Village of Diamond Village Board met July 24.

Here is the minutes provided by the Board:

Proceedings, transactions and resolution made and order of said record of said Board in the Village of Diamond, IL on the 24th Day of July 2018.

The scheduled meeting of the Diamond Village Board was held on Tuesday, July 24th, 2018 at 6:00 p.m. with Mayor Teresa Kernc presiding. Upon roll call Commissioners present were Denise Brown, Jeff Kasher and Dave Warner. Absent- Mark Adair.

Approval of Minutes

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the 7/10/2018 regular meeting minutes with correction as reviewed and place on file. All Ayes; Motion Carried.

Approval of Bill List

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve the July 24, 2018 Bill List. All Ayes; Motion Carried.

Approval of June 2018 Treasurer’s Report

MOTION was made by Commissioner Kasher, SECOND by Commissioner Warner to approve the June 2018 Treasurer’s Report and place on file. All Ayes; Motion Carried.

New Business

Approve Proclamation; Knights of Columbus Annual Tootsie Roll Drive Sept. 21, 22 and 23, 2018

William Pohl from the Knights of Columbus Council #1574 was in attendance. Pohl stated volunteers will be positioned at several businesses within the Village for the Tootsie Roll Drive. The monies collected are distributed for those individuals with physical and intellectual disabilities. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve the Proclamation; Knights of Columbus Annual Tootsie Roll Drive being held Sept. 21, 22 and 23, 2018. All Ayes; Motion Carried.

2295 E. Clark St.

Village Clerk Lori Holmes stated this location had a water pipe leak in the crawl space which leaked 100,000 gallons of water. The water leaked into the ground and did not enter into the village’s sanitary sewer system. Based on average consumption, a credit of $165.30 was calculated. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve a sewer credit in the amount of $165.30. All Ayes; Motion Carried.

Approve Ordinance 2018-12; Providing for the Licensing and Regulation of and Application for Small Wireless Facilities in the Rights-of-Way

Village Attorney John Gallo stated by implementing this ordinance, it gives the village some authority and regulation on placement and design standards for those companies applying for an application to place small wireless facilities in the Village of Diamonds Rights-of-Way. The ordinance makes available to wireless providers the rates, fees, and terns of the colocation of small wireless facilities on wirelessstructuresandutilitypoles. Adistributionofthedesignstandards,requirementsandsoforth of the ordinance were given to the Commissioners. MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to approve Ordinance 2018-12; Providing for the Licensing and Regulation of and Application for Small Wireless Facilities in the Rights-of Way. All Ayes; Motion Carried.

Approve Agreement for Engineering Services; McGinty St. Water Main Replacement

Village Engineer Mike Perry presented the revised cost estimate for the project to include Clark St. and Hugh St. After discussion, decision was made to approve the Agreement for Engineering Services for the McGinty Street Water Main Replacement only. MOTION was made by Commissioner Warner, SECOND by Commissioner Brown, to approve Chamlin and Associates Agreement for Engineering Services by for the McGinty Street Water Main Replacement not to exceed $11,000. All Ayes; Motion Carried.

Approve Agreement for Engineering Services; Diamond Point Water Main

Mayor Kernc stated the Diamond Point Water Main will not proceed at this time. This item was passed.

Engineer Updates

Village Engineer Mike Perry stated Don Bixby will be meeting with Maintenance Worker Josh Bzdusek tomorrow.

Maintenance Updates

Public Works Director Austin Vining stated Commissioner Mark Adair received bids for the fencing to be installed at the baseball field. Vining stated Well #3 pump is pumping faster than the well can supply. Village Engineer Mike Perry stated by slowing down the pump, this should allow the draw of water to recover and less demand on the pump.

Clerk Updates

Village Clerk Lori Holmes stated the village hall security system has been completed. Holmes will be attending the Illinois Municipal League Liquor Licensing and Regulation Workshop on July 30, 2018.

Commissioner Brown:

Commissioner Denise Brown discussed the possibility of bidding out the fuel contract. Brown stated by November, the village will own the fuel tanks and by bid letting, it could save the Village money on its’ diesel and unleaded fuel purchases.

Commissioner Warner:

Commissioner Warner distributed the WTP/WWTP service report log for the board members to review.

Commissioner Adair:

Adjournment to Closed Session (Employee Issues and Closed Session Review)

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to enter closed session at 6:55 P.M. All Ayes; Motion Carried.

MOTION was made by Commissioner Warner, SECOND by Commissioner Kasher to enter back into open session with no action taken at 7:26 P.M. All Ayes; Motion Carried.

MOTION was made by Commissioner Warner, SECOND by Commissioner Brown to release the following closed session minutes: 2-14-2006; 8-22-2017; 9-12-2017; 9-26-2017; 11-28-2017; 3-27- 2018. All Ayes; Motion Carried.

Adjournment

MOTION was made to adjourn the meeting at 7:28 P.M. by Commissioner Kasher, SECOND by Commissioner Brown. All Ayes; Motion Carried.
