City of Princeton Council met May 21.

Here is the minutes provided by the Council:

The meeting was called to order by Mayor Quiram. Upon roll call, the following answered present, constituting a quorum: Council Members Ray Swanson, Ray Mabry, Laura Favia, and Jerry Neumann.

All present at the meeting offered the Pledge of Allegiance to the flag of the United States of America.

Public Comment: Robin Swift recommended that the city regulations be reviewed in order to control the problems occurring during city clean-up weeks. Specifically, scavengers roam through the neighborhoods and rummage through items set out for collection. In some cases, containers are thrown about and the contents scattered all over, creating a tremendous eyesore and also unsafe conditions for city collection crews.

Motion # 1: Neumann (2nd Favia) that the printed copy of the minutes for the Regular Meeting of May 7, 2018, be approved.

Vote # 1

Roll Call Vote: Council Members Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

Motion #2: Neumann (2nd Favia) that the bills and payrolls of the Department of Public Affairs and Department of Accounts and Finance, the Department of Streets and Public Improvements, the Department of Public Health and Safety, and the Department of Utilities and Public Properties, be allowed and paid.

Vote # 2

Roll Call Vote: Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

Mayor Quiram moved Agenda Item # 11 up to Item # 6 thereby allowing the petitioners to leave as soon as the vote was recorded.

Motion # 3: Neumann (2nd Favia) that Resolution R-18-026 authorizing a Special Use Permit to Nathan and Lindsey Koning, on the recommendation of the Princeton Plan Commission, for construction of a Sports Complex in a Manufacturing M-2 zoning district, be approved.

The Konings gave a review of the scope of their proposed project to construct baseball, soccer, and Lacrosse fields in the Princeton Logistics Site. He mentioned big demand for this type of project and big results of economic impact. Several council members voice support of the project.

Roll Call Vote: Council Members Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

Motion # 4: Neumann (20 Favia) that Ordinance 0-18-009 authorizing annexation of property to the City of Princeton, be approved

Motion # 5: Neumann (2d Favia) that Ordinance 0-18-010, authorizing a Settlement Agreement with a member of the Princeton Fire Department, be approved to Second Reading.

Roll Call Vote: Council Members Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

Motion # 7: Neumann (2nd Favia) that Ordinance 0-18-011 authorizing a Sales Tax Referendum, be approved to a Second Reading.

Roll Call Vote: Council Members Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

Motion # 8: Neumann (2nd Favia) that Resolution R-18-024 authorizing a labor agreement with the International Union of Electrical Workers, Local # 51, on behalf of the employees of the Electric Generation and Distribution Departments, be approved.

Roll Call Vote: Council Members Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

Motion # 9: Neumann (2nd Favia) that Resolution R-18-025 authorizing appropriation of Motor Fuel Tax Funds for road maintenance, be approved.

Roll Call Vote: Council Members Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

City Manager Report: None.

Motion # 10: Neumann (20 Favia) that the appointment of Steve Keutzer to the Princeton Public Library Board of Trustees for a 3-yr. term from 7-1-2018 to 6-30-2021, be approved.

Vote # 10

Roll Call Vote: Council Members Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

Mayor Report: Mayor Quiram announced that City Hall would be closed on Monday, May 28, 2018 in observance of Memorial Day. Any waste collection routes scheduled for Mondays would be collected on the following Tuesday.

He continued that the Bureau County Tourism handbook for 2018 was nicely done and that several Z-Tour volunteers distributed the handbooks all over northern Illinois and southern Wisconsin.

Old Business: Mabry mentioned his concern about the sustainability of electric department wage increases, after he had spoken with one local businessman.

New Business: City Clerk Pete Nelson mentioned that Princeton is on the route for the Run for the Fallen. He said more details will be forthcoming as provided to the city.

Public Comment: Geraldine Woodlief shared that a movie crew sponsored by Jersey Mike's Subs are in town and are focusing on the Second Story youth center.

Hector Gomez mentioned that a national riders motorcycle group will be rolling through Princeton on Interstate 80 on their way to Arlington National Cemetery in Washington, D.C. in time for Memorial Day. He also explained the list of Memorial Day services in Princeton on that day, as well as the parade schedule.

Motion # 11: Neumann (2nd Favia) that the Regular Meeting be adjourned. The next Regular Meeting of the City Council will be on Monday, June 4, 2018, 7:00 p.m. at City Hall.

Roll Call Vote: Swanson, Mabry, Favia, Neumann, and Mayor Quiram voted Aye. Motion declared carried. Adjournment at 7:38 p.m.
