A Regular Meeting of the Oglesby City Council was Held on Tuesday, September 4, 2018, at City Hall. The Meeting Was Called to Order at 7:00 p.m.


Present: Commissioners Rivara, Porter, Argubright, Zborowski, Mayor Finley, Attorney Andreoni and City Clerk Mertes.

A Motion was Made by Porter, Seconded by Argubright to approve the regular meeting minutes from August 20, 2018. AYES: Porter, Rivara, Zborowski, Argubright, Finley.

A Motion was Made by Porter, Seconded by Zborowski to approve the special joint meeting minutes from August 27, 2018. AYES: Porter, Rivara, Zborowski, Argubright, Finley.

The Mayor opened the floor to comments from the public on agenda items only. There were none.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY PORTER, to Place on File Ordinance 1034-091718, Establishing the Oglesby Building Improvement Grant Program. AYES: PORTER, RIVARA, ZBOROWSKI, ARGUBRIGHT, FINLEY.

A MOTION WAS MADE BY PORTER, SECONDED BY ARGUBRIGHT to Place on file Ordinance 1035-091718, Authorizing the Execution of an agreement between the City of Oglesby and Douglas Knoblauch. AYES: PORTER, RIVARA, ZBOROWSKI, ARGUBRIGHT, FINLEY.

A MOTION WAS MADE BY ZBOROWSKI, SECONDED BY RIVARA to Seek bids for Motor Fuel Tax Project, Tip Ave from Ed Hand Highway to Elm St. and Claret Knoll from N 25th Rd to Alicia Court. AYES: PORTER, RIVARA, ZBOROWSKI, ARGUBRIGHT, FINLEY.

A MOTION WAS MADE BY ZBOROWSKI, SECONDED BY ARGUBRIGHT to Approve Resolution 09-04-18R, Supplemental Resolution for Motor Fuel project 10-00040-00RS AYES: PORTER, RIVARA, ZBOROWSKI, ARGUBRIGHT, FINLEY.

A MOTION WAS MADE BY PORTER, SECONDED BY ARGUBRIGHT to Approve disposal of used vehicles to scrap yard. (white truck and possibly red truck). AYES: PORTER, RIVARA, ZBOROWSKI, ARGUBRIGHT, FINLEY.

A MOTION WAS MADE BY PORTER, SECONDED BY RIVARA to Approve Oglesby Cub Scouts Pack 3715, door to door popcorn sales request for Sept 14th- Oct 29th. AYES: PORTER, RIVARA, ZBOROWSKI, ARGUBRIGHT, FINLEY.

The Mayor asked for comments from the public. There were none

Commissioners and Mayor’s Report:

Rivara- Commissioner Rivara announced that the City has been selected as a possible site for a solar farm. The City still needs to get soil tested and work on a building contract to make sure the City is protected. Rivara said that this would help the City because Ameren is supposed to increase their transmission charges. When asked by Mayor Finley what the cost to the City was he said it is unknown. Becky Clinard asked if the rates will lower. Rivara said they might not raise.

Argubright- Commissioner Argubright said that the bucket truck should be arriving shortly. It was slated for deliver but had some issues. Argubright also mentioned that the newly formed Oglesby Volunteer Squad will host its first event on Sept 29th at 10am. They plan on cleaning windows in the downtown businesses. Volunteers should meet at City hall.

Zborowski- None

Porter- None

Mayor Finley- None

A Motion to Adjourn was Made at 7:26 pm by Rivara, Seconded by Porter. AYES: Porter, Rivara, Zborowski, Argubright, Finley.
