City of Earlville Committee of the Whole met March 7.

Here is the minutes provided by the Committee:

Call To Order And Pledge Of Allegiance:

Alderman Jenkins called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance.

Roll Call:

On roll call the following members were present: Mayor Mike Hall, Alderman Mark Actis, Alderman Robin Austin, Alderman Ken Bonine, Alderman Walter Grimm, Alderman Chuck Jenkins, and Alderman Michael Konsoer.

Visitors at the meeting were Sheila Jenkins, Wilma Stillwell, Bev Malkey, Pat Waldron, Joan Jones, Jerry Jones, Martha Dankenbring, Ryan Richardson, Roger Torman, Tom King, Alfonso Valdez, Joe Plumlee, and Stu Bloom (Earlville Post).

Additional Agenda:

Alderman Bonine asked that the demolition of Stilson Street be added questioning the bidding process. Mrs. Dankenbring stated the bidding process used was recommended by the city attorney and approved by city council.

New Business - Truck route signs was added.

Approval Of Miinutes:

Alderman Actis made a motion, seconded by Alderman Austin, to accept the February 7, 2018, Minutes. All in favor by voice vote. Motion Carried.

Public Voice:

Treasurer Bruce Bauer presented an overview of an eight year audited history. He invited Aldermen to review the information and ask any questions they might have at the City Council Meeting.

Tom King expressed a need to have Mrs. Dankenbring in the office five days a week.

Jerry Jones asked why Mr. King questions different employees at the meetings. They have knowledge.

Wilma Stillwell stated Alderman Actis and she wrote their own letters and wondered why certain people questioned that and stated people know Mrs. Dankenbring's schedule.

Finance:

Alderman Austin made a motion, seconded by Alderman Actis, that payment of the bills be placed on the city council agenda. All in favor by voice vote. Motion Carried.

Alderman Austin stated it was time to Review of Wage Ordinance. Alderman Grimm made a motion, seconded by Alderman Konsoer, to add Bauer's review of the wage ordinance to next month's agenda. Voice Vote: 6 aye: 1 nay. Motion Carried.

Alderman Konsoer made a motion, seconded by Alderman Grimm, that the Mayor write a letter directing Municipal Code Corporation to fix the city's code within 60 days so that the city hot links to the ordinances in the city code were operable and move it to the City Council meeting. Voice Vote: 6 aye: 1 nay.

Alderman Konsoer formally contested the Mayor's vote and further contested the Mayor voting on anything in the Committee of the Whole meeting. Alderman Grimm stated that he also contested.

Public Works:

Alderman Actis led a discussion of Compliance Management Operations and Maintenance (CMOM) provision of recently renewed Waste Water Treatment Plant (WWTP) Discharge permit and a proposal to clean and televise the sewer system. Total proposed cost to the city for all work is estimated at $206,629 by McMahon. Alderman Konsoer asked that Alderman Actis and Roger Torman prioritize and section off the project for the next Committee of the Whole meeting.

Alderman Actis discussed using Geographic Information System (GIS) software for mapping of water and sewer systems, integrated with computerized records for water/sewer system rounds. McMahon presented a proposal for $13,400. There is a $600.00 annual license fee for the software that will need to be appropriated for. This does not include the tablet. Alderman Konsoer asked that

Alderman Actis and Mr. Torman look at a spending plan for the next Committee of the Whole meeting.

Alderman Actis announced a vacancy in public works, outlined the advertisement of the position, and explained the interview process to be used.

Police:

Alderman Jenkins is working on a grant for park security which must be filed by March 16.

Public Health & Safety:

Alderman Actis apprised the public that garbage cans cannot be set in the street but must be on the ground above the curbs.

Unfinished Business - none

New Business:

Alderman Grimm stated he could not find direction while following truck route signs. Mr. Torman stated he received 6 truck route signs last week but has not been able to set them due to freezing temperatures.

At 8:08 p.m., Alderman Actis made a motion, seconded by Alderman Austin, to adjourn the meeting. All in favor by voice vote. Motion Carried.
