A REGULAR MEETING OF THE OGLESBY CITY COUNCIL WAS HELD ON MONDAY, MAY 20, 2019, AT CITY HALL. THE MEETING WAS CALLED TO ORDER AT 7:00 P.M.

PRESENT: COMMISSIONERS ARGURBRIGHT, CULLINAN, CURRAN, LIJEWSKI, MAYOR RIVARA, ATTORNEY ENRICO EATTONI AND ASSISTANT CLERK EICHELKRAUT.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to approve the regular meeting minutes from May 6, 2019. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

LIJEWSKI MADE A REQUEST TO AMEND THESE MINUTES STATING ARGUBRIGHT WAS NOT PRESENT. A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CULLINAN to approve, as corrected by Lijewski, the special meeting minutes from May 13, 2019. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

The Mayor opened the floor to comments from the public on agenda items only. Greg Stein questioned a bill from Knoblauch Advertising showing four repeated amounts. Assistant Clerk Eichelkraut explained that when utility statements are purchased the total cost is distributed to Water, Sewer, Electric and Sanitation.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to accept the list of board appointments prepared by Mayor Rivara (the list is attached to the minutes). AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to approve Ordinance 1062-052019, Authorizing the City of Oglesby to enter into an Illinois Cash Farm Lease. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY CURRAN, SECONDED BY LIJEWSKI to approve Ordinance 1065-052019, Authorizing the Execution of an Option and Land Lease Agreement with the City of Oglesby and New Cingular Wireless PCS, LLC (AT&T). AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY CURRAN, SECONDED BY ARGUBRIGHT to approve the bid for the Phoenix Substation. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CULLINAN to approve Ordinance 1066-060319, Authorizing a Contract Between the City of Oglesby and the Elks Lodge for Use of the Elks Building and Grounds. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY CULLINAN to approve a request from Holy Family School for assistance from the Oglesby Police Department with traffic control for the Holy Family Shuffle held on Saturday October 5, 2019. Commissioner Lijewski questioned the manpower required to assist in directing traffic. Chief Knoblauch stated that it does require all Police Officers to be on duty due to safety concerns with children crossing main roads. He also stated that Holy Family School does provide multiple volunteers to assist with traffic control as well. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.

Mayor Rivara stated that the next agenda item, Closed Session, would be moved to after the Mayor’s Report.

Mayor Rivara opened the floor for Old Business. It was explained that this is a new agenda item to discuss questions brought up in the previous Council Meeting. Mayor Rivara addressed the issues of burning garbage. Drew Merriman stated that he found that while driving through alleys there are multiple burn barrels in violation and are too close to structures. Rivara stated that, after clarifying with Chief Knoblauch, a fine cannot be issued unless an officer witnesses the violation.

Mayor Rivara addressed the question of a public address system. The goal is to get some issues with the current PA system worked out and have the ability to use what is already in place.

Commissioner Curran addressed the question regarding street sweeping. The Street Department will be street sweeping each week with a goal of street sweeping all of Oglesby each month.

Mayor Rivara opened the floor for public comment. Sarah Cudlip asked that grass at a property near her home be addressed. Sarah Cudlip also questioned the protocol for sounding the tornado alarm. Chief Knoblauch responded stating that the dispatch center initiates it when there is not a dispatcher working at the Oglesby Police Department.

Greg Stein stated that street signs for parking restrictions during street sweeping and snowfall have been removed. Greg also questioned the bridge weight limit on East Walnut Street. Jim Clinard responded stating that Chamlin and Associates inspects the bridge every 2 years. After the most recent inspection was submitted to the state the rating was considered low enough that the bridge required a weight limit sign.

Greg Stein mentioned a previously asked question by Tom Searls regarding farming land that is zoned residential. Commissioner Lijewski responded stating that planting crops in property zoned as residential is not permitted. Mr. Searls does have the right to address the Zoning Board of Appeals if he chooses.

Richard Vicich stated that he felt that a total burn ban was not appropriate. There are times of the year when there is no leaf removal services available and having the ability to burn can be helpful at those times. Commissioner Cullinan stated that if someone feels that burning is being done improperly or has health issues and is being affected by it then they should contact the Police Department.

Commissioners and Mayor’s Report:

Argubright- None.

Cullinan- None.

Curran- Asks that residents remember to not blow grass clippings into the streets. Commissioner Curran addressed water being shut off on and around Clark Street in order to replace valves that were not functioning properly. Pool credits will be offered this year. Commissioner Curran reminded residents that when trees are being trimmed around electrical lines they will be trimmed back significantly to avoid having to trim each year. Regarding Summer Fun Fest parking, Mr. Trovero is willing to allow the city to use his property for parking.

Lijewski- Encouraged residents to participate in supporting the Oglesby Ambulance Department while they’re out selling pork chop dinner tickets this week. Summer Fun Fest planning continues and volunteers are encouraged to contact City Hall.

Mayor Rivara- Encouraged residents to volunteer for Summer Fun Fest and thanked those who have already been working to assist in different aspects of planning. All residents are welcome to attend a webinar at City Hall hosted by Gary Peterlin on Wednesday June 22, 2019 on developing a plaza.
