Peru Committee of the Whole met  April 2.

A Committee Of A Whole meeting was called to order by Scott J. Harl in the Peru City Council Chambers on Monday, April 2, 2018 at 6:30 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and

Ballard present; Mayor Harl present.

Minutes

Mayor Harl presented the Committee Of A Whole Minutes of March 19, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

Finance And Safety Services Committee

None

Public Services Committee

City Engineer Eric Carls initiated a discussion of the hockey rink/multi use rink. Alderman Potthoff asked for a current cost breakdown. Eric Carls reported the splash pad project is approximately 3% over budget and the cause was the Health Department requiring showers. The project was planned at $1.7 million but some of the costs were area infrastructure. The project has been funded from the hotel-motel fund. City Engineer Eric Carls noted the propose change order of $110,000 would allow for a 240 x 140 concrete pad with drainage. Carl explained the project s contractor would allow the City to use asphalt shavings from streets as a foundation for the pad and reduce the unit price for the pad. City Engineer Eric Carls reported that Mr. Anniballi s fundraising group would provide boards and liner for the full-sized rink and would try to raise funds for above ground chillers. City Engineer Eric Carls reported the only thing they re asking of the City is for the pad itself. City Engineer Eric Carls stated the larger pad for the rink would allow the park to be used more frequently and could allow for a variety of recreation options in warmer months. Clerk Bartley noted the surface could be used for basketball, pickleball or tennis. Clerk Bartley reported the Niles ice rink is used for four months. Officer Justin Miller stated he will provide a finance review and recommendation for funding.

City Engineer Eric Carls reported a few dozen ideas had been considered internally for the naming of the splash park, and the consensus was Splash Field at Washington Park. Alderman Lukosus asked about recognition for Toronto Blue Jays pitcher J.A. Happ and his family, who donated $100,000 to the project. City Engineer Eric Carls stated Happ s number and a Blue Jays logo are both included in the park s features. City Engineer Eric Carls stated there were significant local donations as well. The Committee suggested a plaque could be put up and decided the Mayor would reach out to see if the Happ family would want a plaque at the splash pad. Clerk Bartley initiated a conversation regarding the July 3rd fireworks celebration. Clerk Bartley reported a discussion of a proposed change of location back to

Water Street was initiated at the Finance and Safety Services Committee meeting and all present were in favor of the change. Clerk Bartley reported the reason for the conversation was an email received from Recreation Board President, Ray Zborowski, regarding the contract with Peru Mall. Clerk Bartley reported that he met with Ray Zborowski and Steve Michelini and informed them of the Council s sentiment and there were no objections. Clerk Bartley reported he spoke with Mark from J & M Displays regarding the change in venue and potential risk of cancellation in the event of flooding. Mark stated there would be no cost to the City. Bartley requested an email confirming the policy of J & M Displays. The Council asked the Chiefs for input and they had no new concerns. All present were in favor of the change. Clerk Bartley was instructed to contact and notify the mall. Clerk Bartley to reach out to the CSO to check on their interest to participate.

Alderman Waldorf made a motion that the meeting be adjourned. Alderman Potthoff seconded the motion and motion carried. Meeting adjourned 6:56 p.m.
