City of Princeton Council met April 2.

Here is the minutes provided by the Council:

The meeting was called to order by Mayor Quiram. Upon roll call, the following answered present, constituting a quorum: Council Members Swanson, Mabry, Favia, and Neumann.

All present at the meeting offered the Pledge of Allegiance to the flag of the United States of America.

Public Comment: Ivan Baker, President CEO of the North Central Illinois Economic Development Corp. gave a marketing update to the council. He explained the successes and challenges in luring development projects to the Illinois Valley area.

The Mayor and Council recognized twenty volunteers for their services to various city boards and commissions.

Motion # 1: Neumann (2nd Favia) that the printed copy of the minutes for the Regular Meeting of March 19, 2018, be approved.

Roll Call Vote: Council Members Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

Motion # 2: Neumann (2nd Favia) that the printed copy of the minutes for the Special Meeting of March 19, 2018, be approved.

Roll Call Vote: Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

Motion #3: Neumann (2nd Favia) that the bills and payrolls of the Department of Public Affairs and Department of Accounts and Finance, the Department of Streets and Public Improvements, the Department of Public Health and Safety, and the Department of Utilities and Public Properties, be allowed and paid.

Roll Call Vote: Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

Motion # 4: Neumann (2nd Favia) that Ordinance 0-18-004 authorizing the sale of property owned by the public body, be approved.

Motion # 5: Neumann (2nd Favia) that Ordinance 0-18-005 authorizing an option and structure lease agreement with New Cingular Wireless, LLC, be approved.

Roll Call Vote: Council Members Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

Motion # 6: Neumann (2nd Favia) that Ordinance 0-18-006 authorizing an option lease agreement with TerraNavigator, LLC, be approved.

Roll Call Vote: Council Members Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

Motion # 7: Neumann (2nd Favia) that Ordinance 0-18-007 approving an annual budget ordinance for the fiscal year commencing on 5-1-2018, be approved to Second Reading.

City Manager Skaggs introduced the ordinance as balanced, based on the review and comments made at the March 19, 2018 budget meeting. Mabry asked about pension liabilities, to which Skaggs responded that Princeton is much better off that other communities, in terms of funding its pensions. She explained the city and employee funding mechanisms.

Roll Call Vote: Council Members Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

City Manager Report: Skaggs asked the City Clerk to present the 1st Quarter Building Report. The report showed 9 permits issued to date with a value of $482,870.00.

Mayor Report: Mayor Quiram proclaimed the month of April as Fair Housing Month.

Old Business: None.

New Business: None.

Public Comment: None.

Motion # 8: Neumann (2nd Favia) that the Regular Meeting be adjourned. Convene in Executive Session under 5 ILCS 120/2(c)(6) to discuss the setting of a price for sale or lease of property owned by the public body. The next Regular Meeting of the City Council will be on Monday, April 16, 2018, 7:00 p.m. at City Hall..
