City of Lasalle City Council met Aug. 12.

A regular meeting of the La Salle City Council of La Salle, Illinois was held Monday, August 12, 2019 at 6:30 p.m. with Mayor Grove presiding and Tom Ptak acting as Mayor Pro-Tem with proper notice being duly and continuously posted.
The meeting was called to order at 6:31 p.m.
PLEDGE OF ALLEGIANCE
A moment of silence was held in memory of News Tribune reporter Jeff Dankert, long time City Water Department employee Hank Lushina and Chuck Mueller who was a member of La Salle Rotary and served on the Park Board at one time.

Mayor Grove stated that many people take advantage of the RIP grants, but he reminded business owners that the grants must be applied for and awarded prior to the start of the project. They cannot be issued after the fact.
Moved by Alderman Reynolds and seconded by Alderman Ptak to grant the request of Ana Koval on behalf of Canal Corridor Association for a Sign Permit to install 5 non-illuminated projecting signs for the I & M Canal Visitor Center located at 754 First Street. Each and every alderman has a copy.

Attorney McPhedran stated that the next item up for consideration is the ratification of a referral to the Zoning Board of Appeals. He explained this is necessary because we deviated from the usual practice of the City Council which is to refer a variance request to the Zoning Board of Appeals as the first step in the process. He continued by saying that this practice is not required by State Statute or Ordinance, however it is our usual practice. In this particular situation, Attorney McPhedran stated that he and the City Clerk began the process prior to referral to save on publication costs and to expedite the process to include the petition from Ms. Martinez with two other variance petitions being heard on the same evening. Therefore, the Council is being asked to ratify action that was already taken. The publication for this variance request ran on Saturday, August 10, 2019 and the hearings will take place on August 26, 2019 at 5:00 p.m.
Moved by Alderman Herndon and seconded by Alderman Lavieri to ratify the referral to the Zoning Board of Appeals regarding the request of Griselda Martinez for a side yard variance from 3’ to 0’ to construct a garage with dormer. REPORTS OF CITY OFFICERS
Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and place on file the Building Inspector’s Report for July 2019 showing total fees collected of $2,386.74 with total value of construction of $446,635. Each and every alderman has a copy.

Mayor reminded the public to contact the City prior to beginning any type of construction or renovation to verify the need for a Building Permit. Mayor Grove asked Finance Director Duncan to put a reminder in the water bills with this information and also asked Economic Development Director Koyak to post a reminder on Facebook. Mayor Grove stated that permits protect both the City and the homeowner. Mayor Grove asked that we look into issuing fines to residents who are in violation of permit requirements. Attorney McPhedran stated that he will check, but most likely there is something in our City Code that establishes a fine for work that is done without a permit.
Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the Treasurer’s Report for July 2019 showing total cash balances in the La Salle State Bank of $8,716,241.99 and in Hometown National Bank of $2,542,431.52. Each and every alderman has a copy.

COMMUNICATIONS
Clerk Brown read a thank you note from the family of Hank Lushina. Moved by Alderman Lavieri and seconded by Alderman Jeppson to accept and place on file the communication. Voice vote, all ayes. Motion carried.
BIDS
Three sealed bids were opened and publicly read by Clerk Brown. Two bids were received for the city owned property at 1130-9th Street and one bid was received for the property at 1016- 1018 Third Street. No other bids were received.
1130-9th Street
The first bid read was submitted by William Barajas resident of 1136 9th Street in the amount of $555.55. Mr. Barajas indicated that he lives adjacent to the property and plans to build an addition to his residence and consolidate the lots. The second bid was submitted by Jacob Etscheid in the amount of $3,000. Mr. Etscheid indicated that he and his wife plan to build a home on the vacant lot.
Moved by Alderman Demes and seconded by Alderman Reynolds to accept the high bid of $3,000 from Jacob Etscheid for the property located at 1130-9th Street subject to the parties entering into a written contract for the purchase of the property “as is” and obtaining all necessary permits, variances and adhering to zoning regulations.

One bid was submitted by Jorge Hurtado and Fermin Hurtado residents of 827 Gooding Street in the amount of $600.00. The bidders plan to maintain the lot and potentially pour a concrete floor before winter or in spring 2020. The bidders plan to build a garage with hopes of opening a business.

City Engineer Brown said that the City will be reimbursed for the amount approved. The City pays upfront and then reimbursed through the $600,000 grant received for this project.
Alderman Bacidore asked Economic Development Director Koyak for an update on what IVAC has produced for the City. Mrs. Koyak stated that she will gather some information and have it to report at the next City Council meeting. Alderman Ptak stated that he does not believe it is fair to expect results this quickly. He stated it is a way to get our name out there.
NEW BUSINESS
Mayor Grove requested that the Streets, Alleys, and Traffic Committee consider designating No Parking on the south side of Lindberg from 466 Lindberg to Gooding Street.
Mayor Grove also asked if the Streets, Alleys and Traffic Committee could also consider a request to install speed limit signs on Sterling Street from 3rd Street to 5th Street. Alderman Bacidore stated these issues will be considered at the Streets, Alleys and Traffic Committee meeting on August 26, 2019.

Mayor Grove took a straw vote regarding a request to close off First Street from the ATM machine at the entrance of La Salle State Bank to Marquette Street from 3 p.m. until the conclusion of the event, for the bank’s anniversary celebration. Each alderman was in favor of approving the request. The vote will be ratified at the next council meeting.
Alderman Jeppson suggested that the City Council begin discussions concerning a potential new revenue source with the legalization of cannabis becoming effective in January. He suggested that the City Council begin looking at zoning rules, special permits, licensing and City taxes that could create some new revenue. Attorney McPhedran stated that he and the City Clerk have already done some preliminary work to address this issue. Attorney McPhedran stated that this could be referred to committee for review.
It was moved by Alderman Jeppson and seconded by Alderman Demes to refer the issue regarding the cannabis to the Economic Development Committee. Recommendations will come back to the City Council for a full vote.

Mayor Grove announced that the City Council meeting being held on August 26, 2019 will begin at 5:45 p.m. or as soon as possible following the 5:00 p.m. Zoning Board of Appeals meeting, the Finance Committee meeting and the Streets, Alleys and Traffic Committee meeting. This is being done so that the public has an opportunity to express opinions concerning the further regulation of food trucks.

Leonard Keenan resident of Rockwell Road thanked Jeff Bumgarner for taking care of issues on Rockwell Road.
City Engineer Brown updated the council and public on work being done around town. He encouraged the public to avoid areas of construction. He also stated that the Hegeler Park sewer separation project is moving forward.
