City of Lasalle Council met Oct. 22.

Here is the minutes provided by the council:

A regular meeting and Public Hearing of the La Salle City Council of La Salle, Illinois was held Monday, October 22, 2018 at 6:30 p.m. with Mayor Jeff Grove presiding with proper notice being duly and continuously posted.

The meeting was called to order at 6:36 p.m.

PLEDGE OF ALLEGIANCE

ROLL CALL

Present- Alderman Demes, Bacidore, Ptak, Reynolds, Lavieri, Duncan, Herndon, Schneider Absent: None

A quorum was present.

PUBLIC HEARING

6:37 p.m. Moved by Alderman Lavieri and seconded by Alderman Schneider to open the public hearing to receive comment concerning the proposed Illinois Safe Routes to School Program. Voice vote, all ayes. Motion carried.

Economic Development Director Katherine Toraason explained that the Illinois Safe Routes to School Program grant would allow the repair or replacement of sidewalks within two miles of a school. The City has worked in conjunction with the Superintendent of Schools and School Board to determine the sidewalks and routes that are being submitted for consideration. These include:

 New sidewalk on the west side of Malcolm Avenue to O’Conor

 New sidewalk on St. Vincent Avenue from 24th to 29th Streets

 New and repairs on sidewalk on the north side of 5th to 8th Streets between Bucklin and La Fayette.

 New sidewalk on the north side of Second Street between Hennepin and Sterling.

All sidewalks will be ADA compliant with ramps and curbs. The total grant award is $200,000, however the project is estimated to cost $248,000, with the City covering the $48,000 difference. Ms. Toraason stated that she has received a letter of support from IDOT. Surveys were sent to the parents and students within the school district. She explained that having support from the school district and other entities is vital. The school board passed a resolution of support for this grant. The grant is due November 19, 2018, with awards being announced in March 2019.

There were no comments, objections or concerns from the public.

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds that the minutes of the Regular City Council meeting and Public Hearing held on Monday, October 8, 2018 are accepted and placed on file. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PETITIONS

Moved by Alderman Schneider and seconded by Alderman Lavieri to grant the request of Allison Struna on behalf of La Salle Girls Softball to hold a Tag Day collection at the intersection of 11th and Bucklin and at La Salle Businesses on April 26-27, 2019. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Bacidore and seconded by Alderman Ptak to refer the request of George Hunter, resident of 950 Wright Street, to install a stop sign at the corner of 9th Place and Wright Streets to the Streets, Alleys and Traffic Committee.

Voice vote, all ayes. Motion carried.

The Streets, Alleys and Traffic Committee will meet on November 5, 2018 at 6:15 p.m.

REPORTS OF CITY OFFICERS

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and place on file the Building Inspector’s Report for September 2018 showing total fees collected of $612.50 with total value of construction of $60,686. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file the Monthly Police Income Report for September 2018 showing total fees collected of $6,432.27. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

COMMUNICATIONS

Moved by Alderman Ptak and seconded by Alderman Reynolds to accept and place on file the Illinois Department of Revenue Report showing sales tax collected for July 2018 of $94,798.92, Home Rule Sales Tax of $81,542.87 and additional Sales Tax Liability of $877.45 for a total of $177,219.24. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Finance Director Duncan explained that the reason there were three checks this month is due to this being the first liability period where the Home Rule Sales Tax went into effect. He explained that the amounts of the two larger checks are not exactly the same because certain items such as food, medical supplies, etc. are exempt from tax on the additional half percent. These are items such as food and medicines. In addition the third check is for anyone who was late filing under the old system.

STANDING COMMITTEES

Moved by Alderman Bacidore and seconded by Alderman Ptak to accept the recommendation of the Streets, Alleys and Traffic Committee and approve the request of Sandra Brown on behalf of Senior Watchdog Inc. to designate one handicapped parking space in front of 801 Second Street.

Moved by Alderman and seconded by Alderman to accept the recommendation of the Streets, Alleys and Traffic Committee and paint the curb yellow on the south side of 11th Street at Hennepin Street approximately 20 feet.

Moved by Alderman Ptak and seconded by Alderman Reynolds to authorize, pay and place on file Invoice #1018 and Final from River City Demolition Inc. totaling $274,679.70 for the demolition of the Vendome at 540 First Street and related matters. Each and every alderman has a copy.

Moved by Alderman Schneider and seconded by Alderman Reynolds to the request of Leah and Brian Inman on behalf of Alibi La Salle LLC for a Redevelopment Incentive Program grant award totaling $12,500 for premises located at 728 First Street. Each and every alderman has a copy.

Ordinance 2768: Approving and Authorizing the Execution of a Tax Increment Financing (TIF) District Redevelopment Agreement by and between the City of La Salle, La Salle County, Illinois and M Bird Estates, LLC and Mike Bird.

COMMENTS

Bianca Cahue of Studstill Media inquired as to why the City of La Salle has twelve properties on the Delinquent Tax List. Finance Director Duncan explained that all of these properties are City owned and tax exempt. There were certain filings that needed to be done in order to remove them from the tax rolls. Filings were submitted by the City for 2018 taxes due in 2019, but the State informed the City that separate filings needed to be done for 2017 taxes due in 2018. This is the reason for the delinquency. Mr. Duncan stated that the City Clerk and City Engineer have been working on this issue with the State and to his knowledge it has been resolved.

County Board Member Mike Kasap announced that the La Salle Rotary will be holding its annual draw down on November 8, 2018 at the Paramount Club. Tickets are $50 with proceeds benefiting the Rotary Park Foundation.

Mayor Grove thanked all involved with the recent Ladies Night Out downtown La Salle. He indicated there was a good turn-out and many positive comments were received. He added that Saturday, October 27 will be the City’s Hometown Halloween. The costume parade begins at 11:15 a.m. with downtown Trick or Treating to follow. Alderman Demes announced that 50/50 tickets will be available.

Alderman John Duncan III tendered his resignation as Third Ward Alderman after serving for six years. He stated that the resignation would be effective at the end of tonight’s meeting. He stated that over time he has found it difficult to serve in this capacity while also practicing law full time. He continued by stating that he has many long term clients and feels an obligation to them. At this time, one long time client is embarking on a significant project that requires approval from the City. The client has requested Attorney Duncan’s services to complete this project, therefore leading him to the decision that he must tender this resignation. Alderman Duncan thanked the Mayor for initially appointing him and for his enthusiasm and dedication to the City. He also thanked his fellow aldermen for all the work they do in the best interest of the City. He hoped the council will continue to work in the spirit of cooperation and respect. He also thanked the City Staff. He added that it was personally rewarding knowing that he was serving in the same capacity as two of his great-great grandfathers had in the 1800’s. He ended by extending his best wishes to everyone and stated that he will continue to support La Salle.

Mayor Grove stated that the resignation is accepted with regret. Mayor expressed that Alderman Duncan never disappointed in his professionalism, thought process, input and knowledge of both the law and business. Mayor Grove stated that he was a great addition to the council. He thanked Alderman Duncan for his love of the City and for the many ways he and his family have served the City over the years.

Those in attendance stood and applauded Alderman Duncan in appreciation of his service.

APPROVAL OF BILLS

Moved by Alderman Ptak and seconded by Alderman Lavieri that bills submitted totaling $445,373.59. (Total Payroll $170,457.40, Bills to be Paid $180,608.14, Total Bills Paid $94,308.05) be accepted, paid and placed on file. Each and every alderman has a copy.
