A Committee Of A Whole meeting was called to order by Scott J. Harl in the Peru City Council Chambers on Monday, May 15, 2018 at 6:30 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Sapienza, Payton and Ballard present; Alderman Radtke absent; Mayor Harl present.

Presentation

Police Commander Sarah Raymond provided an active shooter presentation called Run-Hide-Fight. Peru police Chief Doug Bernabei stated this was the first step of a plan that will ultimately include drills. Commander Raymond stated not a new concept, but it s endorsed by the FBI, Secret Service and Department of Homeland Security. Commander Raymond stated that in the event of a shooting, the plan calls for those present to first try to escape. Commander Raymond stated that getting away from a shooter is top priority. Commander Raymond stated this is different from what we used to teach. If you can't run, hide. Commander Raymond advised against hiding in groups and warned that a lockdown situation often lasts a long time. Commander Raymond reported if running or hiding aren t options, the last recourse is fighting. Commander Raymond stated fighting requires total commitment and said items in a room could and should be utilized as weapons. Commander Raymond stated there are no rules in self-defense. Chief Bernabei reported that if Peru businesses would like to have a presentation, they can call Peru police and ask for Commander Raymond.

Minutes

Mayor Harl presented the Committee Of A Whole Minutes of April 2, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

Mayor Harl presented the Committee Of A Whole (Amended) Closed Session Minutes of November 13, 2017; December 11, 2017; January 8, 2018 and January 22, 2018. Clerk Bartley reported the amended of the minutes is based on the direction of the Office of the Illinois Attorney General. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Payton seconded the motion; motion carried.

Mayor Harl presented the Committee Of A Whole Closed Session (Redacted) Audio tapes of December 11, 2017 and January 22, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file. Clerk Bartley reported that the release of the audio tapes is based on the direction of the Office of the Illinois Attorney General and that the audio recordings have been reviewed by Chief Bernabei, Corporate Counsel Doug Schweickert, and Deputy Clerk Stephanie Piscia. Alderman Waldorf seconded the motion; motion carried.

Alderman Potthoff commented on his support of transparency, but expressed concern with the opportunity to discuss purpose or use of property that may fall outside the scope of closed session exemptions.

Finance And Safety Services Committee

Treasurer Jackson Powell offered for discussion options for investing liquidity outside the scope of CD investment but still secure. Treasurer Powell and Finance Officer Justin Miller to work on creating a ladder of maturity and strategy for long-term success. Treasurer Powell stated more information to follow at the next finance meeting.

Administrative Services Manager Doug Bernabei asked the council for input on potential updates to park equipment. The Council agreed that formal approval be requested only for park alterations or new location, but not for replacement of existing equipment.

Alderman Waldorf made a motion that the meeting be adjourned. Alderman Sapienza seconded the motion and motion carried.

Meeting adjourned 6:58 p.m.
