City of Lasalle City Council met April 22.

A regular meeting of the La Salle City Council of La Salle, Illinois was held Monday, April 22, 2019 at 6:30 p.m. with Mayor Jeff Grove presiding with proper notice being duly and continuously posted.
The meeting was called to order at 6:30 p.m.
PLEDGE OF ALLEGIANCE

A quorum was present.
Mayor Grove thanked interim Third Ward Brian Sellett for his service over the last few months upon the resignation of John Duncan III. He thanked him for his service to La Salle and for doing a great job as interim Alderman.
Mayor Grove also recognized Mark Schneider for his service as Alderman of the Fourth Ward for the past eight years. Mayor Grove said that the City would not be in the position it is today without him. He added that being the last alderman to vote many times put Mark in a tough spot, but he was never afraid to look at issues head on and vote in the manner best for his constituents. He continued by saying that Mark always took the time to weigh out every side of a vote. Mayor Grove thanked Mark for this passion for the City of La Salle, for and his involvement in the community and for the sacrifices Mark’s wife and family made during the years he served as alderman.
Mayor Grove commended all who ran in the recent election. He stated that it was a great race where everyone kept to the issues.

Attorney McPhedran announced that in regard to the recommendation of the Planning Commission regarding the request of Adam Kamphaus owner of the Sunken Ship Tattoo for a Special Use Permit to operate a tattoo parlor at 210 Marquette Street, which premises are currently zoned C-3, there is no formal recommendation at this time. The hearing was recessed and will reconvene to consider the matter on May 6, 2019 at 5:15 p.m. to allow for additional posting of a notice on the property as required by City Ordinance.

City Engineer Brown explained that the County does a road program every year. When the City annexed property to the east it is an automatic jurisdictional transfer from township to City. The City of La Salle is more or less piggy backing off the County program which needs to be done every 5-7 years. The County went out for bids. The City of La Salle contacted the low bidder and requested a proposal from them to do the work at the same time as the County program. The proposal from Pavement Maintenance Services was lower than others received, so the City Engineer felt confident that we received a lower price than we would have had we gone out to bid. Prior to voting, Attorney McPhedran stated this will take a 2/3 vote or 6 votes to pass. The Mayor cannot vote.

Brief discussion followed about the possibility of using oil and chip in our alleys. It was concluded that oil and chip is not the best option.
Katherine Koyak stated that she was contacted by residents requesting a street light in the area near the VFW. She stated that she drove the area and it is very dark.
After brief discussion, it was moved by Alderman Ptak and seconded by Alderman Lavieri to approve the installation of a new wood light pole on Donahue Street between Edwards Avenue and 24th Street in the vicinity of the VFW.

Ordinance 2807: An Ordinance Further Amending the La Salle City Code to Allow for and Establish Regulation of Pedi- Cabs
COMMENTS
Jeff Ellis of La Salle State Bank announced that the bank will be celebrating its 125th Year in Business in the City of La Salle. A community wide celebration will be held on Saturday, August 24, 2019 from 4-10 p.m. The Larkin and Moran Brothers Irish Band and a U-2 Tribute Band will play. There will be a beer vendor and the LBA will supply bartenders. All proceeds from beer sales will go to the LBA. The event will be contained to the parking lot.
Mr. Bakr resident of the northwest corner of 9th and Bucklin asked if it would be possible to have portions of the curb replaced on the south side of 9th Street between La Fayette and Bucklin. Brief discussion followed. The City Engineer will look into this further. Mayor Grove thanked Mr. Bakr for bringing his concerns before the Council.
Mayor Grove welcomed the two new aldermen to the council and appreciated how engaged they are already.
City Engineer Brown stated that he was contacted by AT & T about obtaining a permit to directional bore in the vicinity of the Flying J entrance. The permit was originally submitted in March. Due to some miscommunication the permit has not on a meeting agenda for approval. AT & T would like to start work April 5, 2019 which is prior to our next council meeting. A straw vote was taken and all aldermen were in favor of granting the permit. A confirmation of the straw vote will be taken at the May 6, 2019 meeting.
Mayor Grove announced the Boys Baseball/Girls Softball Parade will be on Sunday, April 28, 2019 at 3:00 p.m.

Katherine Koyak formally announced that Dollar General will be coming to La Salle and located at Route 351 and 24th Street. She also added that a meeting to kick-off the Farmer’s Market will be held on Wednesday, April 24 at 6 p.m. at City Hall. Any interested vendors are encouraged to attend.
Superintendent Bumgarner reminded residents not to put grass clippings into the street. It can create a hazard and leads to sewer problems.
Building Inspector Andy Bacidore said that the five houses approved for demolition are down. The demolition of these properties will be paid through grants monies.
