Village of Diamond Village Board met April 10.

Here is the minutes provided by the Board:

The scheduled meeting of the Diamond Village Board was held on Tuesday, April 10, 2018 at 6:00 p.m. with Finance Commissioner Carolyn Wilson presiding. Upon roll call Commissioners present were Mark Adair, Jeff Kasher, Dave Warner. Mayor Teresa Kernc-Absent.

Approval of Minutes:

Motion was made by Commissioner Warner, Second by Commissioner Kasher to approve the 3/27/2018 meeting minutes and place on file. Ayes; Kasher, Warner and Wilson. Abstain; Adair. Motion Carried.

Approval of the April 10, 2018 Bill List:

Motion was made by Commissioner Warner, Second by Commissioner Adair to approve the bill list and place it on file. All Ayes; Motion Carried.

Public Comment:

Tony Mauro, President of the Farmstone Association, addressed the board regarding planting trees in the parkway at the Farmstone park. Commissioner Kasher stated there have been previous issues with parkway trees encroaching on storm sewer lines and issues they cause for the Village and Homeowners. Village Attorney stated there is a village ordinance which prohibits the planting of trees in the parkway. Mauro thanked the board their time and will not be planting trees in the parkway.

New Business:

Approve Backup Influent Pump Installation Project in the amount of $57,300.00 to Morrison Construction Company-

Public Works Director Austin Vining stated Morrison Construction Company has not completed the restoration work at the plant and they are scheduled to do so tomorrow. Motion was made by Commissioner Kasher, Second by Commissioner Warner to approve payment to Morrison Construction Company for the backup influent pump installation project in the amount of $57,300.00 contingent upon the completion of the restoration. All Ayes; Motion Carried.

Approve Proclamation: April 2018 Child Abuse Prevention Month in Diamond:

Village Clerk Lori Holmes stated the village has supported this event and it is sponsored by the GFWC IL Prairie Woman’s Club. The pinwheels will be displayed at the Village Hall to raise awareness for child abuse prevention. Motion was made by Commissioner Warner, Second by Commissioner Adair to approve the Proclamation proclaiming the month of April 2018 to be Child Abuse Prevention Month in Diamond. All Ayes; Motion Carried.

Old Business:

Grundy and Will County Sheriff’s Monthly Update-

Grundy County Officer Clampitt reported a residential burglary occurred in Country Meadows and there were several domestic battery calls which the Grundy County Sheriff’s office were dispatched.

Approve Atlas Companies Phased Market Study Proposal:

Passed

Sales Tax Referendum:

Passed

Legal Counsel:

Village Attorney John Gallo stated the settlement agreement with Glendall Partners and Scaggs Development Corp. has been completed. Gallo has recorded the release for the four parcels and the recapture agreement. This matter is completed.

Clerk Updates:

Village Clerk Lori Holmes stated she will be attending the annual Benefit Choice Seminar for Health Plan Representatives on April 19, 2018 in Springfield.

Commissioner Comments

Commissioner Kasher:

Commissioner Kasher presented a letter from Chamlin and Associates to IDOT requesting the approval for the installation of the safety lights at the crosswalk on IL Route 113 and McGinty St. Kasher would like Vining to reach out to McCleary Building Company for an estimate for the cold storage building. Kasher stated he will also be reviewing each of the maintenance department buildings to determine what the needs are for any additional building.

Commissioner Wilson:

Commissioner Adair:

Commissioner Adair stated he has not been able to reach Mr. Cullick for recommendations to our baseball field. Commissioner Kasher recommended Matt Hook as a contact for recommendations. Adair stated he would reach out to Hook.

Commissioner Warner:

Commissioner Warner stated there have been several pinholes leaks reported from residents on Sterling Court. Warner discussed with the board the causes of pinholes leaks to copper pipes. After discussion, Warner stated a vendor change to Aqua Smart Inc. which is a supplier of SeaQuest, a phosphate for corrosion control, has been made. By utilizing the SeaQuest additive, the reduction of chlorine can also be made. Warner stated this not necessarily the villages responsibility to make this vendor and additive change. We are being proactive by taking these steps to assist in the reduction of pinhole leaks.

Motion was made to adjourn the meeting at 6:34 p.m. by Commissioner Warner, Second by Commissioner Kasher. All Ayes; Motion Carried.
