City of Peru Public Services Committee met April 9.

Here is the minutes provided by the Committee:

Committee Members Present: Alderman Dave Waldorf Chairman, Alderman Lukosus, Alderman Mike Sapienza and Alderman Ballard present and Mayor Harl present.

Other Persons Present: City Clerk Dave Bartley, Finance Officer Justin Miller, ASM

Doug Bernabei, Chris Perra of T.E.S.T. and Economic Development Director Bob Vickrey.

Minutes

Chairman Waldorf made a motion to approve Public Services Committee Meeting 3/26/18 Minutes. Alderman Lukosus seconded; motion carried.

Chris Perra reported first clarifier complete, starting on the others.

Streets & Alley

Alderman Ballard expressed his frustration with the lack of notice given to residents impacted by the street contractor for the MFT program with removing curbs and driveway approaches. Clerk Bartley to coordinate with engineering.

Alderman Lukosus reported the TBM event planning and preparation is underway.

ASM Doug Bernabei forwarded the monthly report by email.

Eric Carls reported on an email regarding Maria s Pizza

Buildings & Grounds

Alderman Waldorf made a motion to approve 3-year preventative maintenance proposal from John s Services and Sales, in the amount not to exceed $11,550.00 for the Public Works Facility at 4005 Plank Road. Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Waldorf, Lukosus, Sapienza, Ballard and Mayor Harl voting aye; motion carried.

Committee discussed quote from Peru Greenhouse for planting of new trees in city parks and recommended purchasing 20 trees and asked for a motion to be placed on the April 16th council meeting agenda. Alderman Sapienza stated we ve got 20 trees this year, and I m going to try to get 20 trees next year. Alderman Sapienza stated our parks have gotten so sparse over the years and the idea behind this is to replace the trees that we ve lost. Alderman Sapienza stated the trees would come with a 1-year guarantee, and they would be maintained by the city.

Alderman Waldorf made a motion to place 80 planters within the city for a price not to exceed $140 per planter all season from Peru Greenhouse. Alderman Sapienza seconded the motion. ASM Bernabei stated this will be the second year they ve contracted with us, and they matched the quote from last year. ASM Bernabei stated last year was as good of a year with planters. ASM Bernabei stated the City likely already has all of the planters required for the city beautification program this year on stretches of U.S. 6, Peoria Street and Water Street. Clerk Bartley stated he thinks we have them covered. City Clerk Dave Bartley called the roll with Aldermen Waldorf, Lukosus, Sapienza, Ballard and Mayor Harl voting aye; motion carried.

ASM Doug Bernabei reported on a proposed replacement of the Welcome Signs at various locations. The Committee supported the effort.

New Business

Committee discussed the following regarding the Splash Park:

• Clerk Bartley reported on the proposed Splash Pad operation

o Seth Brannan will run the program for the 2018 season

o Hours will be 12:00 p.m. to sunset (Memorial Day to Labor Day)o Lock/unlock o 2 employees at all times

18 or older

o Manage time sheets

o Compensation of $7,500 per season

Clerk Bartley asked the committee to move ahead with the proposed larger ice rink multi-use pad and reported the following:

• Use of grindings

• Finish off the site

• 12th month use

• Proposed pickleball

Public Comment

Closed Session

Alderman Waldorf made a motion to go into closed session to where the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussing whether a particular parcel should be acquired. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Waldorf, Lukosus, Sapienza, Ballard and Mayor Harl present.

Closed session began at 10:30 a.m.; ended 10:48 a.m.

Alderman Waldorf made a motion to re-open the meeting. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Waldorf, Lukosus, Sapienza, Ballard and Mayor Harl present.

Adjournment

Chairman Lukosus made a motion to adjourn the meeting. Alderman Waldorf seconded the motion; motion carried.

Meeting adjourned at 10:44 am.
