City of Oglesby City Council met June 17.

A REGULAR MEETING OF THE OGLESBY CITY COUNCIL WAS HELD AT CITY HALL. THE MEETING WAS CALLED TO ORDER AT 7:00 P.M.

A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY ARGUBRIGHT to accept Ordinance 1069-061719, Establishing Licensing Procedures for Video Gaming Terminals Within the Corporate Limits of the City of Oglesby AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA
A MOTION WAS MADE BY LIJEWSKI, SECONDED BY CURRAN to accept Resolution 601719R, Appointing Authorized agent of the City of Oglesby for the Illinois Municipal Retirement Fund. AYES: CULLINAN, CURRAN, LIJEWSKI, RIVARA.
A MOTION WAS MADE BY ARGUBRIGHT, SECONDED BY LIJEWSKI to approve a new request by Rich Baldridge of Bulldogs Bar to close a portion of South Glenn Avenue from 9:00a.m. to 11:59p.m. on July 13, 2019. AYES: ARGUBRIGHT, CULLINAN, CURRAN, LIJEWSKI, RIVARA.
Mayor Rivara opened the floor for Old Business. Tom Porter repeated his questions from the prior meeting. His question regarding the IVRD appointment was answered. His second question was regarding approval for signing the IDNR Grant for Senica Square. Andreoni stated that this should be added to the next meeting’s agenda. Lijewski responded to a prior question regarding an individual who is receiving workman’s compensation benefits and continues to work for an outside agency. Lijewski stated that there is not a conflict in this situation.
Mayor Rivara opened the floor for public comment.
Drew Merriman stated that he reviewed some ordinances and questioned the Mayor appointing Chief Knoblauch. Merriman stated that in the ordinance it stated that the Chief would be appointed by the Commissioner of Public Safety. Andreoni stated that the chief remains the chief unless removed. If removed then the Commissioner of Public Safety would then appoint a chief. Rivara stated that prior to the appointments the council had agreed on the appoinments that would be made. Lijewski agreed with that comment.
Verne Siemers mentioned that there is a home on his block that is in foreclosure with grass that has not been cut at all this year. Rivara stated that he would look into having a city employee cut the grass. The Police Department has attempted to contact the owner or bank that now owns it but have not been successful.
Commissioner Cullinan referred back to an earlier question regarding the ordinance for appointing a Chief of Police and asked if how that appointment was handled was incorrect and if so, does Jim Knoblauch retained as acting chief until legally appointed by the Commissioner of Public Safety. Rivara stated again that prior to the appointment the council had come to an agreement about all appointments that were going to be made. Cullinan stated he did agree but had expressed concern prior to agreeing. Lijewski asked Andreoni if what was done was illegal. Andreoni stated that if Cullinan agreed as Commissioner of Public Safety and all other commissioners were in agreement at that time then the appointments are able to be made in one motion. Andreoni then stated that if Cullinan did not agree at that time, the chief would remain the chief and Cullinan would then need to present reasons to the council to remove Jim Knoblauch as Chief of Police and receive three votes.
Sarah Cudlip expressed frustration because she had attempted to contact the Police Department in at 10:00 a.m. and was not able to reach someone and was then routed to the dispatch center. Chief Knoblauch stated that when the Police Department clerk is not in the office there is not a replacement which is why Sarah may have been rerouted. He also stated that if the call is not an emergency they do not put that call as a priority which is why it may take extra time to speak with a person, assuming the dispatchers are on an actual emergent phone call. Another resident stated that she had an issue on the weekend and after not being able to speak with a clerk at the Police Department she waited and spoke with the chief directly and was satisfied with the results.
Greg Stein stated that he would like to commend the council for Summer Fun Fest 2019.
Drew Merriman asked if the city supplies power and water to the carnival. The council responded that they city does not supply them electricity but does supply them with water.
Commissioners and Mayor’s Report:
Argubright- Nothing to report.
Lijewski- The Ambulance Department hired a new part time employee. The Park Department will be working to repair Lehigh Park after some minor damage was done from cars parking in the park for Summer Fun Fest. The Fire Department is still investigating the incident that occurred during a training exercise.
Curran- Electric and Street Departments are working to catch up after assisting with Summer Fun Fest set up and tear down. T.E.S.T. were able to repair some fire hydrants and will continue to work on repairing them all. There will be a smoke test happening the remaining part of this month to locate which homes are draining their water run-off into the sanitation sewer. Summer Fun Fest has been a success because of the volunteers and sponsors.
Cullinan- Questioned Chief Knoblauch about the squad cars being updated with computers and radios. Chief Knoblauch replied that they were all taken care of at the time that the request was made. Cullinan then asked about the decals for the two squad cars and who does that work. Cullinan stated that there were pictures of decals passed around at a department meeting. Knoblauch stated that he did not receive a copy of the decals after that meeting to proceed with having the work done.
Mayor Rivara- Thanked the volunteers, employees and all involved in making Summer Fun Fest a success. Rivara stated that the carnival will be back for another 4 years. A survey will go out in the July utility bills for Senica Square. The pool will start offering a senior swim/walk for $1.
