A Meeting Of The Oglesby City Council Was Held On Monday, July 2, 2018, At City Hall. The Meeting Was Called To Order At 7:00 p.m.

Present: Commissioners Porter, Rivara, Zborowski, Argubright, Mayor Finley, Attorney James Andreoni And Assistant City Clerk Terry Kamnikar.

A Motion Was Made By Porter, Seconded By Argubright to approve the meeting minutes from June 18, 2018, meeting. Ayes: Porter, Rivara, Zborowski, Argubright, Mayor Finley. Motion Carried.

A Motion Was Made By Porter, Seconded By Argubright to approve the special meeting minutes from June 26, 2018, meeting. Ayes: Porter, Rivara, Zborowski, Argubright, Mayor Finley. Motion Carried.

A Motion Was Made By Rivara, Seconded By Argubright to place on file Ordinance No. 1027-071618, an Appropriation Ordinance for Fiscal Year Beginning May 1, 2018 and Ending April 30, 2019. Ayes: Porter, Rivara, Zborowski, Argubright, Mayor Finley. Motion Carried.

A Motion Was Made By Rivara, Seconded By Zborowski to place on file Ordinance No. 1028-071618, an ordinance Establishing the Salary for the Mayor and Commissioners of the City of Oglesby. This ordinance does not address the current council’s pay schedule. This ordinance will affect the council that takes office in May 2019. Ayes: Porter, Rivara, Zborowski, Argubright, Mayor Finley. Motion Carried.

A Motion Was Made By Porter, Seconded By Zborowski to place on file Ordinance No. 1029-071618, an ordinance Establishing Wages for Oglesby Ambulance Service Employees Involved in Patient Transfers. Ayes: Porter, Rivara, Zborowski, Argubright, Mayor Finley. Motion Carried.

A Motion Was Made By Rivara, Seconded By Argubright to place on file Ordinance No. 1030-071618, an ordinance Providing for the Regulation of and Application for Small Cell Wireless Facilities. This ordinance established regulations, standards and procedures for the siting and collocation of small wireless facilities on rights-of-way within the City’s jurisdiction, or outside the rights-of-way on property zoned by the City exclusively for commercial or industrial use. Ayes: Porter, Rivara, Zborowski, Argubright, Mayor Finley. Motion Carried.

A Motion Was Made By Rivara, Seconded By Zborowski to place on file Ordinance No. 1031-071618, an ordinance adopting a Model Master Pole Attachment Agreement. This ordinance will allow the City not to have to draft a new ordinance each time it entered into a separate pole attachment agreement with a wireless telecommunications operator. This allows the City to have a model ordinance in place and then each individual wireless pole attachment agreement would need council vote with authorized signatures. Ayes: Porter, Rivara, Zborowski, Argubright, Mayor Finley. Motion Carried.

A Motion Was Made By Porter, Seconded By Argubright to place on file Ordinance No. 1032-071618, an ordinance Approving and Authorizing the Execution of a Cost Sharing Agreement to Conduct a Cost and Operational Feasibility Assessment to Explore and Pursue the Sharing of Multi-Jurisdictional Law Enforcement Services and Constructing and Operating a Centralized Jointly Staffed Multi-Jurisdictional Law Enforcement Facility to Service as Headquarters and Potential 911 Dispatch Center and Jail. Ayes: Porter, Rivara, Zborowski, Argubright, Mayor Finley. Motion Carried.

No Motion Was Made to approve a solicitor’s license for Global Educational Concepts to go door to door in the City of Oglesby. Attorney Andreoni clarified that a background check was not able to be performed on the two applicants since they were not United States citizens. The city requires all applicants that wish to solicit have a background check.

A Motion Was Made By Porter, Seconded By Zborowski to grant permission to Drew Faletti for a Toy Run to travel through the City of Oglesby on Sunday, October 7, 2018. Ayes: Porter, Rivara, Zborowski, Argubright, Mayor Finley. Motion Carried.

The Mayor then opened the floor for comments on any topic.

News-Tribune reporter, Tom Collins asked what the City’s pro-rated share amount was regarding the shared policing ordinance. Chief Knoblauch stated it is roughly 16%.

Oglesby resident Vern Siemers stated that there was a utility pole near his property that needs to be inspected. Commissioner Argubright stated he would have someone in the Electric Department check it out.

Oglesby resident Sarah Cudlip questioned how many poles will have small cell wireless facilities attached. Attorney Andreoni stated there isn’t a definite number but according to state statute, each pole attachment would cost the wireless facility $200 annually. Greg Stein, Oglesby resident stated that he heard the 5G wireless pole attachments had to be 1 ½ miles apart to work properly.

Greg Stein asked the council if they had investigated the book company to see if they were a reputable company before the city denied their application to solicit. Greg voiced his concern about the city being sued. Attorney Andreoni stated that the city has a policy in affect and the council followed the guidelines.

Also, Greg Stein presented a pair of old tennis shoes that he wore at the canoe landing and in the Vermillion River. He stated that he got stuck in the mud. He states that the cause of this issue is that the city is pushing the mud/silt back into the river from the canoe landing with the hope that the river’s current will take care of the problem.

Commissioner and Mayor’s reports:

Commissioner Argubright announced the retirement of Electric Superintendent John Zulkowsky.
