Here is the minutes provided by the Council:

The meeting was called to order at 7:00 p.m.

Pledge Of Allegiance

Roll Call:

Present- Alderman Demes, Reynolds, Lavieri, Herndon, Schneider

Absent: Alderman Bacidore, Alderman Ptak, Alderman Duncan

A quorum was present.

Approval Of Minutes:

Attorney McPhedran questioned page 2 of the minutes concerning Mr. Chris Miller’s presentation. He began by stating that the minutes, nor any minutes, can speak to the entirety of the presentation which lasted a substantial period of time. He stated that the minutes, as written, reference a video showing water and alleged run-off from the school property. He stated that was not substantly discussed by Mr. Miller at the time, although while the video was playing there was some discussion. Attorney McPhedran indicated it would be appropriate for the minutes to indicate that Mr. Miller did show a video in regard to the property as a whole. He asked Mr. Miller, who was present, if he would like to share a copy of the video to include as part of the minutes, so that the video could speak for itself. Mr. Miller stated that he was only present to observe. Attorney McPhedran added that we want to be fair to Mr. Miller and fair to everyone else who was present.

Moved by Alderman Demes and seconded by Alderman Schneider that the minutes of the regular City Council meeting held on Monday, April 9, 2018 are accepted and placed on file with the revisions as suggested by Attorney McPhedran. Each and every alderman has a copy.

Presentation:

Moved by Alderman Herndon and seconded by Alderman Lavieri to allow Blaine Kurth to address the council.

Mr. Kurth of the Illinois Municipal Risk Management Association spoke to the council to familiarize them with the organization. The City of La Salle currently has insurance coverage with IMLRMA. He explained that the IMLRMA is not an insurance company, but instead a pool of city, towns and villages in the State of Illinois who grouped together to get insurance coverages. The organization is governed by Mayors from various parts of the state who understand the needs of municipalities. Mr. Kurth stated that being a smaller entity allows its personnel to be more responsive than larger companies. He outlined some benefits of the IMLRMA including providing building evalulations every four years allowing coverages to be reassessed, as well as providing replacement cost coverage. Mr.Kurth referenced the loss of the Waste Water Treatment Plant in 2008, where the IMLRMA covered that loss. He indicated that many larger insurance companies exclude properties in Flood Zone A and would not have covered that loss. Mr. Kurth stated that his role with the IMLRMA is primarily to provide safety training for municipalities covered by the organization. He indicated that a safety committee was established in the City of La Salle in the last few years. The committee is comprised of public works employees, as well as Department Heads. He stated that in the last few years the number of injuries and accidents has been reduced. Mayor Grove thanked Mr. Kurth for his assistance in keeping our employees safe, as well as the public.

Moved by Alderman Schneider and seconded by Alderman Reynolds to grant the request of Jamie Farley for a Sign Permit to install a 12” x 15’ non-illuminated, single-face, wall sign at 505 First Street. Each and every alderman has a copy.

Moved by Alderman Lavieri and seconded by Alderman Schneider to accept the recommendation of the Finance Committee and grant the request of the Better Fishing Association to donate $250 to the 20th Annual Baker Lake Fishing Exposition being held on Saturday, May 19, 2018 from 9:00 a.m. until 2:00 p.m. and the I & M Canal Lock 14 and La Salle’s 31st Annual Kid’s Fishing Tournament being held on Saturday, June 2, 2018 from 9:00 a.m. until 11:00 a.m. Each and every alderman has a copy.

Moved by Alderman Lavieri and seconded by Alderman Herndon to accept the recommendation of the Finance Committee and deny the request of the Hollis Vickery LP Girls basketball varsity coach for a monetary donation to the summer basketball camp being held June 4-8, 2018 in order to remain consistent with current donating practices. Each and every alderman has a copy.

Moved by Alderman Demes and seconded by Alderman Reynolds to grant the request of the Illinois Valley Regional Fire Training Association for a 2018 Raffle License. Each and every alderman has a copy.

Moved by Alderman Herndon and seconded by Alderman Schneider to grant the request of Ameren Illinois to break ground at 11th and Tonti Streets to replace gas leak at valve. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Herndon and seconded by Alderman Reynolds to grant the request of the Illinois Valley Building Trades Council of the AFL-CIO to hold its annual Dollars Against Diabetes Dad’s Day Tag Day collection on Saturday, June 16, 2018 at the intersection of 11th and Bucklin and at area businesses. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Reports Of City Officers:

Moved by Alderman Lavieri and seconded by Alderman Schneider to accept and place on file the Treasurer’s Report for March 2018 showing total cash balances in the La Salle State Bank of $4,067,530.45 and in Hometown National Bank of $5,265,311.48. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Herndon and seconded by Alderman Reynolds to accept and place on file the Monthly Police Income Report for March 2018 showing total fees collected of $9,414.74. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Communications:

Moved by Alderman Lavieri and seconded by Alderman Schneider to accept and place on file the Illinois Department of Revenue Report showing sales tax collected for January 2018 of $82,169.28 and referendum approved sales tax of $36,203.42 for a total of $118,372.70. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Alderman Schneider noted that the City had the highest January sales revenue since 2009.

Standing Committees:

Alderman Herndon stated that although the Streets, Alleys and Traffic Committee was unable to meet earlier, Chairman Bacidore and the other aldermen are in favor of granting the request of Denna Leifheit therefore he suggested the council vote on the matter.

Moved by Alderman Herndon and seconded by Alderman Schneider to grant the request of Denna Leifheit for a 15 Minute Parking Sign at Peaces of Fashion located at 141 Gooding Street.

Old Business:

Alderman Demes stated that he gets many complaints about the exterior condition of properties. He requested that we review our Rental Ordinance to see if we can toughen the language concerning requirements for upkeep of the exterior of buildings. Mayor Grove asked Clerk Brown to find out what other municipalities do regarding this issue.

New Business:

Moved by Alderman Demes and seconded by Alderman Reynolds to authorize the purchase of a Model 1170 F Type I ambulance from Fire Service Inc. totaling $227,442. Each and every alderman has a copy.

Resolution 201806 - Authorizing Acceptance of Illinois Housing Development Authority Abandoned Residential Property Municipal Relief Program Conditional Grant

Comments:

Carol Baness asked when the minutes fro the April 9, 2018 meeting will be on-line. Clerk Brown stated that minutes are posted within ten days of being approved.

Alderman Lavieri stated that at the La Salle Business Association’s Award Banquet held last Thursday Ficek Electric was named Business of the Year and Morgan Wilson as Businessman of the Year.

Alderman Schneider announced that he is working with Superintendent Bumgarner and Park Director Kasik to install a handicapped wheelchair accessible swing at Rotary Park. Alderman Schneider stated that he has secured sources to pay for the swing.

Economic Development Director Torasson and City Engineer Brown explained that they met with representatives of the IDNR. The City has applied for a Recreational Trails grant for a path to make La Salle Lake accessible. Ms. Toraason and Mr. Brown took the representatives to the lake where they provided the history of the area and of Rotary Park and explained the plans and need for a path. They had 45 minutes with the representatives. They thanked the Public Works department for placing rock to make access easier the lake for the tour. Ms. Toraason and Mr. Brown felt as if the meeting went well and the representatives were very impressed.

City Engineer Brown stated that the parking lot Second and Wright Street will be done on of this week, and on Monday and Tuesday of the next week they will complete the parking lot at First and Gooding.

Moved by Alderman Lavieri and seconded by Alderman Schneider that bills submitted totaling $519,376.35 (Total Payroll $158,303.25, Bills to be Paid $174,487.85, Total Bills Paid $186,585.25) be accepted, paid and placed on file. Each and every alderman has a copy.
