City of Princeton City Council met July 1.

Here is the minutes provided by the council:

The meeting was called to order by Mayor Quiram. Upon roll call, the following answered present, constituting a quorum: Council Members Ray Swanson, Ray Mabry, Hector Gomez, and Jerry Neumann. All present at the meeting offered the Pledge of Allegiance to the flag of the United States of America.

PUBLIC COMMENT: None.

MOTION # 1: Neumann (2nd Swanson) that the printed copy of the minutes for the Regular Meeting of June 17, 2019, be approved. Gomez requested a correction to his recorded vote on the suspension of the requirement for a second reading for Ordinance 0-19-011. His vote was incorrectly recorded as “Aye”, when he truly voted "Nay". Clerk Nelson explained that Gomez had previously advised him of the error and Nelson made the correction in the master copy. The following vote on the motion was for the corrected record.

VOTE #1

ROLL CALL VOTE: Council Members Swanson, Mabry, Gomez, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

MOTION # 2: Neumann (2nd Swanson) that the bills and payrolls of the Department of Public Affairs and Department of Accounts and Finance, the Department of Streets and Public Improvements, the Department of Public Health and Safety, and the Department of Utilities and Public Properties, be allowed and paid.

ROLL CALL VOTE: Council Members Swanson, Mabry, Gomez, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

MOTION #3: Neumann (2nd Swanson) that Ordinance 0-19-012 authorizing and providing for the issue of not to exceed $1,400,000 General Obligation Bonds (Alternate Revenue Source), Series 2019-A, of the City of Princeton, Bureau County, Illinois, and providing for the levy and collection of a direct annual tax sufficient for the payment of the principal of and interest on said bonds for the purpose of financing the costs of certain capital projects within the City and paying for costs related thereto, be approved to Second Reading.

ROLL CALL VOTE: Council Members Swanson, Mabry, Gomez, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

MOTION #4: Neumann (2nd Swanson) that Ordinance 0-19-013 authorizing and providing for the issue of not to exceed $2,800,000 Taxable General Obligation Refunding Bonds (Alternate Revenue Source), Series 2019-B, of the City of Princeton, Bureau County, Illinois, and providing for the levy and collection of a direct annual tax sufficient for the payment of the principal of and interest on said bonds for the purpose of refinancing an outstanding obligation of the City and paying for costs related thereto, be approved to Second Reading.

ROLL CALL VOTE: Council Members Swanson, Mabry, Gomez, Neumann, and Mayor Quiram voted Aye. Motion declared carried.

MOTION #5: Neumann (2nd Swanson) that Ordinance 0-19-014 authorizing and providing for the issue of not to exceed $400,000 General Obligation Bonds (Alternate Revenue Source), Series 2019-C, of the City of Princeton, Bureau County, Illinois, and providing for the levy and collection of a direct annual tax sufficient for the payment of the principal of and interest on said bonds for the purpose of financing the costs of improving the sewerage system of said City and paying for costs related thereto, be approved to Second Reading.

VOTE # 5

ROLL CALL VOTE: Council Members Swanson, Mabry, Gomez, and Mayor Quiram voted Aye. Motion declared carried.

CITY MANAGER REPORT: None

MAYOR REPORT: Mayor Quiram proposed a change to the parking pattern on the East side of South Main Street in order to: A) eliminate hazards related to cars backing out of spaces without full view of the surrounding traffic; B) eliminate hazards related to cars entering Main St. from the Prouty Building Parking lot; and, C) create more room and eliminate congestion for northbound traffic, north of 435 S. Main St. The proposal was to remove the 4 diagonal spaces in front of 435 S. Main St. and replace them with 2 parallel spaces. He also proposed to totally eliminate the 4 diagonal spaces occurring north of 435 S. Main St. but south of Peru St. He then opened the floor for discussion. Mabry suggested that only one diagonal space be removed in front of 435 S. Main St. in order to provide a fuller view for cars entering Main St. from the Prouty Building Parking lot, but not spaces would need to be removed. He also suggested that input be sought from store owners whose shops are along the area proposed to lose parking spaces. Swanson suggested that the 4 diagonal parking spaces north of 435 S. Main St. be converted to 3 parallel spaces. This way the store owners lose less parking. Neumann agreed that store owners should be approached for input but that overall, if safety could be improved, then the city ought to consider the change. Gomez mentioned that many drivers have problems with parallel parking and that option may not be an advantage.

MOTION #6: Neumann (2nd Swanson) that the Regular Meeting be adjourned. The next Regular Meeting of the City Council will be on Monday, July 15, 2019, 7:00 p.m. at City Hall.

VOTE # 6

ROLL CALL VOTE: Council Members Swanson, Mabry, Gomez, Neumann, and Mayor Quiram voted Aye. Motion declared carried. Adjournment at 7:21 p.m.
