A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers on December 10, 2018 at 7:00 p.m.
City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.
All joined in the Pledge of Allegiance to the Flag of the United States of America. PUBLIC COMMENT
Ms. Julie Ajster addressed the council stating she wanted to be placed on the agenda but the mayor denied her request. Clerk Bartley
PRESENTATION MINUTES
Mayor Harl presented the minutes of the Regular Meeting of November 27, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.
FINANCIAL REPORTS
Mayor Harl presented the General Funds and Miscellaneous Funds Report for October 2018 and Utility Fund Report for October 2018. Alderman Ferrari made a motion the reports be received, placed on file. Alderman Payton seconded the motion; motion carried.
ACTIVITY REPORTS
Mayor Harl presented the Peru Police Department Report for November 2018 and Water and Wastewater Treatment Plants Report for October 2018. Alderman Waldorf made a motion the reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.
FINANCE AND SAFETY COMMITTEE
Alderman Radtke presented the following disbursements for payment on December 12, 2018:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Potthoff made a motion to approve employee funding level for 2019 health insurance at 20% of expected risk subject to executed side letters from bargaining units and wage ordinance employees. Alderman Radtke noted the city will absorb the terminal liability insurance and lasering premiums. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Potthoff made a motion to renew 2019 dental insurance with BCBS of IL through Brennan and Stuart for total premium amount of $52,008.76. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Potthoff made a motion to authorize the life insurance renewal through Met Life with Brennan and Stuart for a total premium of $7,089.54. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Potthoff made a motion to approve expenses for the 2019 Spring ISCS Convention in Las Vegas and noted the economic development initiative. Mayor Harl noted this conference has lead to generating strong economic development connections and he feels strongly that meeting people face to face is important. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
PUBLIC SERVICES COMMITTEE
Alderman Waldorf made a motion to award 1902 4th Street Demolition to the lowest bidder Opperman Construction Co. in the amount of $27,450.00. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Waldorf made a motion to accept high bid of $6,000.00 for 2012 bucket truck. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS
Assistant Corporate Counsel Scott Schweickert presented the minutes of Planning/Zoning Commission hearing held on December 5, 2018 concerning the petition of Robert Angelini for property located at 2601 2nd Street, Peru, IL. Alderman Potthoff made a motion to concur with the recommendation of the Planning/Zoning Commission s decision to deny the request. Alderman Lukosus seconded the motion; motion carried.
Assistant Corporate Counsel Scott Schweickert presented the minutes of Planning/Zoning Commission hearing held on December 5, 2018 concerning the petition of Ronald L. Yanke regarding property located at 2605 2nd Street, Peru, IL. Alderman Lukosus made a motion to concur with the recommendation of the Planning/Zoning Commission s decision to deny the request. Alderman Potthoff seconded the motion; motion carried.

PETITIONS AND COMMUNICATIONS
City Clerk Dave Barley presented a petition on behalf of the City of Peru to annex and zone 13.187 acres along Peoria Street and Plank Road. Council referred the petition be placed on the next regular agenda for approval.
City Clerk Dave Bartley presented a communication from Relay for Life of Upper Illinois Valley requesting permission to place a 4 x 9 sign on the 1st State Bank property; city to provide in-kind contribution of posts. Alderman Potthoff made a motion the communication be received, placed on file and referred to building and zoning. Alderman Waldorf seconded the motion; motion carried.
PUBLIC COMMENT
Ms. Ajster again addressed the Council and asserted her previous and current concerns to vote a text amendment when the item was not listed on the Planning/Zoning Commission agenda regarding B2 petition for Public Access Counselor. Ms. Ajster stated the PAC ruled there was a violation and encouraged the Council to concur with the PAC s decision and issue a cease and desist to Casey s.
CLOSED SESSION ADJOURNMENT
Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 7:32 p.m.
