City of Lasalle Council met Feb. 11.

Here is the minutes provided by the council:

A regular meeting of the La Salle City Council of La Salle, Illinois was held Monday, February 11, 2019 at 6:30 p.m. with Mayor Jeff Grove presiding with proper notice being duly and continuously posted.

The meeting was called to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE

ROLL CALL

Present- Alderman Demes, Bacidore, Ptak, Reynolds, Herndon, Schneider Absent: Alderman Lavieri, Alderman Sellett

A quorum was present.

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds to accept and place on file minutes of the February 4, 2019 Regular City Council meeting. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

PETITIONS

Moved by Alderman Schneider and seconded by Alderman Herndon to grant the request of Luke Tomsha of the Perfectly Flawed Foundation to address the council.

Voice vote, all ayes. Motion carried.

Mr. Tomsha updated the council on the activities of the Perfectly Flawed Foundation. The foundation has hosted several successful fundraisers which has allowed the formation of the Community Partners program. This pilot program provides scholarships for various activities to children who have been affected by addiction, with the hopes of breaking the cycle of addiction by providing them with opportunities to do something they love to do. Mr. Tomsha stated that the foundation will continue to develop and fund programs that promote advocacy, education and that strengthen our communities with tools to combat this challenge. Mr. Tomsha announced that the foundation is hoping to sponsor a two day youth enrichment activity this summer and hopes to partner with La Salle on some other ideas. Mr. Tomsha stated that through grant funding from the Human Service Center in Peoria, the Perfectly Flawed Foundation will be able to provide Narcan to the local community which enables addicts to save their own lives, thus reducing costs to Police Departments and EMS. Mayor Grove commended Luke and his team for their success and for the sharing this update with the council.

Moved by Alderman Schneider and seconded by Alderman Demes to grant the request for a 2019 Raffle License from Carrie-All Inc. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

Moved by Alderman Bacidore and seconded by Alderman Ptak to refer the request for parking on one side only on Tonti between 7th and 8th Street to the Streets, Alleys and Traffic Committee.

Voice vote, all ayes. Motion carried.

Moved by Alderman Bacidore and seconded by Alderman Ptak to refer the request to review parking surrounding the former Jackson School property at 345 Sixth Street to the Streets, Alleys and Traffic Committee.

Voice vote, all ayes. Motion carried.

Alderman Bacidore announced that the Streets, Alleys and Traffic Committee will meet at 6:15 p.m. on Monday, February 25, 2019.

Moved by Alderman Herndon and seconded by Alderman Reynolds to grant the request of La Salle Little League to hold a Tag Day Collection on Friday, April 5 and Saturday, April 6, 2019 at the intersections of Raccuglia Drive and Chartres Street and at 11th and Bucklin. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

COMMUNICATIONS

Clerk Brown read a thank you from the family of Rick Zimmer.

Moved by Alderman Herndon and seconded by Alderman Reynolds to accept and place the communication on file. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

BIDS: Moved by Alderman Ptak and seconded by Alderman Schneider to accept the Alternate low bid of Universal Asphalt & Excavating Inc. totaling $822,964.42 for the Long Term Control Plan, Hegeler Park Storm Sewer Separation 2019 project and the low bid of Universal Asphalt & Excavating Inc. totaling $50,085.00 for the 4th Street Storm Sewer Spring 2019 Project. Each and every alderman has a copy.

** Note: City Engineer Brown stated that a $600,000 grant was received to offset costs on the Long Term Control project and remaining costs will be paid out of the sewer reserves. No bonds or loans are needed to fund this project.

OLD BUSINESS

Moved by Alderman Reynolds and seconded by Alderman Demes to authorize, pay and place on file Invoice #2000172311 from AECOM totaling $7,500 for the La Salle CSO-3 Upgrades Design project. Each and every alderman has a copy.

NEW BUSINESS

Mayor Grove commented that with the upcoming winter weather expected over the next few weeks, Superintendent Bumgarner informed him that the City has sufficient road salt.

COMMENTS APPROVAL OF BILLS

There were no bills submitted for approval.

Moved by Alderman Reynolds and seconded by Alderman Demes to adjourn the meeting. Voice vote, all ayes. Motion is carried.
