Village of North Utica Committee of the Whole met April 26.

Here is the minutes provided by the Committee:

At 7:08 pm the meeting was called to Order by Village President David Stewart who then led the Pledge of Allegiance. Present at the meeting was Village Clerk Laurie Gbur and Trustees Debbie Krizel, Mary Pawlak, Jim Schrader, John Schweickert, Joe Bernardoni and Ron Pawlak. Also present was Village Engineer Kevin Heitz.

Village Clerk: Village Clerk Gbur requested that the Board consider an Ordinance for AirBnb’s overnight lodging. Many calls have been coming in from property owners that would like to establish an AirBnb on their property. Calls are also coming in from people that are considering the purchase of property in the Village for the sole purpose of establishing an AirBnb. Many guidelines would have to be considered in an Ordinance regulating an AirBnb. After a brief discussion, it was decided that further review of other municipal AirBnb Ordinances in the area would be needed before moving forward with an Ordinance for the Village.

Maintenance Department: Public Works Director Curt Spayer provided an update of the ongoing projects in the Village.

Carey Memorial Park – park has been seeded

Engineer’s Report: Village Engineer Heitz provided an update of the ongoing projects in the Village.

Burgess Park – Engineer Heitz provided everyone with a general layout of the new Burgess Park. The layout indicated the design for the playground equipment, shelter, bike racks and benches. Also included was the plan for concrete, shade trees and the adjacent field which will be used as open green space for kids to play football, soccer, baseball and other games. Estimates for rock and concrete were discussed. There will be the removal of topsoil and excavation of the area for the concrete pad. Approx. 830 tons of rock will be needed for the base before concrete can be poured. It would be labor and time intensive for the maintenance department to try to do the work so it will be outsourced to Pohar & Sons. Engineer Heitz estimated $11,000 for rock and $8,000 for the labor. The estimate for concrete would be approx. $10,000 although that will need to go out for bids.

It was then motioned by Trustee Schrader, seconded by Trustee M. Pawlak to approve the cost of labor and rock along with the estimate for concrete not to exceed a total of $35,000.

Johns St. / Hitt St. Project - Engineer Heitz then spoke about the plan for the Johns St. / Hitt St. Project. The plan includes v-gutter curbs and replacement of the watermain on Johns St. The current watermain on Hitt St. along with sewer on both streets will remain. Travel lanes will be 11 ft until north Hitt St. will be reduced to 9 ft. Knights of Columbus would need to grant additional right of along Hitt St. to the Village. The budget estimate for the project is $150,000 - $165,000 although the project will bid out.

Trustee R. Pawlak asked if emergency vehicles would be able to get through on each of the roads and Eng. Heitz answered yes. The Board authorized Engineer Heitz to request bid proposals for the project. Such will be reviewed by the Village Board at an upcoming meeting.

President’s Report: Mayor Stewart stated that the Mill St. Canopy Lighting will be installed beginning on 5-21-18. The installation process will take less than a week.

Committee / Trustee Reports:

Trustee Krizel asked about a property located on Lincoln St. The property owner took down the former home and there is a large hole on the property that has not yet been filled in. It is a safety concern.

Chief Damron will contact the property owner to discuss and determine the timeline to get it filled in.

Trustee M. Pawlak stated that the Pork Fest Draw Down tickets are for sale for $10 each. There will also be a $10 Lotto Pick3 to raise funds for the purpose of purchasing raffle items for the Pork Fest.

Trustee Schrader stated that he called in to have Ameren repair some broken street lights and they have been taken care of already.
