreage and Impact Fees effective May 1, 2018. City Engineer Eric Carls noted this is an annual update based on construction costs. Alderman Ballard seconded the motion; motion carried.
Alderman Ballard made a motion to authorize the Mayor to execute IDOT Highway Permit for US 6 Sanitary Sewer Repair. Alderman Sapienza seconded the motion. City Engineer Eric Carls reported the line being replaced is the sanitary sewer line in front of Maria’s Pizza, as planned. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Potthoff, Waldorf and Radtke absent; motion carried.

Resolution To Allow Sanitary Sewer Service Repairs Beneath Us 6
Alderman Ballard made a motion the resolution be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Potthoff, Waldorf and Radtke absent; motion carried.
City Engineer Eric Carls stated the City worked with D Construction and Illinois Valley Excavating. City Engineer Eric Carls stated Illinois Valley Excavating provided camera services to the city during the repair and D Construction performed the repair. City Engineer Eric Carls reported we were successful in making the repair, and everything went as planned.
Alderman Ballard made a motion to award the North Peoria Water Main Project to the lowest bidder, Gensini Excavating, in the amount of $851,994.00. Alderman Sapienza seconded the motion. City Engineer Eric Carls stated this year we will be replacing the two main water-feeder lines from the city’s water treatment plant on North Peoria. City Engineer Eric Carls stated the work will include a stretch from just north of Wenzel Road south to the Y- intersection where Plank Road meets Peoria Street, plus some work on the Plank and Shooting Park roads. City Engineer Eric Carls stated we had a great turnout for this, we had 10 bidders in all and one bid was in excess of $1.3 million. City Engineer Eric Carls stated there is a clause in this bid document that this work won’t start until the Tuesday after Labor Day. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Potthoff, Waldorf and Radtke absent; motion carried. Carls noted the work serves as phase one of a two-phase project; phase two will include the widening of Peoria Street.
Alderman Sapienza made a motion to approve change order to Splash Pad Contract No. 1, in the amount of $110,000 for ice rink modifications. Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Potthoff, Waldorf and Radtke absent; motion carried.
Alderman Sapienza made a motion to approve estimate from Peru Greenhouses Landscaping for (20) tree plantings for parks in the amount of $360.00 each with a concentration on Centennial Park and Washington Park. Alderman Ballard seconded the motion. Petitions And Communications:
Clerk Bartley presented a petition from Herbolsheimer, Duncan, Eiten and Hintz, P.C. requesting to vacate a portion of 6th Street adjacent to the apartment building at 309 Peru Street, Peru, IL. Alderman Ferrari made a motion the petition be received, placed on file and referred to the Planning and Zoning Commission for review and recommendation. Alderman Lukosus seconded the motion.
Clerk Bartley presented a communication from Hy-Vee requesting permission to hold an employee picnic at Washington Park; reserve west shelter on Tuesday, June 12th. Alderman Sapienza made a motion the communication be received, placed on file and permission granted. Alderman Lukosus seconded the motion; motion carried.
