Peru City Council met April 30.

Here is the minutes provided by the Council:

A regular meeting of the Peru City Council was called to order by Scott J. Harl in the Peru City Council Chambers on April 30, 2018 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Payton and Ballard present; Alderman Sapienza absent; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

Public Comment

Presentation

Minutes:

Mayor Harl presented the minutes of the Regular Meeting of April 16, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

Financial Reports:

Mayor Harl presented the Treasurer’s Report for March 2018; City Clerk’s Report of Cash Received for March 2018 and the Sales, Home Rule, Use and Telecommunication Tax Receipts for January 2018. Alderman Potthoff made a motion the reports be received and placed on file. Alderman Potthoff noted that sales tax is up $66,000 from previous year. Alderman Radtke seconded the motion; motion carried.

Activity Reports

Finance And Safety Committee:

Alderman Radtke presented the following disbursements for payment on May 2, 2018:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Payton and Ballard voting aye; Alderman Sapienza absent; motion carried.

Public Services Committee:

Alderman Waldorf made a motion to approve sidewalk repairs at Veteran’s Park in the amount of $9,842.00 to Ladzinski Cement Finishing. Alderman Waldorf stated the sidewalk at Veterans Park by the concession stand is pretty much in disrepair. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Payton and Ballard voting aye; Alderman Sapienza absent; motion carried.

Public Services Manager Jeff King stated the sidewalk at Washington Park is also in rough shape, but the city will soon handle that job in-house.

Report Of City Attorney/Ordinances And Resolutions:

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

Ordinance No. 6283

An Ordinance Granting A Variance Under The Zoning Ordinance Of The City Of Peru, Il As Sought By The Petition Of Joshua And Erika Morrasy Concerning Property Located At 2728 Becker Drive, Peru, IL

Alderman Radtke made a motion the ordinance be adopted as written and read. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Payton and Ballard voting aye; Alderman Sapienza absent; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

An Ordinance Authorizing Execution Of Professional Services Consulting Agreement With Robert F. Vickrey D/B/A Oval Wacker Consulting

Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Potthoff seconded the motion. Mayor Harl stated we changed the language for him to be more of an independent contractor and will be paid $3,333 per month. Finance Officer Justin Miller stated over a year that figure works out to be the equivalent of what the city previously spent reimbursing travel costs for Mr. Vickrey. Finance Officer Justin Miller stated now the travel he does regularly would be at his own expense. Finance Officer Justin Miller stated that however, as outlined in the agreement the city may reimburse “extraordinary” expenses and will require council approval. An Ordinance Authorizing The Purchase Of 19.106 Acres From Highland Park Cvs, Llc Concerning Property Located At The Southeast Corner Of Illinois Route 251 And Shooting Park Road, Peru, IL

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Potthoff stated it can be a possible police station in the future, a possible shared services police station, or it could be used for economic development. Alderman Potthoff stated that if the property is used for neither purpose he believes the location and size of the property would make it attractive for development. Alderman Potthoff stated any use would be preferable than the building sitting vacant. Assistant Corporate Counsel Scott Schweickert stated the property was valued at more than $1.6 million by the assessor. Alderman Potthoff praised the work Mayor Harl to obtain the parcel for significantly less than that at $325,000. Mayor Harl stated we found a way to go directly to CVS. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Payton and Ballard voting aye; Alderman Sapienza absent; motion carried.

Alderman Radtke made a motion the ordinance be adopted as written and read. Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Payton and Ballard voting aye; Alderman Sapienza absent; motion carried.

Proclamations:

Mayor Harl presented a proclamation proclaiming May 2018 as A.B.A.T.E. Motorcycle Awareness Month. Alderman Radtke made a motion the proclamation be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

Mayor Harl presented a proclamation proclaiming May 19-25, 2018 as National Safe Boating Week. Alderman Ferrari made a motion the proclamation be received and placed on file. Alderman Ballard seconded the motion; motion carried.

Unfinished Business

New Business:

Mayor Harl recommended the reappointment of Roelif Loveland to the Board of Fire and Police Commissioners for a 3-year term ending April 30, 2021. Alderman Potthoff made a motion to concur with the recommendation. Alderman Lukosus seconded the motion; motion carried.

Mayor Harl recommended the reappointment of Linda Dzierzyski to the Parks and Recreation Board for a five-year term ending May 2023. Alderman Ferrari made a motion to concur with the recommendation. Alderman Ballard seconded the motion; motion carried.

Petitions And Communications:

Clerk Bartley presented a petition from Bridgeview Veterinary Hospital seeking variances to install digital billboard by approach for property located at 1016 7th Street. Alderman Ferrari made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Ballard seconded the motion; motion carried.

Clerk Bartley presented a communication from Julie Wendorf on behalf of Buddy’s Purpose requesting permission to hold the 7th Annual Overdose Awareness and Memory Walk on August 25, 2018. Alderman Potthoff made a motion the communication be received, placed on file and permission granted. Alderman Waldorf seconded the motion; motion carried.

Clerk Bartley presented a communication from Drew Faletti requesting permission to hold a Toy Run through the City of Peru on October 7, 2018; police assistance. Alderman Payton made a motion the communication be received, placed on file and permission granted. Alderman Lukosus seconded the motion; motion carried. Clerk Bartley presented a communication from the Peru Veteran’s Memoria Group requesting permission to hold a Memorial Day Service on Monday, May 28th at 11:00 a.m. at Washington Park; $600 donation to replace broken flag holders and replace new flags on graves of deceased veterans. Alderman Waldorf made a motion the communication be received, placed on file and permission granted. Alderman Ballard seconded the motion; motion carried.

Clerk Bartley presented a communication from the Peru Veteran’s Memoria Group presenting the 2017 Annual Report and read aloud the fallen veterans of 2017. Alderman Waldorf made a motion the communication be received and placed on file. Alderman Ballard seconded the motion; motion carried.

Clerk Bartley then asked Alderman Waldorf to say a few words about the passing of former Alderman Bob Ankiewicz. Alderman Waldorf stated that “this morning we lost one of our own, a friend and admirer”. Alderman Waldorf noted that Bob was an alderman from May 1999 to May 2013, serving on the Finance Committee, Public Works Committee, downtown business owner, veteran, recruiter retired from the Navy. Alderman Waldorf also stated Bob was a leader of the Peru Veteran’s Memorial Group, Peru VFW and leader of the Memorial Day Parade and Pearl Harbor Day Parade in which the city is committed to continuing. Alderman Waldorf stated when he first became an alderman, Bob took him under his wing and showed him what to do, and sometimes what not to do. Alderman Waldorf stated it was always educational, and Bob taught him a lot, and he will miss him. Alderman Waldorf stated Bob was my friend, our friend, and he was definitely a friend to the city of Peru. Alderman Potthoff stated that when you think of Bob, you think of family, country, community; those are the things he exemplified. Alderman Potthoff stated Bob was a joke a minute, and he was a fun guy to be around. Bob enjoyed life.

Alderman Potthoff made a motion that the meeting be adjourned. Alderman Waldorf seconded the motion and motion carried. Meeting adjourned 7:28 p.m.
