City of La Salle City Council met Monday, May 20.

A regular meeting of the La Salle City Council of La Salle, Illinois was held beginning at 6:30 p.m. with Mayor Pro-Tem Tom Ptak presiding with proper notice being duly and continuously posted.
The meeting was called to order at 6:30 p.m.

Moved by Alderman Reynolds and seconded by Alderman Lavieri to grant the request from AT&T to break ground to open cut the alley at the rear of 105 Marquette Street to place a 2” HDPE Conduit from the existing AT & T manhole to the basement of 105 Marquette Street. Alderman Lavieri made a motion to grant a lease of City property to Ken Mollan on behalf of Steamboat Basin Livery/Starved Rock Pedicab for a pedicab stand near the fountain located on First Street. However, some aldermen expressed concerns about the location Mr. Mollan requested. After further discussion, Alderman Lavieri withdrew his motion.
Alderman Crane stated that the fountain was put in for workers in the downtown area to come take a lunch break or just enjoy, therefore he was not in favor of this location. Alderman Demes agreed with Alderman Crane. Katherine Koyak stated that it is her understanding that Mr. Mollan would like a place to park two pedicabs during his hours of operation. Alderman Crane suggested that he could park them behind the fountain in one of the parking spaces or possibly at the Santa House area. He suggested that we could also consider renting him the Santa House to store the bikes. Attorney McPhedran felt it was important for the petitioner to be present to state his position as to the other locations being suggested. The issue was passed and will be discussed at a future meeting.
REPORT OF CITY OFFICERS
Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and place on file the Building Inspector’s Report for April 2019 showing total fees collected of $2,396.54 with total value of construction of $404,354. Each and every alderman has a copy.

COMMUNICATIONS
Moved by Alderman Lavieri and seconded by Alderman to accept and place on file the Illinois Department of Revenue Report showing sales tax collected for February 2019 of $59,507.98 and Home Rule Sales Tax of $51,968.07 for a total of $114,476.05. Each and every alderman has a copy.

OLD BUSINESS
Alderman Bacidore expressed concern about the gaming parlor located at 602-610 First Street that never opened, however there is still signage in the window. He requested that the signage is removed, as gaming parlors are no longer allowed in the historic district. Mayor Pro-tem Ptak asked Building Inspector Bacidore to speak to the building owner about that issue and his plans for his other buildings as well.
NEW BUSINESS
Attorney McPhedran explained that in regard to the potential sale of municipally owned real estate, if the City is going to advertise for bids, the council has the discretion to accept the highest responsible bid. Brief discussion followed. A motion will give authority to the Director of Economic Development and the City Clerk to move forward with preparing the notice to bidders which will include the date of the bid opening and other pertinent. Katherine Koyak will forward the addresses of the other two properties potentially being put up for sale to the aldermen.

Ordinance 2811: An Ordinance Authorizing Professional Services Agreement with Donahue & Associates Inc. Regarding Design and Related Services Regarding Water System Improvements.
Attorney McPhedran stated that in regard to amendments relating to Taxi Cabs and Public Vehicles there is no urgency on the matter. He prepared a draft ordinance for each alderman to consider. The alderman indicated that they would like more time to review the ordinance and Attorney McPhedran mentioned that it would be helpful for the current taxi cab companies to weigh in on the matter as well. The ordinance will be further discussed at a future City Council meeting.
COMMENTS
Park Director Lynda Kasik announced that the pool will open on Saturday, May 25, 2019 at noon. The pool will be open daily at noon, weather permitting.
Katherine Koyak announced that Farmer’s Market begins on June 4 at the northwest corner of Hegeler Park from 3 p.m.-6 p.m. The Farmer’s Market will run from June to September every Tuesday. Currently, there are 17 vendors. Ms. Koyak also announced that on June 15, 2019 the City of La Salle, in conjunction with five other businesses, will hold a Residential/Commercial Open House from 10 a.m. to 2 p.m.at Lock 16. Visitors can pick up a map at Lock 16 which will list residential and commercial properties that are currently for sale. Also at Lock 16 on that date, there will be seminars on various topics concerning residing or operating a business within the City of La Salle.
City Engineer Brian Brown stated that the sidewalk program has begun and the Sewer Separation project should begin after Memorial Day. Bid opening for the 2019 Road Program is scheduled for June 21, 2019.
Alderman Reynolds expressed his continued concern about residents putting loose garbage into their cans without being properly contained. The City does have an ordinance requiring garbage to be properly contained. Alderman Reynolds stated that he believes the majority of this problem is at rental properties. He suggested that renters are notified in some way of how garbage and recycle needs to be contained. Alderman Demes agreed that we need a better way to communicate with our residents. The council referenced the new requirement for mattresses to be wrapped in plastic in order to be picked up by the garbage company. This requirement needs to be better communicated to residents. Building Inspector Bacidore stated that he and Economic Development Director Koyak are in the process of developing a program called “Pride in Your Property.” Mr. Bacidore stated that they are looking into developing some type of checklist that each renter/landlord is provided that outlines various rules and regulations. Ultimately, he stated, the landlord is responsible for any violation. He stated that he is looking into better ways to relay information, such as using social media as well as other methods. Attorney McPhedran suggested that information could also be included at the time rental licenses are renewed. Alderman Ptak stated that we could also require that landlords include rules as part of the lease.
