Peru City Council met Nov. 26.

Here is the minutes provided by the council:

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers on November 26, 2018 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America. PUBLIC COMMENT

PRESENTATION

Mayor Harl initiated a discussion regarding the snow storm on November 25th and recognized the following: Electric Department

o Ongoing power issues north on Donlar Drive Public Works

o 15 snow plows on the roads; 2 shifts.

Police and Fire Departments along with Valcom Dispatch

Alderman Waldorf commended PSM/Chief King for the efforts and what he described as controlled chaos.

Mayor Harl commented on the leaf vacuuming systems and the unfortunate challenges due to the weather. Mayor Harl stated the service is suspended. PSM/Chief King stated if weather conditions change, they will attempt to resume leaf collection.

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of November 13, 2018. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Sapienza seconded the motion; motion carried.

FINANCIAL REPORTS

Mayor Harl presented the Treasurer s Report for October 2018; City Clerk s Report of Cash Received for October 2018; Sales, Home Rule, Use and Telecommunication Tax Receipts for August 2018 and Peru Recreation Fund Cash Accounts Summary for October 2018. Alderman Potthoff reported August sales tax is up $47,000 and up $474,000 overall. Alderman Potthoff thanked the public for shopping Peru because sales tax is what the City lives on. Alderman Potthoff noted the only taxes we levy are for fire and police pensions. Alderman Potthoff made a motion the reports be received, placed on file. Alderman Payton seconded the motion; motion carried.

ACTIVITY REPORTS

Mayor Harl presented the Peru Volunteer Ambulance Service Inc. Activity Summary for October 2018. Alderman Waldorf made a motion the reports be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on November 28, 2018:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff made a motion to approve the reinvestment of electric funds of $350,000 in a certificate of deposit at 3.15% to 3.25% for 36 months. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff made a motion to renew health insurance terminal life policy not to exceed $43,200. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Payton made a motion to contract with Key Benefit Administrators for self-funded health insurance with a total maximum funding of $1,493,429.28. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff made a motion to approve a Christmas Bonus for City employees; $50 for full-time and $25 for part-time. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

PUBLIC SERVICES COMMITTEE

City Engineer Eric Carls reminded the Council of the Public Hearing on November 28th at 5:30 p.m. regarding the widening and re-alignment of North Peoria Street with roundabout.

NEW BUSINESS

Mayor Harl thanked Alderman Sapienza for his holiday decorating at the Municipal Building. Alderman Sapienza stated all the ornaments were made by schools.

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 7:32 p.m.
