Village of The Ladd Village Board met May 14.

The Ladd Village Board met in regular session at 6:30pm on Tuesday, May 14, 2019 in the Village Hall. President Mike Grivetti called the meeting to order and led the Pledge of Allegiance to the American flag. Pat Barry asked that everyone join in singing Happy Birthday to Grivetti.

Roll Call: Present – Trustees Frank Cattani, Jim Manning, Jan Martin, Dan Nelson, Andy Ruggerio, Mike Urbanowski (6) In attendance – Attorney Pat Barry, Clerk Diane Chandler, Treasurer Rhonda Bezely, Police Chief Bill Gaefcke, Superintendent Doug Englehaupt, Engineer Adam Ossola, Building Inspector Barry Flanagan

Motion Cattani – Second Manning to approve the (April 23, 2019 meeting) minutes, as presented. Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Urbanowski – Second Martin to pay bills in the amount of $151,388.94. Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Public Comments: Lonnie Napier addressed the Board regarding a plan to replace Village sidewalk to the north of his home. He stated that the neighboring property owner, Tim Bott plans to increase the height of the new sidewalk by 4”. Bott would also like to remove 6’ of new Village sidewalk in front of Napier’s home and transition it to his new sidewalk. Napier is concerned that this will create a drainage problem for him and presented photos of water pooling in his yard following a rain. He feels that Bott should not be allowed to do this. After a lengthy discussion, a decision was made to have Ossola meet with Napier, Cattani and Englehaupt at the site and to put a laser on it.

Committee Reports: Streets & Alleys – Nelson reported on a request to replace Village sidewalk at 419 East Locust Street where a tree root has caused the sidewalk to heave. The committee agreed to replace the sidewalk after the root has been cut. Applications to replace 55’ of Village sidewalk at 324 North Chicago Avenue and 90’ at 334 North Chicago Avenue was also approved.

Engineer’s Report: Spray Patch – Ossola presented a proposal from Ace in the Hole for spray patch services.

Motion Manning – Second Cattani to accept the proposal of $9,875.00 from Ace in the Hole for spray patch services.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motor Fuel Tax Program – Ossola announced that bids for the 2019 chip seal program will be opened at 10:00am on Tuesday, May 28th in the Village Hall. Water Main Replacement – The survey work for the project has been completed and they will begin putting together the design. IDOT Permit to Bore Under IL 89 – The application is still under review with IDOT. Ossola added that the State may not respond for 1-2 months.

Superintendent’s Report: Main St. Alley Sinkhole – Englehaupt explained to the property owners of 138 West Cedar Street (Clyde & Cara Zellmer) that he has no camera, photos or video to prove that their sewer line or the Village’s pipe have failed. From the location of the sinkhole and seeing the inside of our pipe, he assumes that the problem is with their service. The Zellmer’s feel that it is not enough proof and indicted that their attorney would be contacting the Village. They had received a letter from our attorney with an April 19th deadline to do the work or they would be billed for it. Englehaupt hopes the problem is relatively close to the surface so the issue can be resolved. Grivetti added that if any services need to be called in, to proceed and keep track of the charges. Englehaupt informed the Board that a drain pipe has failed at Summit & Locust, there is a water leak on the Bastion service line, and he has a main box to dig up prior to Brandner planting his field so the repair at Zellmer’s is not likely to happen in the next week. Water Line Under Route 89 – Englehaupt explained to Tony Stirling (Silver Creek Farms) that he would be using a 5’-6’ copper whip tapped to the main with a valve. From that valve, across and under Route 89 will be Poly Pipe which will belong to him. He is comfortable with that and Englehaupt told Stirling he would try to minimize the cost as much as possible. Emglehaupt requested permission to proceed with the project and to bill Stirling when he is finished.

Motion Cattani – Second Urbanowski to proceed with ordering the material and boring to extend the water line to Tony Stirling’s property under Route 89.

Village Hall Leak – During recent rains, it was reported that a leak was discovered inside the Clerk’s Office. Englehaupt presented photos of the exterior north wall of the Village Hall which shows popping and peeling of the pebble dash. A roof leak was ruled out as there were no leaks found on the second floor of the building. The vent pipe in the parapet wall has cracked tar around it. Contractors have inspected the problem but no repair quotes have been received. Ameren Metering Equipment – Englehaupt informed the Board that Ameren needs 2 poles in a general location to attach their metering equipment. They have reached out to two residents but had only received one response. They have contacted the Village for an easement to place their metering equipment on a vertical structure and have proposed a one-time payment to the Village for this. They will need electricity which will be metered. Englehaupt feels they should also pay a pole attachment fee. In the meantime, Barry will review the Telecommunications Device Easement which they have submitted. Summer Help – Englehaupt asked if the Board would be hiring any summer help this year. He was reminded that applicants must be 18 years old.

Motion Ruggerio – Second Cattani to hire two employees @ $10/hour for summer help in the Street Department.

Water Tower Maintenance – Englehaupt reported meeting with Central Tank Coatings and Ossola to discuss the condition of the water towers. The foundation of the 100,000-gallon tank is not in very good shape. Contact information for a Wisconsin contractor who redoes foundations will be forwarded to Englehaupt. The cost to repaint the tower in 2015 was $25,000. To properly paint the tower, it would need to be curtained and blasted down to the metal at a price of approximately $250,000 to $275,000. To construct a new tower would cost approximately $750,000 to $1,000,000. The interior the tower has been blasted and painted with an epoxy paint and should not need to be done in the next five years. The 150,000-gallon tank will not need interior or exterior paint for the next five years but it does need to be pressure washed along with an annual cleaning and inspection. Englehaupt will contact Central Tank Coatings for a 5-year contract proposal on the maintenance of both tanks. MVRS Support – Due to support ending in 2021 for MVRS software, employees met recently with Anixter representatives to discuss options. MVRS is the software that sends the meter readings from the hand-held Itron to the computer for billing.

Chief’s Report: Officer Indemnification – Gaefcke requested and received Board permission to have Barry research indemnification for Village police officers.

Inspector’s Report: Silver Creek Farms – Flanagan reported that Tony Stirling’s building will be two-toned sheeting in colors that will coordinate with neighboring businesses. Rip’s Tavern Issues – Flanagan was informed by the sellers that they have an agreement with the buyer to complete some issues prior to selling the business. These include fixing the grade and removing the temporary fence. New concrete north of the tavern may not be poured this year, but they will level out the area and seal off the opening in the wall. Siding the back of the former C & D building will not be done as the new owner has plans to construct something there. Barry plans to talk to the seller’s attorney and let them know that the Village is not happy with the condition of the building.

Attorney’s Report: IL State Motor Vehicle Code – Barry presented an ordinance incorporating the Illinois State Motor Vehicle Code and adopting it as a Village ordinance. This will enable Ladd Police to issue routine tickets and process them locally instead of resorting to the Bureau County court system to enforce them.

Motion Cattani – Second Urbanowski to pass “AN ORDINANCE ADOPTING THE STATE OF ILLINOIS MOTOR VEHICLE CODE FOR THE VILLAGE OF LADD, BUREAU COUNTY, ILLINOIS”.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Solar & Wind Policy – Barry presented a policy to allow solar and wind services in the Village. Following a conference call with the Illinois Municipal Electric Agency, a few changes were made to the suggested language in the Net Metering Policy regarding net metering and monthly fees. The Village may decide to impose a monthly fee, but not at this time.

Motion Manning – Second Martin to adopt the Village’s Net Metering Policy 2019 to allow solar and wind services.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Barry administered the Oath of Office to Manning and Urbanowski. Both were re-elected to the position of Village Trustee along with Jan Martin at the April 2, 2019 Consolidated Election.

No action was taken on approval of a liquor license for the Jonny Yerly Classic or on an Illinois Municipal Retirement Fund Early Retirement Incentive.

Motion Cattani – Second Nelson to proclaim May as Motorcycle Awareness Month. Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Manning – Second Urbanowski to approve the Ladd American Legion’s request to sell poppies on May 25th.
