Ottawa City Council met June 5.

Here is the minutes provided by the Council:

Present: Daniel F. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr.,

James J. Less and Robert M. Eschbach

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, May 15, 2018, be approved as recorded in the permanent files of the City Clerk.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Ann Newell addressed the Council about the bench in front of the main Police and Fire Station. Ann has purchased the bench in memory of her husband, who was on the force for 31 years and would like the building painted behind the bench to complete the project.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of May 18, 2018, in the amount of $391,868.62, and the Biweekly Salary Payroll of June 1, 2018, in the amount of $390,271.85, both be approved and warrants issued.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of June 5, 2018, showing expenses in the amount of $1,582,117.28, be approved and warrants issued.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a transit service agreements between the City of Ottawa and multiple NCAT service providers, which has been on file for public inspection since May 15, 2018, be adopted.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing amendment #2 to the grant agreement between the State of Illinois’ Department of Transportation Office of Intermodal Project implementation and the City of Ottawa, regarding NCAT, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution adopting and approving the NCAT paratransit Drug and Alcohol Policy, be adopted.

Second by Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of an employment agreement for an appointed city official in Pete Shanley as part time NCAT bus driver, be received and placed on file for public inspection.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the execution of an agreement between the City of Ottawa and Total Environmental Service Technologies Inc., which has been on file for public inspection since May 15, 2018, be adopted.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution requesting permission from the Illinois Department of Transportation to allow construction of a water main on US Route 6, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of May 2018, be received and placed on file.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Steve Haywood, for the month of May 2018, be received and placed on file.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Request.

Moved by Commissioner Ganiere that the Request from the Ottawa Police Department to purchase two 2018 Ford F150 trucks from Star Ford in the net amount of $53,931.88 after trade ins and a 2018 Ford Explorer from Morrow Brothers at the state bid price of $29,165.00 and the Request from the Ottawa Fire Department to purchase a 2018 Ford F150 truck from Star Ford in the net amount of $28,280.94 after trade in, all be approved and paid from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Motion.

Moved by Commissioner Less that the Bids received on Monday, May 14, 2018, for the 2018 Curb Replacement Project all be rejected and the City Clerk be authorized to re advertise for Bids for the project. Bids will be received until Monday, June 18, 2018, at 9:00 a.m.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a contract between the City of Ottawa and Grand Rapids Enterprises Inc., for the Street Patch Program, which has been on file for public inspection since May 15, 2018, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of an engineering services agreement between the City of Ottawa and Renwick & Associates Inc., regarding the tornado recovery grant for street resurfacing, be received and placed on file for public inspection.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Request.

Moved by Commissioner Less that the Request from the Public Works Department to purchase a stump grinder in the amount of $8,730.00 and an angle broom in the amount of $5,309.00 from Atlas Bobcat, be approved and paid for from the General Corporate Fund.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Request.

Moved by Commissioner Less that the Request from the Ottawa Elks Lodge to use Washington Park on Thursday, June 14, 2018, from 9:00 a.m. until 11:00 a.m. for a Flag Day Ceremony, be approved and the City Departments involved be notified of the event.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a HVAC maintenance contract between the City of Ottawa and Marseilles Sheet Metal Inc., regarding the Police and Fire Stations, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Registrar.

Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of May 2018, be received and placed on file.

Second by Less.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Parking Administration.

Moved by Mayor Eschbach that the Report of the Parking Administration Department showing fines collected of $2,360.00 for the month of May 2018, be received and placed on file.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Building Official.

Moved by Mayor Eschbach that the Report of Building Official, Michael J. Sutfin, for the month of May 2018, be received and placed on file.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Sidewalk Program.

Moved by Mayor Eschbach that the Report of the Sidewalk Program showing 1 participant in the amount of $1,125.00, be approved and paid for from the General Corporate Fund.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance approving and authorizing the execution of a TIF redevelopment agreement between the City of Ottawa and the Ottawa Dental Laboratory LLC, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance authorizing the establishing of a TIF interested parties registry and adopting registration rules for such registries for the Ottawa Route 71 TIF District, be passed and approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance establishing a date for a public hearing for the Ottawa Route 71 TIF District, be passed and approved.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution and set public hearing.

Moved by Mayor Eschbach that a Resolution authorizing the execution of 30 annexation agreements between the City of Ottawa and various property owners, be received and placed on file for public inspection. Be it further moved, a public hearing be set for Tuesday, June 19, 2018, at 7:00 p.m. in Council Chambers on these said annexation agreements.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that a Resolution authorizing the execution of agreements between the City of Ottawa and multiple 2018 Music in the Park vendors, which has been on file for public inspection since May 15, 2018, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of a program funding agreement between the City of Ottawa and Illinois Housing Development Authority, which has been on file for public inspection since May 15, 2018, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing he approval of a memorandum of understanding between the City of Ottawa and AFSCME, regarding the sick leave policy, which has been on file for public inspection since May 15, 2018, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing a concept proposal with NIU Center for governmental studies regarding the City of Ottawa’s public works, which has been on file for public inspection since May 15, 2018, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement between the City of Ottawa and Central States Fireworks Inc., be received and placed on file for public inspection.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that A Resolution authorizing the execution of a proposal for professional engineering services between the City of Ottawa and Knight engineers and architects, regarding the Green Street improvements benefit cost analysis, be received and placed on file for public inspection.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution accepting and approving a grant agreement between the City of Ottawa and IEMA, regarding the OHS flood grant, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution appointing Andrew Borkowski as Fire Chief, effective June 28, 2018, in the City of Ottawa, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Zoning Board of Appeals.

Moved by Mayor Eschbach that the Report of the Zoning Board of Appeals meeting held on Thursday, May 17, 2018, considering a front yard setback variance to construct a house from Arturo and Ruth Tomas for property located at 1237 Island Avenue, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance request be granted with the conditions that the foundation be no closer than 2 feet from the property line and the roof overhang be no more than 18 inches from the structure’s vertical wall and the follow up Ordinance be passed and approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented variances.

Moved by Mayor Eschbach that the Requests for variances received from Douglas and Jill Toussaint for property located at 600 Guthrie Street and Ray Detert for property located at 119 Fern Street, both be received and referred to the Zoning Board of Appeals for review and recommendation.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to recess.

Moved by Mayor Eschbach that this Council recess into Closed Session to discuss a matters of personnel.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried. Council recessed at 7:30 p.m.

Mayor Eschbach presented motion to reconvene.

Moved by Mayor Eschbach that this Council reconvene from Closed Session.

Second by Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented motion to adjourn.

Moved by Commissioner Ganiere that this regular meeting be adjourned.
