City of Peru Finance and Safety Services Committee met April 25.

Here is the minutes provided by the Committe:

The Finance & Safety Services Committee Members Present:

Aldermen Potthoff, Ferrari, Radtke and Payton present; Mayor Harl absent.

Other Persons Present: City Clerk Dave Bartley, Alderman Sapienza, ASM/Police Chief Doug Bernabei, Finance Officer Justin Miller, Human Resource Manager Kim Reese and Economic Development Director Bob Vickrey.

Matters Discussed

Alderman Ferrari made a motion to approve the minutes of the April 11, 2018 Finance & Safety

Services Meeting. Alderman Payton seconded the motion; motion carried.

The Committee reviewed and approved the disbursements for payment on May 2, 2018.

Presentation

Economic Development Director Bob Vickrey presented the following update:

• Buxton s ICSC target list for matched businesses

• Discussion and recommendation regarding drone production video for economic development (Starved Rock Country). City of Ottawa committed $2,000, City of Streator committed $1,000 and City of Peru to commit $2,000

Alderman Potthoff initiated a discussion regarding the proposed update/revision of contract with Oval Wacker converting the agreement from base plus expenses to an all independent contractorformat. The committee recommended $40,000 per year all inclusive.

Wage Ordinance Revision

Reported on the addition of health insurance waiver incentive of $3,500 to employees who terminate their health insurance coverage for the first time; $2,500 annual

insurance waiver incentive to employees that remain off the health insurance in subsequent yearspayments to be made over 26 pay periods.

Additional language allowing department heads to make wage adjustments for new employees within their first 36 month of employment

Addition of part-time administrative assistant for HR

Adjustment to staff account wage ranges

Addition of Seasonal Splash Pad Operations Manager

Addition of Summer Splash Pad attendants

Discussion

o Net sale of $1,220,000. Alderman Potthoff recommended contributing to reserves funds. The committee recommended

ASM Doug Bernabei offered for discussion approving the CVS site for formal purchase. ASM

Bernabei asked for input on a make whole proposal where the City would demo the existing structures and offer the site in a shovel ready state including utilities. The Committee was in favor.
