Village of Diamond Village Board met July 9.

Here is the minutes provided by the board:

Proceedings, transactions and resolution made and order of said record of said Board in the Village of Diamond, IL on the 9th Day of July 2019.

The scheduled meeting of the Diamond Village Board was held on Tuesday, July 9, 2019 at 6:00 p.m. with Mayor Teresa “Terry” Kernc presiding. Upon roll call Commissioners present were Denise Brown and Jeff Kasher. Absent: Dave Warner and Mark Adair.

Approval of June 25, 2019 Meeting Minutes

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve the 06/25/2019 regular meeting minutes and place on file. All Ayes; Motion Carried.

Approval of July 9, 2019 Bill List

MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to approve the July 9, 2019 bill list. All Ayes; Motion Carried.

Approval of June 2019 Treasurer’s Report

MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to approve the June 2019 Treasurer’s Report. All Ayes; Motion Carried.

New Business

Approve Wren Construction Border St. Project for $19,900.00

Mayor Kernc stated the proposal was amended due to the additional 200 feet and the use of 2 additional trucks to complete the project. The proposed amended amount is $24,338.00. MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to amend and pay Wren Construction for the Border St. Project in the amount of $24,338.00. All Ayes; Motion Carried.

Approve IDOT/Twin Supplies Streetlight Proposal

Mayor Kernc stated the proposal is for the highway permit for streetlights on IL Route 113. Kernc stated the streetlights have been ordered and the public works department will take down the sidewalk lights. MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to approve IDOT/Twin Supplies Streetlight Highway Permit Proposal for Streetlights on IL Route 113. All Ayes; Motion Carried.

Approve Resolution 2019-06; Installation of Highway Lighting

Mayor Kernc stated a resolution is required. MOTION was made by Commissioner Brown, SECOND by Commissioner Kasher to Approve Resolution 2019-06; Installation of Highway Lighting. All Ayes; Motion Carried.

Approve IDOT Route 113 Bore Crossing

Mayor Kernc stated this is for the bid permit which is needed to place the project out to bid. MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to approve IDOT Route 113 and Tinman Bore Crossing project. All Ayes; Motion Carried.

Approve IDOT Permit Application; Route 113 Bore Crossing

Mayor Kernc stated this is the application and Resolution 2017-07 for bore crossing project on IL Route 113 and Tinman St. MOTION was made by Commissioner Kasher, SECOND by Commissioner Brown to approve IDOT permit application and Resolution 2017-07 for bore crossing at IL Route 113 and Tinman St. All Ayes; Motion Carried.

Grundy and Will County Sheriff’s Monthly Update Mayor Kernc presented the Will County Sheriff’s report.

Legal Counsel

No Report

Engineer Updates

Village Engineer Mike Perry requested a pay request for Gene Wren Construction for the McGinty Watermain Project. Since project had prior approval, payment will be processed and will be reflected on July 23, 2019 Bill List.

Maintenance Updates

Public Works Director Austin Vining stated the drainage work has begun behind 2595-2605 E. Division St.

Mayor Kernc

Mayor Kernc stated in Jan. 2020, she would like to resubmit the STP3 grant application through WCGL/CMAP for the Will Road project. Kernc stated Village Engineer Mike Perry and Jim Clinard will be engineering the map for submittal which will enclose the entire ditch and relocate the entire bike path to the east side of the road.

MOTION was made to adjourn the meeting at 6:37 p.m. by Commissioner Kasher, SECOND by Commissioner Brown. All Ayes; Motion Carried.
