City of Peru City Council met November 13.

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers on November 13, 2018 at 7:00 p.m.
Administrative Assistant Peggy Etheridge called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Payton and Ballard present; Aldermen Radtke and Sapienza absent; Mayor Harl present.
All joined in the Pledge of Allegiance to the Flag of the United States of America.

Mayor Harl presented the minutes of the Regular Meeting of October 29, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.
Financial Reports
Activity Reports
Mayor Harl presented the Peru Police Department Report for October 2018 and Water & Wastewater Treatment Plants Report for September 2018. Alderman Waldorf made a motion the reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.
Finance and Safety Committee
Alderman Potthoff presented the following disbursements for payment on November 14, 2018:

Alderman Potthoff made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. Administrative Assistant Peggy Etheridge called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Payton and Ballard voting aye; Aldermen Radtke and Sapienza absent; motion carried.
Alderman Payton made a motion to award the City’s property casualty and workman’s compensation insurance with Arthur J. Gallagher & Co./Illinois Municipal Insurance Cooperative in the amount of $448,646.00. Alderman Payton reported that the premium increased 12% over last year due to several large claims, but the premium is still over $65,000 less than the IMLRMA premium of three years ago. Alderman Ferrari seconded the motion.

Alderman Potthoff made a motion to approve the reinvestment of electric funds of $250,000 in a certificate of deposit at 3.00% for 30 months. Alderman Payton seconded the motion. Alderman Potthoff announced there will not be a Finance & Safety Services meeting on November 21st.
Public Services Committee
Alderman Lukosus made a motion to re-bid 2012 International Durastar Altec Bucket Truck (no reserve). Alderman Ballard seconded the motion. Administrative Assistant Peggy Etheridge called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Payton and Ballard voting aye; Aldermen Radtke and Sapienza absent; motion carried.
Alderman Ballard made a motion to seek bids for planters, landscape beds and grass cutting. Alderman Waldorf seconded the motion. Administrative Assistant Peggy Etheridge called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Payton and Ballard voting aye; Aldermen Radtke and Sapienza absent; motion carried.
Alderman Waldorf made a motion to authorize Request for Development Proposals for the 1830 Fourth Street Property. Eric Carls stated that specifications will be ready by early January 2019. The City will have Right of Refusal. Alderman Ballard seconded the motion. Administrative Assistant Peggy Etheridge called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Payton and Ballard voting aye; Aldermen Radtke and Sapienza absent; motion carried.
