Village of McNabb President and Board of Trustees met June 13.

Here is the minutes provided by the Board:

The President and Board of Trustees met in regular session on June 13, 2018. Roll call was taken. Present were Village President Brandy Sandberg, Treasurer Dennis, Clerk Harrison, Trustees Edens, Haar, Trone, and Vaskie. Absent were Trustees McNaughton and Wegrzyn. The minutes of the May 9, 2018 meeting were approved as sent by Trustee Trone with a second by Trustee Haar, motion carried.

Trustee Vaskie made a motion to accept the 05/31/2018 financial report with a second from Trustee Haar. Motion carried.

Bills (See Attached Sheet):

Trustee Trone made a motion to pay bills as presented with a second from Haar, motion carried.

Trustee Haar made a motion to approve mileage for Mike Dennis, Maintenance. Vaskie seconded, motion carried.

Communications:

-Granville Car Show - August 3 - donation request, no action taken.

-Thank you from After School Activities Program

Guests:

-Duane Calbow/NCICG presented NCICG information packets to the board. He reminded us that his office is available for resource assistance and grant writing.

He stated that any grants we want to apply for, the Village must first go through the survey process. It has been since 2016 since the Village started the last survey process, which means we must start over.

Calbow also informed the board that they will be hosting an Economic Development Summit on July 12 at Hall High School.

-Sheriff Kevin Doyle was present to discuss the dispatching agreement that was drafted for the Villages of Putnam County. The cost of this agreement is based per capita of each village.

He also informed us that if the Village has no police officer, we do not have to enter into this agreement. There were questions concerning the LEADS program which he stated is for the storm sirens.

Zoning And Planning:

-A building permit was received for a pole building to be constructed on a lot on 8th Street. Sandberg stated that a variance will need to be applied for due to the fact that there is not a house on the lot. The proper paperwork will be sent.

Water And Maintenance:

The board was informed of the well pump problems. Albrecht has been contacted and has informed Ahlers that the approximate cost for repair will be $10,000. Village will have a 48 hr. boil order when this work is done. Residents will be instructed to conserve water as much as possible during this time.

-There was a water leak at a residence on Paul Street. Upon turning off the water to fix the leak, it was discovered that the shut off had rusted away. It was repaired.

-Another water leak was repaired on 6th Street.

Sewer:

-Gravel is being cleaned at the STP

Engineering:

-Richetta has informed Sandberg that he will be scheduling street work.

Police:

-Officer Nimee has been hired by Bureau County full-time. She is currently going through a probationary 90 days. She is not allowed to do any outside work during this period.

Baseball:

-M. Dennis has been dragging the diamond to keep it ready for use.

New Business:

-Trustee Haar made a motion to pass Ordinance #246 Prevailing Wage with a second coming from Trone. Motion carried.

-Vaskie made a motion to enter into a Level 1 maintenance program with JD Belcher for the south lift station generator for the amount of $250/yr. Haar seconded, motion carried.

-Sandberg would like to get Centennial Park cleaned up and add some new landscaping. She has stated that her children are willing to clean up the park - Edens also added that his children would be able to help.

-It was decided to not allow Executive Session to be open to the public due to the nature of the sessions.

-Illinois River Valley Sales Ride is an area wide garage sale weekend. As of this year, it had 17-18 towns/villages participating. The board is willing to allow McNabb to try it one year to see if it works out. It is held on the third weekend of May.

-A letter was received from Scott Bergen pertaining to a water leak at his rental house. After discussion concerning the amount of water that was leaking, Edens made a motion to reduce his bill by paying only the water portion of the bill. He will not pay the sewer portion of the bill due to the fact the water didn’t go through the sewer - only storm sewer.

-Grassers will contacted to get an estimate on repairing the water line break in the town building and water fountain repair in the park.

Old Business:

-Again discussed the plugged storm sewer between the Jack Bima and M. Grasser houses. Will get info from Mike Richetta for repair.

-Church will clean up park on August 18.

There was no further business. Next meeting will be held on July 11, 2018. Trustee Trone made a motion to adjourn the meeting with a second coming from Trustee Edens. Meeting was adjourned.
