City of Peru Finance and Safety Services Committee met June 19.

Here is the minutes provided by the committee:

THE FINANCE & SAFETY SERVICES COMMITTEE MEMBERS PRESENT: Aldermen Radtke (arrived at 4:24 p.m.), Payton and Buffo present; Alderman Sapienza absent; Mayor Harl present.

OTHER PERSONS PRESENT: City Clerk Dave Bartley, Alderman Ferrari, Alderman Lukosus, Alderman Ballard, ASM/Police Chief Doug Bernabei, Finance Officer Justin Miller, City Engineer Eric Carls, Human Resource Manager Kim Reese and Economic Development Director Bob Vickrey

MATTERS DISCUSSED

Alderman Payton made a motion to approve the minutes of the June 5, 2019 Finance & Safety Services. Alderman Ballard seconded the motion; motion carried.

The Committee reviewed and approved the disbursements for payment on June 26, 2019.

OLD BUSINESS

Finance Officer Justin Miller provided the following finance update:

City Engineer Eric Carls reported the City of Peru is recipient of the $6.5 million rail grant with Omni Trax. City Engineer Eric Carls stated this is a matching grant with total of $13 million; with all payments will be the responsibility of Omni Trax.

City Engineer Eric Carls reported on the vacancy of the office assistance and asked for permission to seek applicants to replace.

Mayor Harl reported on recent meetings to coordinate a small subdivision with the Plank Road and Peoria Street properties. Mayor Harl reported plans have been forwarded to property owners.

Mayor Harl stated that he along with City Engineer Eric Carls and Finance Officer Justin Miller met with attorneys with Schain/Banks regarding coordinating a show and tell of sorts connecting their resources with our Peru location and economic development. Mayor Harl outlined the potential expenses:

Room rental $2,500

Marketing materials

Overnight hotel stay $600

Breakfast food

Committee was in favor, not to exceed $5,000.

Mayor Harl stated that he along with City Engineer Eric Carls and Finance Officer Justin Miller met with the Janko team in Rosemont; attended by a number of developers and economic development players.

City Engineer Eric Carls initiated a discussion regarding the Microsoft Hub:

Noted the need specifically in engineering

Smart board on wheels/mobile

Video conferencing, screen clarity

Public hearings with Planning/Zoning Commission Committee was in favor of moving forward.

NEW BUSINESS

ASM/Police Chief Doug Bernabei initiated a discussion and recommendation for stop sign northbound and southbound Plum Street at 21st Street (Northview School). ASM/Police Chief Doug Bernabei stated he researched with City Engineer Eric Carls and Superintendent of Peru Schools Mark Cross and all are in favor.

ASM/Police Chief Doug Bernabei reported on a federal lawsuit settlement of $7,500 with an incarcerated individual. ASM/Police Chief Doug Bernabei stated the settlement is no admission or guilt or liability. ASM/Police Chief Doug Bernabei stated a resolution will be presented at the next regular meeting.

PUBLIC COMMENT

CLOSED SESSION

Alderman Payton made a motion to go into closed session to discuss meetings where the setting of the price for sale or lease of property owned by the public body is being considered and meetings held to discuss appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee or legal counsel for the public body to determine its validity. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Radtke, Payton, Buffo and Mayor Harl voting aye; Alderman Sapienza absent; motion carried.

Closed session began at 4:47 p.m.; ended 5:38 p.m.

Alderman Buffo made a motion to reopen the meeting. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Radtke, Payton, Buffo and Mayor Harl present; Alderman Sapienza absent.

Alderman Radtke made a motion to adjourn. Alderman Payton seconded the motion. Meeting adjourned at 5:40 p.m.
