City of Ottawa City Council met July 16.

Here is the minutes provided by the council:

Present: Wayne A. Eichelkraut Jr., Thomas G. Ganiere, Marla K. Rodriguez, James J. Less, and Mayor Daniel F. Aussem.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, July 2, 2019, be approved as recorded in the permanent files of the City Clerk.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

A public hearing was held on a Community Development Block Grant application for the Long Term Control Plan. Kevin Lindemann of NCICG and Rachel Schneider of Renwick & Associates Inc., both explained components of the project and grant. The grant is through DCEO and is for $500,000.00 and will help to eliminate 2 CSO sites. Only construction costs can be reimbursed not engineering fees. With no one publicly commenting, the Mayor declared the hearing closed at 7:10 p.m.

A second public hearing was held on an annexation agreement for 4 Airport Road. The property is currently not contiguous, but will annex when it is. With no one publicly commenting, the Mayor declared the hearing closed at 7:11 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of July 12, 2019, in the amount of $430,975.28, be approved and warrants issued.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of July 16, 2019, showing expenses in the amount of $955,488.82, be approved and warrants issued. 

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Salary Payroll.

Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of July 5, 2019, in the amount of $7,925.00, be approved and warrants issued.

Second by Less.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of June 2019, be received and placed on file. 

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing execution of an employment agreement for an appointed city official in Jim Shanley as Facilities Assistant for NCAT, which has been on file for public inspection since July 2, 2019, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a proposal with Brian Zabel & Associates P.C., for the City audit, be adopted.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an engineering services agreement between the City of Ottawa and

Renwick & Associates Inc., for Element 8.2 of the combined sewer overflow long term control plan, which has been on file for public inspection since July 2, 2019, be adopted. 

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Ganiere presented Request.

Moved by Commissioner Ganiere that the City Clerk be authorized to advertise for Bids for the 2019 Watermain Replacement Project. Bids will be received until Wednesday, July 31, 2019, at 10:00 a.m.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution,

Moved by Commissioner Rodriguez that a Resolution authorizing the execution of a lease agreement #5500 between the City of Ottawa and the Illinois Department of Natural Resources, for the canal trail, which has been on file for public inspection since

July 2, 2019, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Commissioner Rodriguez presented Resolution.

Moved by Commissioner Rodriguez that a Resolution requesting permission from the Illinois Department of Transportation to temporarily close LaSalle Street from Washington Street to Main Street on Sunday, August 4, 2019, from 12:30 p.m. until 4:00 p.m. for the 2019 Riverfest Parade, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance approving and authorizing the execution of a tax increment financing district redevelopment agreement between the City of Ottawa and Addison Clark Properties LLC, for property located at 925 & 927 Clinton Street, which has been on file for public inspection since July 2, 2019, be passed and approved.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Ordinance.

Moved by Mayor Aussem that an Ordinance amending Chapter 18, Article II of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding leash laws for dogs, be passed and approved.

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an agreement for professional services between the City of Ottawa and Hanson Professional Services Inc., for the rail crossing study, which has been on file for public inspection since July 2, 2019, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution of Support and Commitment of Local Funds for combined sewer service fees for an Illinois Community Development Block Grant., be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of an annexation agreement between the City of Ottawa and Daniel L. Dougherty Jr., for property located at 4 Airport Road, which has been on file for public inspection since June 18, 2019, be adopted.

Second by Ganiere.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing the execution of a service agreement between the City of Ottawa and Upland Design Ltd., for the OSLAD grant application for Thornton Park, be received and placed on file for public inspection. 

Second by Rodriguez.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented Resolution.

Moved by Mayor Aussem that a Resolution authorizing and ratifying a settlement agreement between the City of Ottawa, Robert Anderson, and AFSCME Local 31, be adopted.

Second by Eichelkraut.

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.

Nays: None. Motion carried.

Mayor Aussem presented motion to adjourn.

Moved by Mayor Aussem that this regular meeting be adjourned. 

Second by Less.
