City of Oglesby City Council met June 26.

Here is the minutes provided by the Council:

A Special Meeting Of The Oglesby City Council Was Held On Tuesday, June 26, 2018, At City Hall. The Meeting Was Called To Order At 5:15 p.m.

Present: Commissioners Rivara, Porter, Zborowski, Argubright, Mayor Finley, Attorney Andreoni And City Clerk Mertes.

The Mayor opened the floor to comments from the public on agenda items only. There were none.

Attorney Andreoni presented the council with the proposed appropriations and went over the time line of approval. He suggested to the council to have all the changes done and the appropriations ready to place on file for the July 2nd meeting. He pointed out that Joel Hopkins, from Hopkins and Associates, has appropriated the full amount as suggested by the actuarial Lauterbach and Amen. There was then discussion in regards to the police pension and how much the City is currently funded. Attorney Andreoni said that the City has always contributed at least what the State has recommended.

Attorney Andreoni went over a hand out that he presented in regards to implementing small wireless facilities that he received from the IML. The Illinois Municipal League has put together a new ordinance and Andreoni recommends we draft a new ordinance that reflects the changes and includes a master agreement.

Commissioner Porter said that he handed out a proposed transfer pay schedule and received no feedback from the other commissioners. Mayor Finley said that in May they had a total of over $11,000 paid in transfer pay. If those transfers were under the proposed schedule it would only be an increase of $2030. He pointed out that May was an exceptionally high month. Ambulance Director Cathy Edens presented a report showing transfer pay and billing figures to the Mayor. She pointed out that she is having problems keeping new employees at the lower pay schedule since other neighboring communities pay more for transfers. She said if she doesn’t have people to do the transfer they have to pass on it which in turn loses revenue for the City. Mayor said he would be of with the pay and mile increase.

Mayor Finley suggested to the council that they increase the Commissioner and Mayor pay. He said that it hasn’t been raised in 25 years. He suggested increase the commissioner pay from $150/month to $300/month and the Mayor pay from $500/month to $1000/month ($100 of the pay would be for being Liquor Commissioner). Commissioner Porter said he would be comfortable with the increase and that it’s a harder job than it was 25 years ago. The other Commissioners agreed.

The Mayor asked for comments from the public. There were none

Departmental Updates:

Rivara- None

Argubright- Commissioner Argubright met with a representative from IMEA the other day and they check out the land behind the fire station as a potential spot for a solar farm. He said that he will be submitting our formal application by the end of the week.

Zborowski-Commissioner Zborowski gave an update on the 2nd and 3rd St project. They will start grinding the pavement on 6/27/18 with paving to beginning the follow day. This makes them ahead of schedule. Also, he said they needed to remove some trees on those streets. The trees were causing major damage to the sidewalks and road.

Porter- Commissioner Porter asked Attorney Andreoni if the Inter-governmental Agreement that was proposed by the Shared Services was ready to go. Attorney Andreoni said he is comfortable with the changes that were made and feels like it is ready to be presented. Commissioner Porter asked to have it put on the next agenda.

Mayor Finley- None

A Motion To Adjourn Was Made At 6:10 pm By Argubright, Seconded By Zborowski. Ayes: Porter, Rivara, Zborowski, Argubright, Finley.
