City of Lasalle City Council met March 25.

A regular meeting of the La Salle City Council of La Salle, Illinois was held Monday, March 25, 2019 at 6:30 p.m. with Mayor Jeff Grove presiding with proper notice being duly and continuously posted.
The meeting was called to order at 6:30 p.m.

PETITIONS
Moved by Alderman Ptak and seconded by Alderman Reynolds to refer the request from Adam Kamphaus, owner of The Sunken Ship Tattoo for a Special Use Permit to operate a Tattoo Parlor at 210 Marquette Street, which premises is currently zoned C-3 to the Planning Commission. Each and every alderman has a copy.

Moved by Alderman Herndon and seconded by Alderman Sellett to grant the requests from Sportsmans Tap Inc., La Salle Rotary Club and La Salle Peru St. Jude Run to Peoria for 2019 Raffle Licenses. Each and every alderman has a copy.

Moved by Alderman Lavieri and seconded by Alderman Schneider to grant the request from Joe Edgcomb on behalf of St. Jude La Salle to Peoria Runners to allow open alcoholic liquor containers at Jake’s Pour House for a fundraiser to benefit St. Jude on Sunday, May 19, 2019 from 3 p.m. until 7 p.m.

Moved by Alderman Lavieri and seconded by Alderman Herndon to refer the request from Joe Nedza for a variance to the Zoning Ordinance to allow the construction a Morton style accessory building for purposes of utilizing the structure as a work shop on premises located at 536 Rt. 6 which premises is currently zoned R-1 to the Zoning Board of Appeals. Each and every alderman has a copy.

Moved by Alderman Demes and seconded by Alderman Herndon to allow Greg Boggio, owner of The Laundries, to address the council regarding his request to install a 72 sq. ft. LED sign with a maximum height of 22’ at 1908 St. Vincent Avenue

Mr. Boggio explained that the LED sign on St. Vincent Avenue would be used to promote his own business, but he plans to sell advertising as well. He stated that he has a similar LED sign in Spring Valley located on Dakota Street and Route 89. Alderman Demes indicated that the City has some history with these types of signs and in the past the brightness created issues. Alderman Lavieri expressed concern as to how this sign could affect residents. The aldermen chose to refrain from action on the request in order to have time to speak to neighbors in both the 3rd and 4th Ward in the vicinity of The Laundries, and drive by the Spring Valley sign. The request will be considered at the April 8, 2019 City Council meeting. Mr. Boggio understood and suggested that the aldermen contact him should they have any questions prior to the next meeting.

Alderman Bacidore inquired if Pastor Arnold was contacted in regard to the status of the removal of the metal structure off I-80. Mayor Grove stated that he did speak to Pastor Tom Arnold and he plans to enclose the structure, however the Mayor was not given a specific timeline.
Alderman Bacidore also inquired if representatives of the Kaskaskia Hotel and the Maytag Building could be invited to address the council regarding the status of these projects. Brief discussion followed. Mayor Grove stated that he will invite the developers to come to the next council meeting. Alderman Herndon stated that we need to ask the developers to free up the buildings on the west side of the Kaskaskia in order for retail to utilize those spaces.
Mayor Grove thanked Dan Burke, the Police and Fire Departments, the Public Works Department, LPAC, LBA and the community for their hard work and participation in the recent Irish Fun Day parade.
NEW BUSINESS
Mayor Grove stated that in regard to the sale of the former Vendome premises, sealed bids will be accepted. Mayor stated that the City is looking for development of this property, not just an investment in the lot, therefore the City will require a business plan and timeline to be included as part of the bid proposal. This lot is appraised at $70,000 and is part of the Downtown TIF. Mayor Grove stated that we can choose the proposal that works best for the downtown and all bids can be rejected if the City does not find a good match.
The aldermen inquired where the Farmer’s Market will be held if the lot is sold. Katherine Koyak stated that for 2019, the Farmer’s Market will be held in Hegeler Park. Alderman Bacidore suggested Pulaski Park as a location for the Farmer’s Market. This idea will be considered for next year.
Moved by Alderman Schneider and seconded by Alderman Lavieri to seek bids for the sale of 540 First Street (former Vendome premises) which are to include proposals/business plans as well as timelines for the potential development of the property with the City having the right to reject all bids.

COMMENTS
Mayor Grove reminded residents that yard waste and branch pick-up will begin April 1st. Residents need to call City Hall if they have branches to be picked up. Yard waste bags will be picked up on Mondays.
Alderman Demes reminded residents to vote on April 2, 2019. Alderman Lavieri encouraged voters to study up on the referendum question concerning the position of City Clerk. An informational letter has been mailed to registered voters in La Salle and information is also available on the City’s Facebook page and website.
Alderman Ptak stated that he was disappointed that the City of Peru backed out of the Shared Services proposal. He stated that he felt we missed a opportunity to save money in the long run. He also added that he thought the Mayor’s comments in the News Tribune were right on. Mayor thanked Alderman Ptak and the council and constituents for having an open mind. He added that the pension issue is not going away, and the City felt there was a lot of money left on the table that could have been beneficial for everybody. Mayor Grove stated that we will continue to move forward and do the best we can for our constituents. Mayor Grove continued by saying that this administration was willing to think outside of the box in an effort to leave the City in a better position for administrations to follow. Mayor thanked Finance Director Duncan and Police Chief Uranich for the time they gave exploring this potential sharing of services.
Mayor Grove also recognized the Police Department as the City of La Salle was recognized as the 30th safest community in the State of Illinois in a recent study posted by SafeWise.
Economic Development Director Koyak stated that Celebration of Lights was voted the #1 Best Event and was the runner up to Starved Rock as the Best Tourist Attraction in the Studstill Media “Best of North Central Illinois 2019”contest.
