Ottawa City Council met October 2.

Here is the minutes provided by the council:

Present: Daniel F. Aussem, Wayne A. Eichelkraut Jr., Thomas G. Ganiere, James J. Less and Robert M. Eschbach

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, September 18, 2018, be approved as recorded in the permanent files of the City Clerk.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

A public hearing was held on twelve annexation agreements for parcels located along Route 71. Christina Catlin, Corporation Counsel, explained the process noting that these properties will be included in the new TIF District. With no one publicly commenting, the Mayor declared the hearing closed at 7:02 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of September 21, 2018, in the amount of $405,065.63, be approved and warrants issued.

Second by Ganiere.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of October 2, 2018, showing expenses in the amount of $408,162.46, be approved and warrants issued.

Second by Less.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution approving and authorizing the execution of employment agreements for appointed city officials in Richard Ceja and Barry Collins as part time NCAT bus drivers, which has been on file for public inspection since September 18, 2018, be adopted.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing acceptance and execution of a proposal for engineering design services by Renwick & Associates Inc., for the Fox River water main replacement, which has been on file for public inspection since September 18, 2018, be adopted.

Second by Ganiere.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing acceptance and execution of a proposal for engineering design services by Etscheid Duttlinger & Associates Inc., for the IL Route 71 water main extension, which has been on file for public inspection since September 18, 2018, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of September 2018, be received and placed on file.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Andy Borkowski, for the month of September 2018, be received and placed on file.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Quote.

Moved by Commissioner Less that the Quote received from Larry Fleming, the Tree Guy, in the amount of $8,875.00 for the tree clearing along the right of way on Canal Road from Green Street to Chicago Road, be approved and paid for from the General Corporate Public Works Fund.

Second by Ganiere.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less stated that the roadwork project is almost complete for the year with lining and restriping currently being done. He also announced that we will again be offering the leaf vac program and are looking to hire personnel to help.

Mayor Eschbach presented Report of Registrar.

Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of September 2018, be received and placed on file.

Second by Less.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Parking Administration.

Moved by Mayor Eschbach that the Report of the Parking Administration Department showing fines collected of $2,080.00 for the month of September 2018, be received and placed on file.

Second by Ganiere.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Building Official.

Moved by Mayor Eschbach that the Report of Building Official, Michael J. Sutfin, for the month of September 2018, be received and placed on file.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance authorizing the sale of real property owned by the City of Ottawa located at 1203 Fulton Street and providing for public notice thereof, be passed and approved.

Second by Less.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the acceptance of a proposal between the City of Ottawa and Medcom, regarding affordable care act services, which has been on file for public inspection since September 18, 2018, be adopted.

Second by Ganiere.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Zoning Board of Appeals.

Moved by Mayor Eschbach that the Report of the Zoning Board of Appeals meeting held on Thursday, September 20, 2018, considering the variance requests from Harry and Brenda Donnelly for property located at 1208 W. Jefferson Street to construct a carport addition to an existing garage, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the rear and side yard setback variances and the accessory structure exceeding more than 50% of the principal structure variance, all be granted and the follow up Ordinance be passed and approved.

Second by Aussem.

Nays: None. Motion carried.

Mayor Eschbach presented Requests.

Moved by Mayor Eschbach that the Request for a conditional use permit for a PUD and Preliminary Plat approval for Pinnacle Point at Heritage Harbor Ottawa and the Request for a conditional use permit for a PUD and Final Plat approval for Heritage Harbor Ottawa, East Peninsula, both be received and referred to the Plan Commission for review and recommendation.

Second by Eichelkraut.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for rezoning from JOCO Inc., for property located at 1100 First Avenue, be received and referred to the Plan Commission for review and recommendation.

Second by Ganiere.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Quote.

Moved by Mayor Eschbach that the Quote received from Grand Rapids Enterprises in the amount of $13,585.00 for alley pavement between Lafayette Street and Washington Street, be approved and paid for from the Downtown TIF Fund.

Second by Less.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for a fundraiser from WRWO 94.5 FM to collect donations on Friday, October 19, and Saturday, October 20, 2018, at the intersection of Route 23 and Norris Drive, be approved.

Second by Ganiere.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of 12 annexation agreements between the City of Ottawa and various Route 71 property owners, which has been on file for public inspection since September 4, 2018, be adopted.

Second by Less.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinances.

Moved by Mayor Eschbach that 12 Ordinances annexing certain territories to the City of Ottawa, LaSalle County, Illinois known as the Route 71 parcels, be passed and approved.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement for professional services between the City of Ottawa and Fehr Graham, regarding a brownfields assessment grant application, be received and placed on file for public inspection.

Second by Aussem.

Ayes: Aussem, Eichelkraut, Ganiere, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn.

Moved by Mayor Eschbach that this regular meeting be adjourned.
